Deputy Minister of Education and Training Hoang Minh Son emphasized this at the conference to review and evaluate the enrollment work in 2024 and deploy the enrollment work in 2025 and 2026 for universities and colleges of education organized by the Ministry of Education and Training on March 29.
The education sector must develop comprehensively in the new context.
In his opening speech, Deputy Minister of Education and Training Hoang Minh Son said that the conference was held in a very special context, with many new points.
In recent times, the leaders of our Party and State have identified major orientations for the development of science, technology, innovation, and digital transformation, thereby placing very high demands on the education and training system. The education sector must train and provide high-quality human resources, develop comprehensively in the new context, and meet the needs of national development.

Along with that, the Ministry of Education and Training held a conference to review 10 years of implementing Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training. On August 12, 2024, the Politburo issued Conclusion No. 91-KL/TW to continue implementing Resolution No. 29-NQ/TW. In early 2025, the Prime Minister issued Decision No. 452/QD-TTg dated February 27, 2025 approving the planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050.
In particular, in the context of organizing and arranging ministries, branches and localities, the Ministry of Education and Training takes over the state management function in the field of vocational education from the Ministry of Labor, War Invalids and Social Affairs, thereby creating a unified system, which is a favorable opportunity to develop the system of higher education and vocational education.
From this context, according to Deputy Minister Hoang Minh Son, the requirement for the education sector is to identify training and human resource development as the core task, and enrollment is also included in this requirement and needs special attention.
“Enrollment is not only about meeting the school's quota, not only operating according to the mission of each school, but more importantly, the mission of universities is to meet the people's learning needs, the need for quality, balanced learning to have a training structure, human resource structure with different professions, levels, regions, meeting the country's development requirements associated with science, technology, innovation and national digital transformation", the Deputy Minister emphasized.

Assessing the increasingly better enrollment work in recent years, the Deputy Minister said that the scale and number of candidates studying STEM majors have had many positive changes, proving that the quality of training has changed, and the quality of training meets the needs of society.
The points that need to be overcome and improved in the system have been revised by the Ministry of Education and Training through Circular No. 06/2025/TT-BGDDT dated March 19, 2025 amending and supplementing a number of articles in the Regulations on university and college admissions for preschool education. These adjustments aim to increase transparency, fairness and improve the quality of admissions.
“The regulations cannot meet all different requirements, but they help create high consensus among schools, candidates, parents, society, and unity among all parties, so that we can do better in education and training,” said the Deputy Minister.
Many new points in 2025 enrollment
Deputy Director of the Department of Higher Education, Ministry of Education and Training Nguyen Anh Dung said that in the past year, enrollment work has achieved many positive results.
The system is basically stable, schools and society have accompanied the education sector in enrollment work, to facilitate candidates, so there are many better indicators than in 2023. This clearly reflects the quality of training of universities has been improved, thereby creating trust from society, the number of university students has been increased.

The rate of training institutions with over 80% of candidates enrolled is 71.38%, an increase compared to 2023 (this figure in 2023 was 63.04%). The rate of candidates enrolled also increased, reaching 80.68% (in 2023 it was 78.24%), reflecting the success of enrollment work, as well as the effectiveness of educational institutions.
There is not much difference in the fields compared to 2023, but there is a significant improvement in the STEM field, increasing by nearly 20,000 candidates compared to the previous year. This clearly shows the shift in learners' access to higher education as well as society's trust in the quality of training, especially in the STEM field, in the context of the country promoting development momentum related to science and technology, innovation and digital transformation. At the same time, it affirms the contribution of higher education to the country's development process.
According to Deputy Director of the Department of Higher Education Nguyen Anh Dung, the admission methods in 2024 are more diverse than in 2023, but still mainly focus on using high school graduation exam results, combining high school graduation exam results with high school transcripts, and some capacity assessment exams of higher education institutions. In which, using high school graduation exam results and high school transcripts plays a major role, with over 80%.
Regarding the new points in the 2025 enrollment work, Deputy Director Nguyen Anh Dung said that Circular No. 06/2025/TT-BGDDT dated March 19, 2025 amending and supplementing a number of articles in the Regulations on university and college enrollment in preschool education stipulates: no more early enrollment; must use the learning results of the entire 12th grade for enrollment; publicize the conversion rules equivalent to the admission score; no limit on the number of enrollment combinations.
In addition, it is required to use appropriate foreign language certificates to convert into foreign language subject scores in admission; the total score does not exceed 10% of the maximum score of the admission scale,...

Innovation in university admissions brings many advantages to candidates
Discussing at the conference, representatives of higher education institutions highly appreciated the innovations in the enrollment work of the Ministry of Education and Training, especially the changes in Circular No. 06/2025/TT-BGDDT. These adjustments have listened to public opinion, increased transparency and fairness, brought many advantages to candidates, training institutions and improved enrollment quality.
Appreciating the implementation of three general principles in enrollment in recent years, which are ensuring objectivity and fairness for learners; creating equality among training institutions; creating healthy and transparent competition for announcements, Vice President of Thai Nguyen University Nguyen Huu Cong commented that university enrollment in recent years has many new and strong points, creating favorable conditions for learners, paying attention to input capacity, and tightening output. This helps to produce higher quality human resources.
Supporting the new points of Circular 06, the Vice President of Thai Nguyen University also had discussions about eliminating early admission in enrollment, regulations on considering academic records, priority points, converting foreign language certificate points, and the time to announce the enrollment plan.
Sharing about the activities of schools to effectively implement the enrollment regulations, Head of the Training and Student Affairs Department of Hanoi National University Nguyen Anh Tuan said that Hanoi National University has implemented the integration of new points of the Circular into the enrollment regulations of the University and its member schools.
Mr. Tuan emphasized that the new Circular has regulations on conversion, accordingly, the conversion needs to be done objectively and fairly, and there needs to be a database to do it. Hanoi National University proposed that the Ministry of Education and Training needs to provide data to carry out the comparison at the general level, at educational institutions to have objective and fair results for candidates. At the same time, it proposed that the Ministry of Education and Training provide early guidance so that educational institutions can apply it effectively.
At the conference, representatives of Hanoi University of Science and Technology and National Economics University also shared their experiences in working with the Ministry of Education and Training and higher education institutions to research and convert admission scores to a common scale and a common principle. Representatives of units under the Ministry of Education and Training also answered questions and concerns of educational institutions and provided guidance on important issues to be noted.
Concluding the conference, highly appreciating the enrollment results of 2024 and previous years, Deputy Minister of Education and Training Hoang Minh Son said that not only the results through numbers but also the enrollment work in recent years has improved, meeting the requirements of learners, training scale requirements, complying with the law, meeting the principles in education and training development.
The Deputy Minister requested units under the Ministry of Education and Training, Departments of Education and Training, universities and colleges to urgently coordinate closely, responsibly and effectively, with the spirit of "whatever difficulties, the Ministry of Education and Training and schools will best overcome for candidates", so that students can study with peace of mind and do well in exams, ensuring fairness in enrollment.
According to the 2025 enrollment plan, the Ministry of Education and Training will announce the threshold to ensure input quality for teacher training and health sectors on July 21; from August 13 to 17:00 on August 20, the processing of admission wishes will be organized.
From June 15 to August 22, training institutions complete updating enrollment information into the system; complete direct enrollment work and update it into the system; upload data, enrollment information, organize enrollment; complete notification of first-round successful candidates. From September to December, additional enrollment will be conducted.
For the Departments of Education and Training, from April 21 to July 20, it is necessary to complete the review and update of priority databases by region and subject; confirm priority regions and priority subjects for candidates; complete the entry and review of academic and high school scores on the database; provide additional accounts for candidates (high school and college graduates) who do not have an account to register for admission.
Candidates, from before July 15 to September, will practice registering their admission wishes; registering and adjusting their wishes; paying admission fees online; completing the first round of online admission confirmation; and registering for admission in the following rounds.
