On February 18, 2025, at the 9th Extraordinary Session of the 15th National Assembly, with the majority of delegates in favor, the National Assembly passed a Resolution approving the Prime Minister's proposal on the appointment of Ministers for the 2021-2026 term: 457 delegates participated in the vote (equal to 95.61% of the total number of National Assembly delegates); 456 delegates approved (equal to 95.40% of the total number of National Assembly delegates); 01 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates).

Thus, the National Assembly passed a resolution approving the appointment of Mr. Do Duc Duy, member of the Party Central Committee, Minister of Natural Resources and Environment, Head of the 15th National Assembly Delegation of Yen Bai province, as Minister of Agriculture and Environment for the 2021-2026 term.

The Ministry of Agriculture and Environment was established on the basis of merging the two Ministries of Agriculture and Rural Development and the Ministry of Natural Resources and Environment. The Ministry of Agriculture and Environment has the position and function of a Government agency performing the state management function in the fields of agriculture; forestry; salt industry; fisheries; irrigation; natural disaster prevention; rural development; land; water resources, mineral resources; geology; environment; hydrometeorology; climate change; surveying and mapping; integrated management of resources and protection of the marine and island environment, remote sensing and state management of public services in the fields under the management of the Ministry.
Minister of Agriculture and Environment Do Duc Duy was born in 1970, in Thuy Van commune, Thai Thuy district, Thai Binh province. He has a Master's degree in Construction; member of the 13th Party Central Committee; deputy of the 15th National Assembly, Head of the 15th National Assembly Delegation of Yen Bai province.
Minister of Agriculture and Environment Do Duc Duy was a lecturer at the Faculty of Construction, Hanoi University of Architecture in February 1996.
In April 2002, Minister Do Duc Duy was assigned to the Department of Organization and Personnel, Ministry of Construction and successively held the positions of specialist and Deputy Director of the Department of Organization and Personnel.
After that, Comrade Do Duc Duy worked as Chief of Office of the Ministry of Construction for nearly 3 years before holding the position of Deputy Minister of Construction in August 2015. In February 2017, Comrade Do Duc Duy was transferred and assigned to hold the position of Deputy Secretary of Yen Bai Provincial Party Committee, then elected as Chairman of Yen Bai Provincial People's Committee. From September 2020 to August 26, 2024, Comrade Do Duc Duy was Secretary of Yen Bai Provincial Party Committee.
On August 26, 2024, at the 8th Extraordinary Session, with the majority of delegates in favor, the 15th National Assembly passed a Resolution approving the appointment of Comrade Do Duc Duy, Secretary of Yen Bai Provincial Party Committee, Head of the 15th National Assembly Delegation of Yen Bai province as Minister of Natural Resources and Environment for the 2021-2026 term.
On the afternoon of February 18, 2025, at the 9th Extraordinary Session, with the majority of delegates in favor, the 15th National Assembly passed a Resolution approving the Prime Minister's proposal to appoint Comrade Do Duc Duy, Minister of Natural Resources and Environment, Head of the 15th National Assembly Delegation of Yen Bai province, as Minister of Agriculture and Environment for the 2021-2026 term.
