The working group members assessed: the road surface and roadbed of many sections on National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City bypass were structurally damaged, peeling, cracked mesh, cracked turtle shells and often had bumps and ruts. The road marking system on the route was also worn, faded, and ineffective.
The damaged and degraded road surface, roadbed and faded and ineffective road marking system on National Highway 1 BOT section through Ha Tinh cause traffic safety problems and pose a high risk of traffic accidents.
At the meeting after the actual inspection, the leaders of Ha Tinh province requested the investor to thoroughly repair the damage and the ineffective paint system on the route before January 25.
Immediately after the inspection, Vice Chairman of the Provincial People's Committee Tran Bao Ha and the delegation of the Provincial Traffic Safety Committee held a working session with relevant agencies and units at the Department of Transport.
At the meeting, representatives of Ciencon4 Group Joint Stock Company (project investor) and Vinh City Bypass BOT Branch reported the results of implementing maintenance and repair work on National Highway 1 BOT section through Ha Tinh.

Despite many efforts, due to some objective factors, especially financial difficulties due to the decline in toll revenue affecting the maintenance plan, the work to repair some sections of the route has not been timely. The investor hopes to receive sympathy and support from competent state agencies, the government and the people of Ha Tinh.

Investors, project management and exploitation units also recommended that functional sectors and localities strengthen inspection and handling of overloaded vehicles and spilled construction materials on the road; carry out planning and site clearance work to arrange construction sites for technical corridors on the route.
Meanwhile, representatives of Thach Ha, Can Loc, Nghi Xuan districts and Hong Linh town - localities where the BOT national highway passes through, along with leaders of the Provincial Police and the Department of Transport, said: The current state of damage and deterioration of the road surface and roadbed on National Highway 1 from the South of Ben Thuy bridge to the North of Ha Tinh city bypass is very serious, greatly affecting the work of ensuring traffic safety of the locality and the province.
In particular, the Lunar New Year of Giap Thin and the Spring Festival 2024 are approaching, the traffic volume of people and vehicles on the route is increasing, the risk of traffic accidents is even higher,
Provincial and local departments and agencies also assessed that, despite repeated urging and requests, the repair and restoration work is still fragmented and does not meet the actual level. The Provincial People's Committee and the Provincial Traffic Safety Committee should propose to the central ministries and agencies to take strict measures against investors. In case of failure to repair or inadequate repair, toll collection should be temporarily suspended.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Traffic Safety Committee Tran Bao Ha assessed: The road surface and roadbed of National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City bypass have seriously degraded and damaged, the line marking system has lost its effectiveness, while the repair and restoration work of the investor and the route management unit is still fragmented and small-scale, not meeting the requirements. The time frames that the investor and the route management unit committed to repair were not properly implemented.

This not only affects traffic safety and order, potentially causing traffic accidents and causing public outrage, but also affects investment attraction and socio-economic development of the province.
The Vice Chairman of the Provincial People's Committee affirmed: Ha Tinh always accompanies and shares difficulties with investors, however, overcoming and repairing damage and degradation is a mandatory requirement and must be thoroughly implemented.
In order to ensure traffic safety and order, serving people to travel safely and conveniently during the Lunar New Year and the 2024 Spring Festival, Vice Chairman of the Provincial People's Committee Tran Bao Ha requested Cienco4 and the Vinh City Bypass BOT Branch to thoroughly repair and fix damages, ruts, potholes, peeling road surfaces, and faded and ineffective paint lines on the route before January 25.
To effectively overcome and repair, in addition to the capital for the second road renovation project currently being implemented, investors need to proactively balance financial resources, add more funding, mobilize more human resources, machinery and equipment, and divide into many simultaneous construction teams.
Many sections on Highway 1 are damaged and seriously degraded.
Road Management Area II continues to inspect, monitor, and supervise the repair work and report the results to the Provincial People's Committee, the Provincial Traffic Safety Committee, and the Vietnam Road Administration before January 26. In case the repair work does not meet the requirements and poses a high risk of causing traffic safety loss, the unit is requested to submit a written report to the Ministry of Transport and the Vietnam Road Administration for consideration of temporarily suspending the toll collection.
Provincial units and localities deploy solutions to ensure traffic safety, strengthen control and handle violations of overloaded vehicles on the route; promptly investigate and handle traffic accidents occurring on the route, and prosecute related organizations and individuals if the cause is due to errors in traffic infrastructure or traffic organization causing serious consequences of loss of life and property...

The project to upgrade and expand National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City bypass, 35 km long, with a cost of more than 2,400 billion VND, is invested by Cienco4 Group Joint Stock Company under the BOT (build - operate - transfer) form. The project was completed and put into use in 2014. The Vinh City Bypass BOT Branch is the unit managing and exploiting the route. Over time, the road has been damaged and peeled off in many places. Due to not being thoroughly repaired, the road surface of National Highway 1 has become increasingly degraded, posing a high risk of traffic accidents. In March 2023, the Vietnam Road Administration (Ministry of Transport) issued a document directing investors to urgently organize repairs and fix damage on National Highway 1 from the South of Ben Thuy Bridge to the North of Ha Tinh City. Vietnam Road Administration requests Road Management Area II to strengthen inspection and supervision of the repair work of the unit according to the assigned tasks. In case of slow repair or failure to ensure quality, continue to complete legal documents, as a basis for the Road Administration to consider temporarily suspending toll collection. |
