Mr. Pham Duc An is Chairman of Quang Ninh Provincial People's Committee.

On the morning of December 10, at the 24th session (special session), the 14th term People's Council of Quang Ninh province elected Mr. Pham Duc An as Chairman of the People's Committee of Quang Ninh province and elected Mr. Cao Tuong Huy as Vice Chairman of the People's Committee of the province.

On the morning of December 10, the Quang Ninh Provincial Party Committee held a conference to implement the Secretariat's Decision on personnel work. Member of the Party Central Committee, Deputy Head of the Central Organization Committee Nguyen Quang Duong attended the conference.

According to Decision No. 1750-QDNS/TW dated December 9, 2024 of the Secretariat, Mr. Pham Duc An, member of the Standing Committee of the Party Committee of the Central Enterprises Bloc, Party Secretary, Chairman of the Board of Directors of the Bank for Agriculture and Rural Development of Vietnam, was transferred and appointed to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee, term 2020-2025.

Party Central Committee member, Deputy Head of the Central Organization Commission Nguyen Quang Duong presented the Decision to the new Deputy Secretary of Quang Ninh Provincial Party Committee Pham Duc An.

Presenting the Decision to the new Deputy Secretary of the Quang Ninh Provincial Party Committee, Deputy Head of the Central Organization Commission Nguyen Quang Duong congratulated Mr. Pham Duc An on being trusted by the Secretariat to mobilize and appoint him to join the Executive Committee, the Standing Committee, to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee and to be nominated to be elected as Chairman of the Provincial People's Committee for the 2021-2026 term.

Deputy Head of the Central Organizing Committee Nguyen Quang Duong expressed his belief that Mr. Pham Duc An will soon grasp the new tasks and work and fulfill the assigned duties and responsibilities, upholding the sense of responsibility to join the Party Committee, government and people to successfully implement the Resolution of the 15th Provincial Party Congress, the Resolution of the 13th National Party Congress; making Quang Ninh province develop more and more strongly. At the same time, he hoped that the Standing Committee and the Executive Committee of the Quang Ninh Provincial Party Committee would continue to promote the spirit of solidarity, helping Mr. Pham Duc An to fulfill his tasks well, worthy of the trust of the Central Committee.

Delegates of the People's Council of Quang Ninh province voted to elect the Chairman of the Provincial People's Committee for the 2021-2026 term.

Immediately following the Conference to implement the Secretariat's Decision on personnel work, also on the morning of December 10, at the 24th session (special session), the 14th Quang Ninh Provincial People's Council elected the positions of Chairman of the Provincial People's Council, Chairman and Vice Chairman of the Quang Ninh Provincial People's Committee.

Accordingly, Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Quang Ninh Provincial Party Committee, was elected Chairwoman of the Quang Ninh Provincial People's Council for the 2021-2026 term.

Mr. Pham Duc An, Deputy Secretary of Quang Ninh Provincial Party Committee, was elected Chairman of Quang Ninh Provincial People's Committee for the 2021-2026 term.

Also at the meeting, the Provincial People's Council carried out the procedure to dismiss the Chairman of the Provincial People's Committee and elect Mr. Cao Tuong Huy as Vice Chairman of the Provincial People's Committee.

Mr. Pham Duc An was born on February 1, 1970, his hometown is Thanh Chuong district, Nghe An province. His educational qualifications are Bachelor of Economic Law, Bachelor of Banking and Finance, Master of Business Administration.

Before becoming Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Quang Ninh province, Mr. Pham Duc An had nearly 30 years of experience working in the banking industry, holding senior leadership positions at the Bank for Investment and Development of Vietnam (BIDV), the Bank for Agriculture and Rural Development (Agribank)... and he also held the position of Chief of Office of the State Bank of Vietnam.
