As a mountainous district of the province, Thanh Son has 32 ethnic groups living together, of which ethnic minorities account for the vast majority, with the majority being Muong, the rest being Dao and other ethnic minorities. Each ethnic group maintains its own identity, but there is interaction, solidarity, and together economic development, contributing to the development of the homeland.

Ms. Phan Thi Hong Hanh in Huong Can commune applies the knowledge she has been trained in to raising livestock and developing her family's economy.

Although it has left the poor communes under Program 135, Huong Can still has 2 areas that benefit from the policies of Program 1719 (National target program for socio-economic development of ethnic minority and mountainous areas in the period 2021-2030), namely Da Can area and Lich 2 area. These two areas are mainly inhabited by Muong and Dao ethnic people and will benefit from a number of projects and sub-projects on vocational training, support for trees, seeds and infrastructure investment...

As one of the students who participated in the short-term pig and chicken raising class supported by the 1719 Program, Ms. Phan Thi Hong Hanh in Khoang area said: “I only learned a lot after going to school, such as making food rations and taking care of chickens. Before going to school, I just took out rice from the barn and corn from the bag to feed chickens, geese, and ducks. Now I am instructed to grind corn into kernels and remove rice husks so that the animals can absorb nutrients and digest easily. Then I have to periodically vaccinate the animals to keep them healthy, develop, and grow quickly...

Following the effective implementation of Program 135 in Thanh Son, Program 1719 continues to invest in new construction, repair, maintenance of traffic works, irrigation works, schools, cultural houses; support production development, diversify livelihoods; replicate poverty reduction models; train to improve capacity for communities and grassroots cadres in particularly difficult communes, CT229 commune... From the State's support, the drastic direction of Party committees, authorities at all levels and the efforts of the people, the district's socio-economy has gradually developed well; the economic structure has shifted in the right direction, the poverty rate has decreased by an average of 0.5% per year; the average income per capita has now reached 37.4 million VND/year. The life of ethnic minorities in Thanh Son district is increasingly improving, thereby shortening the gap with the lowlands. Over the past 5 years, tens of thousands of ethnic minorities have been trained in vocational skills, created new jobs and exported labor. Ethnic minority cadres have been trained, fostered and improved their professional qualifications and political theory. Up to now, the proportion of ethnic minorities who are district-level cadres accounts for 39.5%, commune-level 67.8%; People's Council delegates at district level 41.94%, commune-level 68.79%. The fields of education, health, culture and society in ethnic minority areas have many positive changes. Facilities and equipment of schools in mountainous and ethnic minority areas have been invested and upgraded. The quality of education has been increasingly improved; many ethnic minority students have overcome difficult circumstances, strived to study and achieved many high achievements.

Do Tuan Tai, a student from Pheo area, Yen Lang commune, is studying in the Automotive Technology class at Thanh Son Boarding Vocational College for Ethnic Minorities. He shared: “Choosing to study here, after 2 years, I will have a Vocational College degree and many job opportunities.” Along with Do Tuan Tai, tens of thousands of ethnic minority children are receiving support from the Government under Program 1719 on Education and Training Development, Human Resource Improvement under Project 5.

Ethnic minority students are given favorable conditions to study at Thanh Son Ethnic Boarding Vocational College.

Not only giving “fishing rods” to the people, in Thanh Son, tens of thousands of ethnic minorities in disadvantaged communes are granted free health insurance cards and enjoy medical services in medical examination and treatment. The cultural identity and traditional customs of the ethnic minorities are also preserved and promoted. When the material and spiritual life is improved, the ethnic minorities are increasingly united and support each other. This is clearly demonstrated through the Movement “All people unite to build a cultural life” associated with the Campaign “All people unite to build new rural areas and civilized urban areas” with many positive results.

In 2023, 52.5% of ethnic minority households will be recognized as cultural families; 86.6% of residential areas will be recognized as cultural; 100% of agencies and units will meet the criteria for building cultural agencies; 263/263 residential areas will have village conventions and regulations. Over the past 5 years, the district has built, upgraded, and repaired 105 cultural houses in residential areas with a total cost of over 32 billion VND. Hundreds of ethnic minority youths have left for military service. The district has nearly 4,000 ethnic minority party members, accounting for 50.58% of party members in the district...

Implementing Program 1719, the district has focused on integrating capital sources to build essential infrastructure. From 2021-2024, 81 traffic, school, irrigation, health, cultural, centralized water supply and resettlement projects have been allocated capital. The district has synchronously deployed solutions on ethnic work in all areas. Thanks to that, the poverty rate among ethnic minorities in 2023 will decrease by 0.82%.

Propaganda, dissemination of legal education, and legal aid in ethnic minority and mountainous areas have been innovated to help people grasp and understand the Party's policies and the State's laws. Socio-economic infrastructure in ethnic minority areas has been gradually built in a synchronous direction.

Up to now, 100% of communes in the district have car roads to the center; the rate of households using national grid electricity is 99.6%, the number of rural households using hygienic water is 96.5% or more; 100% of communes with a large number of ethnic minorities have solid schools and medical stations...

In the past 5 years, the whole district has elected 1,253 prestigious people among ethnic minorities. Village elders, village chiefs, and prestigious people have promoted exemplary roles in the ethnic community; gradually eliminated backward customs, promoted good values ​​in life, built a new cultural lifestyle in residential areas...

Comrade Pham Tu - Vice Chairman of the District People's Committee affirmed: "Ethnic work is always an important and top priority task that Party committees at all levels, authorities and the entire political system pay attention to, solving key issues of labor, employment, poverty reduction and ensuring social security; prioritizing socio-economic development in particularly difficult areas where ethnic minorities live; at the same time, integrating national target programs, poverty reduction policies, ethnic policies to effectively invest in projects, contributing to improving the lives of people, maintaining security and order, social order and safety, and consolidating people's trust in the Party and State".
