Breaking up a black credit line with 2,000% interest rate led by foreigners

On April 8, authorities arrested Bugaevskiy Tymur and Kravchuk Iryna, 39 years old (both Ukrainian nationals) to investigate the act of lending money at interest through civil transactions.

According to the investigation agency, the Ministry of Public Security recently discovered a group of foreign criminals collaborating with Vietnamese people to establish businesses using high technology to operate "black credit" on a large scale. These companies lend people loans at high interest rates of up to 2,000% per year.

After collecting evidence, the police arrested Bugaevskiy Tymur and Kravchuk Iryna when they entered Vietnam to run the lending companies. At the same time, the working groups simultaneously searched four companies in Ho Chi Minh City.

The investigation agency determined that this criminal ring was led by Katerynchyk Roman (38 years old, Ukrainian nationality, currently on the run). This person collaborated with Le Thanh Huynh Cang (53 years old), Nguyen Thi Nhat Phuong (34 years old) to operate illegal credit through the apps Easycash.vn, Oncredit or the website Oncredit.asia.com.

Since 2019, Roman has given Cang $400,000 to set up finance and lending companies. Last year, the Ukrainian tycoon continued to "pump" another $11 million, the source of money from Singapore's SCA company and Cyprus' TAS bank.

Cang and his Vietnamese accomplices approved the process for loans from 500,000 VND to tens of millions of VND using software provided by the foreign tycoon, with interest rates ranging from 365% to 2,000% per year. Through collected documents, the Ministry of Public Security determined that this network had hundreds of thousands of Vietnamese customers, illegally profiting thousands of billions of VND.

To date, the Criminal Police Department has summoned 63 people, seized 68 laptops; nearly 100 mobile phones and many related objects and documents... The case is currently being further investigated by the Ministry of Public Security.
