Arriving at Nhon Son commune, Ninh Son district, Ninh Thuan province, we were really impressed by the new rural appearance of the ethnic minority area. The rural traffic system is concreted, spacious, clean and beautiful, meeting well the needs of people to travel and transport agricultural products and goods. This result is thanks to the Government's national target programs that create livelihoods for the Raglay people to have conditions to do business, strive to stabilize their lives, reduce poverty sustainably and change the appearance of the ethnic minority area.
Mr. Tran Meo, Head of Nui Ngong Village, introduced the content of the National Target Program 1719 on a billboard in front of the fence of the village's Cultural House.
Coming to Nui Ngong residential area in late October 2024, walking along the road planted with yellow canary trees, we felt the poetic beauty of the rural appearance of the ethnic minority area. Mr. Tran Meo, Head of Nui Ngong village, took us around to visit the people's business, he shared that after receiving capital from national target programs (MTQG) such as: National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (MTQG Program 1719); Sustainable Poverty Reduction Program; New Rural Development Program... the appearance of infrastructure in Nui Ngong village today is very different from the past.
"The people are most satisfied with the spacious and well-built Village Cultural and Sports House, which serves the needs of the residential community. To help people get more information, a large-sized billboard has been erected in front of the fence of the local Cultural House to promote the National Target Program 1719, including the beneficiaries, implementation time, and 10 component projects," Mr. Meo added.
Mr. Mang Long in Nui Ngong village received financial support from the National Program for Sustainable Poverty Reduction to buy cows for breeding.
Ngong Mountain is a particularly difficult residential area of Nhon Son commune. The whole village currently has 85 households with 356 people of the Raglay ethnic group, accounting for 35% of the total households in the village. People's lives depend on income from 20 hectares of irrigated rice fields for 2 rice crops per year and 90 hectares of land for growing crops, combined with raising horned cattle.
In 3 years (from 2022-2024), the National Target Program for Sustainable Poverty Reduction has supported 21 Raglay households to raise goats with a budget of 30 - 32 million VND/household. Nhon Son Commune People's Committee has contracted with Nhon Son Goat and Sheep Cooperative to provide breeding animals, ensuring vaccination with a weight of 220 kg/household, about 9-10 breeding goats. 7 households choosing to raise cows are provided with 2 breeding cows with an average weight of 200 kg/cow.
The local government has encouraged people to form goat raising groups of 3-4 households/group, to exchange and share care techniques and contribute capital to build barns, and assign grazing tasks. Over the past 3 years, the Government's National Sustainable Target Program has supported the Raglay people in Nui Ngong village with a total amount of over 860 million VND, and the people's counterpart capital is 338 million VND.
The National Target Program for Sustainable Poverty Reduction supports the development of production in ethnic minority areas in Nui Ngong village, creating livelihoods for farmers, with 5-6 households escaping poverty each year. Some households have a good income from combined crop farming and livestock raising, such as Mang Duc, Mang Truc, and Mang Thuc. With income from livestock raising, many families have paid attention to and invested in their children's education. Many Raglay students in Nui Ngong village have graduated from university and have jobs with stable incomes, such as Mang Thi Lang and Mang Thi Ngang.
Mr. Tran Meo, Head of Nui Ngong village, visited and encouraged villagers to raise livestock and escape poverty.
In 2024, Project 1 under the National Target Program 1719 supported agricultural production development for the Nui Ngong village community group of 7 households, with a total implementation cost of 246 million VND, of which: State budget: 232 million VND, and counterpart capital from the people is 14 million VND.
In addition, Project 3 - National Target Program 1719 allocated 424 million VND to Nhon Son commune to support the development of production according to the value chain. The commune People's Committee proposed that the Ninh Son district People's Committee transfer this capital to support community production, helping people raise horned cattle in accordance with local agricultural economic conditions.
Mr. Tran Meo took us to “witness” the goat farm of Ms. Mang Thi Gai, a poor household in Nui Ngong village. Ms. Gai was supported by the National Target Program for Sustainable Poverty Reduction with 10 female goats and 1 male goat for breeding. She is a group of 3 households,
are relatives to facilitate care, grazing, and planting grass to provide green food for the goats. After nearly 10 months of breeding, Ms. Gai's family's goats gave birth to 4 kids. Every month, just by collecting goat manure from the barn to sell to purchasing units to fertilize plants, Ms. Gai also has an income of 500-700 thousand VND.
Ms. Mang Thi Gai happily shared her joy: "My family is grateful to the Government for its attention and support in supporting the goat herd to breed, helping the family have more income, thereby rising out of poverty sustainably."
Mr. Do Thanh Hung, Vice Chairman of Nhon Son Commune People's Committee, said that capital from national target programs supporting ethnic minorities and mountainous areas in Nui Ngong village has brought about effective investment. Initially, livestock raising families have income, improving their quality of life, contributing to raising the criteria for the commune to meet new rural standards. In the coming time, receiving support capital from National Target Program 1719, the Commune People's Committee will continue to support and create livelihoods for farming households in the extremely disadvantaged Nui Ngong village to continue to rise out of poverty sustainably.
