In the first half of the term of implementing the Resolution of the Women's Congress at all levels, the work of the Union and the provincial women's movement was maintained and had new developments. The results of implementing the 8 groups of targets of the Resolution of the 16th Provincial Women's Congress basically met and exceeded the set plan, contributing to the good implementation of the 8 groups of targets of the Resolution of the 13th National Women's Congress. The provincial women's movement was continuously ranked as an excellent unit by the Central Committee of the Vietnam Women's Union from 2021 to 2023, and in 2022, the Central Committee awarded the Flag of the leading unit in the emulation movement.

The Women's Unions at all levels have closely followed the political tasks of the province, clearly demonstrating the role, functions and tasks of the Union organization with many innovative and creative activities, bearing the mark and identity of the women of the Ancestral Land. In implementing the emulation movements proposed by the Vietnam Women's Union, the provincial Women's Unions at all levels have concretized them through the emulation movements "Building a friendly, benevolent, united, integrated and developed Ancestral Land woman"; "Ancestral Land women join hands to preserve and conserve cultural heritage", which have been actively responded to by all levels of women in the province, truly spreading widely to cadres, women's union members and the community.
In 3 years, 1,660 groups and individuals who are new and typical of good practices in all fields have been recognized and rewarded by all levels. The activities have been implemented in conjunction with the Campaigns "Building a family of 5 no's and 3 clean's" and "5 yes's and 3 clean's".
Every year, the Women's Union at all levels proactively proposes and links the implementation of the Campaign with the National Target Program on New Rural Development, creating resources to improve the quality of implementation, replicating the models of "Women's Union 5 no, 3 clean" at 225/225 Women's Union bases with 278 branches; "Collecting and treating household waste"; planting and caring for over 5,000 "Flower Roads", "Train Roads - Flower Roads"; developing plans to support households to achieve the criteria of 5 no, 3 clean families. Up to now, the whole province has 313,458 households meeting the criteria of 5 no, 3 clean... contributing to building a cultural life, which has been recognized and highly appreciated by the Party Committee and government.
Implementing the breakthrough "Improving knowledge and skills of Women's Union officials at all levels on applying information technology in Union activities", Women's Unions at all levels in the province have promoted the application of information technology, gradually transforming digitally to better perform political tasks, supporting women members to participate in the national digital transformation process.
Promote the application of information technology in directing and operating work, using software to improve the quality of work, shorten the implementation time. Make the most of the advantages of the Internet and social networks in organizing and propagating the activities of the Association to a large number of members and people. Improve the quality of propaganda, education, and mobilization of members and women to implement the Party's guidelines and policies, the State's policies and laws, and the regulations of the province and the Association.
The Provincial Women's Union organized leadership skills training for female cadres in the province in person and online at 98 district and grassroots level.
The protection of the legitimate and legal rights and interests of women and children is emphasized. Effectively implementing Project 938 on "Propaganda, education, mobilization, and support for women to participate in solving a number of social issues related to women", 100% of the Association's officials and over 95% of members are regularly propagated and educated on moral qualities, policies, laws, gender and gender equality, economic development, building prosperous, equal, happy families, and preventing and combating social evils.
Activities to enhance women's economic power are implemented by the Women's Union at all levels in conjunction with two Government projects: Project 939/CP "Supporting women to start businesses in the period 2017-2027", Project 01/CP "Supporting cooperatives managed by women, creating jobs for female workers by 2030" in many forms, with diverse and rich contents such as supporting economic development, starting businesses, creating livelihood models, supporting members to access credit policies; credit guarantees for members to borrow capital, the total outstanding debt of capital sources through the Union's management organization is over 1,880 billion VND for 47,490 women members to borrow for economic development. The Women's Union at all levels closely coordinates with the Agriculture sector to organize scientific and technical training for officials and members.
Every year, the Women's Entrepreneurship Day is organized to enhance the capacity of 1,846 women who are business owners, cooperative managers, association groups/teams, and business owners; guide 154 ideas of women members to participate in the Women's Entrepreneurship Day at all levels, including 4 ideas winning prizes at the Central level; support members and women to realize business ideas, apply information technology in promoting and introducing products; support loans for 80 economic development models, livelihood models, and startup ideas worth over 2.8 billion VND. The Association has supported the establishment of 4 new cooperatives, 25 economic development association groups/teams, and cooperatives, bringing the total to 15 cooperatives, 63 cooperatives, and 257 women's association groups/teams for economic development.
Coordinated vocational training for 3,715 female workers; after vocational training, 1,816 people had jobs/created jobs for themselves; helped 7,547 households reduce poverty, of which 1,809 households escaped poverty and near-poverty, contributing to the implementation of the poverty reduction target in the province to 4.49% (by 2023).
The Women's Union has connected and mobilized over 40 billion VND to carry out social security activities, care for and support poor women and children. During the half-term, the Union mobilized support for the construction and repair of 99 "Shelters of Love", "Border Shelters", "Houses of Gratitude"; connected and sponsored 406 orphans in difficult circumstances; mobilized 1,533 gifts in the "Millions of Gifts to Share Love" Program, supporting women members, poor children with COVID-19, people in epidemic areas inside and outside the province; visited and presented 27,600 gifts to poor households and policy families on holidays and Tet; Organized 25 working delegations to visit and present gifts to officers and soldiers of Lai Chau province's border guards, effectively implemented the activities "Accompanying women in the border areas", visited, examined and treated patients, provided free medicine, supported the construction of economic development models for poor women and children in Lai Chau province...
Thereby, mobilizing women of all walks of life to promote patriotism, participate in supporting programs that contribute to protecting national border sovereignty. The Provincial Women's Union organized a working delegation in the Lao People's Democratic Republic, organized the activity "Accompanying Lao women": supporting funding to build 10 "Love Homes", livelihood models, and giving scholarships to poor children in Luang Nam Tha and Luang Prabang provinces (Lao People's Democratic Republic).
Focus on implementing the breakthrough "Accompanying the grassroots Association and promoting the role of the branch and women's union cadres", directing the new model "Accompanying the grassroots Association and women's union branches", the "1+1" model at 50 branches; directing 100% of the branches to continue implementing the activities of the "3 have, 3 know" model at the branches. Review the needs, coordinate, integrate the organization of training, coaching and fostering activities to improve qualifications, expertise and skills, especially for grassroots Association cadres. Pay attention to the work of planning and using the Association cadres at all levels. Annually coordinate to organize theoretical and professional training courses for the Chairman, Vice Chairman, and Branch Head at the commune level.
Well implement the work of advising, proposing, promoting the role and responsibility of the Association in participating in the election, introducing female cadres to run for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term. Perfect the organizational apparatus at all levels; establish 17 new models to attract special members, develop 5,721 new members, bringing the total number of members to 274,996; 159 Association bases have admitted 2,676 honorary members who are men; 100% of Association officials at provincial and district levels, Association Chairmen at grassroots level meet the title standards according to regulations, 1,750 outstanding women have been admitted to the Party...
In order to promote the achieved results, in the remaining half of the term, the Standing Committee of the Provincial Women's Union continues to promote the combined strength of all levels of the Union, focusing on leadership and direction to improve the quality and effectiveness of emulation movements, campaigns, breakthroughs, and key tasks of the Union. Pay attention to the work of training, building, and replicating advanced models, emulation and reward work. Innovate propaganda, education, and support for women to develop comprehensively, focusing on the grassroots level, focusing on grasping the ideological situation of women members. Continue to promote the implementation of national target programs and Government projects with new and creative ways to achieve practical results; further promote the work of supporting women in economic development, sustainable poverty reduction, especially for disadvantaged women, ethnic minority women, etc.
Build models to gather and attract members with rich content; focus on solving urgent problems of women; continue to improve the quality and effectiveness of supervision, social criticism, care and protection of the legitimate rights and interests of women and children. Actively apply information technology and digital transformation in implementing the tasks of the Association to widely spread good practices and effective models in the community, contributing to the effective implementation of the socio-economic development tasks of the province, deserving to be an excellent unit in the national women's movement.
