Petrovietnam spreads the spirit of rule of law
Rule of law culture
Over the years, Petrovietnam has established and maintained a strict system of internal regulations, helping all officers and employees clearly understand their rights and responsibilities. The culture of "respect for the law" is applied by the Group not only in the management process but also deeply into each production and business activity. From internal regulations, operating policies to training, all carry a strong message of transparency, responsibility and strict compliance with legal regulations.
The motto “Solidarity - Discipline - Creativity - Efficiency” is not only a slogan but has truly become the foundation for the Group’s actions. In particular, the element of “discipline” is closely linked to maintaining strictness and clarity in each process, to ensure fairness and transparency at all levels. This cultural foundation has also contributed to building Petrovietnam’s reputation in the international market.
On October 29, 2024, under the witness of Prime Minister Pham Minh Chinh and senior leaders of the two countries, Petrovietnam and Saudi Aramco signed a framework agreement on cooperation in the trading of petroleum products.
With the oil and gas industry being one of the fields with deep integration, requiring not only understanding of Vietnamese law but also knowledge of international law, Petrovietnam clearly recognizes the importance of this, especially in the context of many activities of the Group with the participation of foreign partners. With strict requirements on legal knowledge and international practices, Petrovietnam has invested heavily in legal training, helping its staff, especially legal officers, to improve their capacity and skills.
From economic contracts, technology transfers to financial transactions, Petrovietnam always adheres to strict legal terms. This not only helps protect the Group’s interests but also contributes to building Vietnam’s reputation in the international arena. These efforts help Petrovietnam become a reliable partner in cross-border transactions, while helping the Group maintain and develop sustainable international economic relations.
In addition to maintaining and developing a culture of respect for the law, Petrovietnam is also facing many institutional and legal difficulties in its operations. In order to facilitate development, over the years, Petrovietnam has continuously contributed opinions, participated in the development and completion of legal documents closely related to the activities of the Oil and Gas industry, in order to resolve policy difficulties. The Group has proactively researched and proposed amendments to the Petroleum Law (2022); participated in contributing opinions and developing many legal documents such as the draft Electricity Law (amended); the draft Enterprise Law (amended); the draft Special Consumption Tax Law (amended); the draft Public Investment Law (amended); the Bidding Law; the draft Law on Management and Investment of State Capital in Enterprises, the draft Law on Value Added Tax (amended); the draft Law on Corporate Income Tax (amended); draft Electricity Law (amended)... along with many Decrees, Circulars and other sub-law documents, aiming to create favorable conditions for the sustainable development of the Oil and Gas industry. This is a clear demonstration of Petrovietnam's efforts in promoting institutional reform, affirming the sense of responsibility of a national enterprise towards the development of the industry as well as the national economy.
Raising awareness of the law
Petrovietnam focuses on promoting legal dissemination activities, targeting all officers and employees in the Group. In particular, legal education activities not only take place at the leadership level but are also widely disseminated to all officers and employees, helping everyone grasp and understand new legal regulations. Specifically, the Group regularly organizes seminars and conferences to update new policies and regulations, and at the same time answer questions from member units during project implementation.
Workshop "Legal problems in investment and construction"
At the end of June 2024, Petrovietnam successfully organized the workshop "Legal difficulties in investment and construction". Guest experts from the Ministry of Planning and Investment and the Ministry of Construction disseminated new points in legal regulations related to investment and construction, and answered the difficulties that Petrovietnam and its member units are facing in the process of project implementation; advised and oriented solutions to help Petrovietnam comply with legal regulations from the preparation and implementation stages to project finalization. Strict compliance with legal regulations not only helps save time and costs but also ensures the quality and efficiency of investment projects. At the same time, the process of managing construction investment projects in accordance with current laws will create transparency, fairness, minimize legal risks, and create a solid foundation to build trust with domestic and foreign investors and partners. This also contributes to bringing peace of mind to the Group's staff when working in a clear and transparent legal environment.
Vietnam General Confederation of Labor organizes training on legal policies and labor relations in 2024
Previously, in early June 2024, the Vietnam Oil and Gas Trade Union also implemented legal training programs for union officials at all levels, helping to improve the effectiveness of activities to protect the rights and interests of workers. With training courses organized periodically every year, union officials have been raised awareness, equipped with additional skills and knowledge related to legal policies and labor relations to apply in practical work. Thereby improving the quality and efficiency of operations, meeting the requirements and tasks of the union organization in the new period, contributing to building a strong union organization in the enterprise. This is also part of a series of activities that Petrovietnam applies to maintain a harmonious, fair and lawful working environment.
Widely promote Vietnam Law Day
Vietnam Law Day, which takes place on November 9 every year, is an occasion to honor the Constitution and the law, and at the same time educate people about respecting the law. In response to Vietnam Law Day every year, Petrovietnam regularly organizes propaganda activities, encouraging officers and employees to raise their awareness of the law and properly implement it in their work and daily life. This is also an opportunity for the Group to create a connection between production and business activities and legal dissemination, ensuring that each employee understands and properly implements the provisions of the law.
In addition, Petrovietnam has also organized legal knowledge competitions, helping employees have the opportunity to improve their knowledge and understanding of the latest legal regulations. These competitions not only attract the participation of many officers and employees but also help to increase awareness of respect for the law in the working environment.

Petrovietnam recognizes that in the era of Industry 4.0, the application of information technology in legal dissemination is essential. The Group has been implementing legal dissemination forms on mass media, internal news sites and social networking platforms, aiming to reach a wider audience. At the same time, Petrovietnam uses technology applications to disseminate information quickly and promptly, helping employees easily access new legal regulations. Through these initiatives, Petrovietnam has created a useful information channel that is both fast and effective in conveying legal knowledge to all staff. This is a clear demonstration of the Group's efforts in combining technology and legal education, creating a working environment that complies with and respects the law.
