Delegate Pham Van Thinh - Bac Giang Delegation: Timely remove obstacles of many projects
The Electricity Law (amended) submitted to the National Assembly for consideration at the 8th Session together with the draft amendments and supplements to a number of articles of the laws: Investment, Bidding, Investment under the public-private partnership (PPP) method and Planning is considered an important legal basis to promptly remove obstacles of many projects that have existed since previous years and to attract new investment projects that many investors are still waiting for the "Law" to make investment decisions.

Regarding the urgency of the need to soon pass the Electricity Law (amended), delegate Pham Van Thinh said that the contents of the Government's proposal to amend the Electricity Law along with the drafts of the four Laws proposed at the 8th Session are all very urgent, directly related to important and urgent issues.
First of all, regarding strategy, according to delegate Pham Van Thinh, it is directly related to the country's energy security, focusing on the revised Electricity Law.
If the problems in the Electricity Law are slowly amended and supplemented, the task of ensuring the country's energy security will become increasingly difficult; the opportunity to attract investment capital into the energy sector as well as diversify international capital flows into Vietnam may also be lost. The development of renewable energy and new energy sources that reduce emissions will also be limited.
Regarding the institutionalization of the Party's policy, the delegate said that the 10th Central Conference concluded that the work of law-making needs to be carried out promptly, the thinking of law-making needs to promote decentralization and delegation of power; promote innovation, creativity, mobilize investment resources and maximize the liberation of resources in society. The Government submitted to the National Assembly for approval the draft laws for amendments and supplements at this session, demonstrating the spirit of the Central's conclusion at the 10th Conference. This shows that the Party's policy on institution-building has been quickly implemented and put into practice.
“Therefore, I personally support the National Assembly to consider and pass the Electricity Law (amended) and four related laws. These are truly urgent issues that need to be enacted immediately,” affirmed delegate Pham Van Thinh.

According to the delegate, in terms of pricing principles, the consistent issue is that electricity prices must ensure compensation for all actual production and business costs that are reasonable, valid and profitable for the electricity unit.

If this principle is properly implemented, it will have a positive “leverage” effect on the economy, encouraging economic sectors to participate in investing in developing power sources and grids, as well as creating pressure to use electricity economically. In order to gradually reduce and eventually eliminate cross-subsidy of electricity prices between customer groups and regions.
Delegate Nguyen Truc Son - Head of the National Assembly Delegation of Ben Tre Province: The policy is clear, do not let there be a shortage of electricity in the future.
Sharing on the sidelines of the National Assembly, delegate Nguyen Truc Son said, from the reality of Ben Tre as a locality that strongly develops renewable energy, we also encounter certain difficulties in the process of project implementation, so I strongly support the Electricity Law (amended) passed at this session.

This revised Electricity Law has focused on the difficulties of the electricity industry, thereby unlocking social resources and investment sources from businesses.
For example, in the new energy sector, there are many projects that we have successfully attracted investors, but what are the policy mechanisms? What are the procedures? We still have many difficulties. In this amendment to the Electricity Law, I see that the policy mechanism for the development of the new energy sector has closely followed the goals and commitments of the Vietnamese Government to move towards Net - Zero by 2050, thereby helping businesses access and convert energy in a green, sustainable direction, helping the economy grow green.
Faced with the high demand for electricity in the economy, the delegate affirmed that the policy is very clear, electricity is one of the important issues that we must support for the sustainable development of the electricity industry, otherwise the future of electricity shortage for national development is real, new energy and renewable energy sectors will miss the target.
“ We discussed in groups, delegates highly agreed with the Electricity Law (amended), especially issues related to investment in new energy and renewable energy” – delegate Nguyen Truc Son affirmed.
According to the delegate, Ben Tre currently has many projects in the Power Plan VIII on renewable energy. In the past, Ben Tre has implemented about 30% of the list of projects in the master plan, thereby promoting very high economic efficiency for the locality. When the projects come into operation, they not only provide more electricity to the national grid but also generate additional revenue from power transmission, businesses have revenue, and the locality has additional budget revenue.
In addition to electricity for industrial production, Ben Tre is also a locality with strengths in developing high-tech aquaculture with over 5,000 hectares of high-tech shrimp farming. Therefore, ensuring enough electricity for economic development is not only important for our locality but also for other investors and other economic sectors. We must join forces to resolve the bottlenecks of the electricity industry, to mobilize investment resources for development, do not miss opportunities and lack electricity for the future.

I have surveyed many countries, the role of the electricity industry is extremely important, in Vietnam electricity reaches the center of the commune, village/hamlet. There is no country like Vietnam, we have a national electricity grid reaching remote areas, mountainous areas, islands... that is the pride of the Vietnamese electricity industry with the development policies of the Party and State.
Not to mention, as a business, EVN still has to carry out social security work so that the mountainous areas can catch up with the lowlands through infrastructure, electricity to each village/hamlet. In Lam Dong, 3-phase grid electricity has reached the high-tech agricultural production villages. That is what makes us proud.
Delegate Nguyen Tao expressed that investing in a power station is very expensive, but how much electricity can we collect in a month in remote areas? Therefore, the electricity sector, in addition to its political tasks, also makes an important contribution to the implementation of the social security goals of the Party and State.
The revised Electricity Law was passed this time, including many stories about socialization, in which the Law has promoted new generation power plants in the future, so that electricity can meet economic needs but at a lower cost, ensuring greenness, serving people and businesses better and better, that is the desire of this Law project.
" I think this Law has met most of the wishes of voters and the electricity industry ," emphasized delegate Nguyen Tao.
Voters want to use more electricity in many different locations, environments, and circumstances but at the best price. The electricity industry wants to produce electricity effectively, transmit electricity effectively, it needs to harmonize between the state - enterprises - people.
The law will contribute to removing the current bottleneck of project procedures to ensure the best investors, the most concise procedures, and equal operations and trading between entities, and the Electricity Law (amended) is making that public.
Dr. Thai Doan Hoang Cau: The law has decentralized and delegated more power to the Government and localities.
As a voter and an expert in the energy sector, Dr. Thai Doan Hoang Cau (PhD in economic behavior in the electricity market and with more than 25 years of experience in researching the Australian electricity market), before returning to Australia, participated in giving comments on the Electricity Law (amended) at the end of October 2025. He believes that the early promulgation of the Electricity Law (amended) will promptly support the development of electricity, economy and society.

According to Dr. Hoang Cau, the draft law submitted to the National Assembly meets the proposed purposes, objectives and viewpoints on law-making. The draft law is comprehensive, consistent and connected with related laws and reflects the necessary multi-dimensional comments.
“ As an independent expert, I have observed, experienced positively and highly appreciated the efforts, sense of responsibility, seriousness and openness of the Drafting Committee, the Drafting Team, the Electricity Regulatory Authority and other units in the process of receiving and recording comments from the public, relevant agencies and organizations ” - Dr. Hoang Cau said.
Of course, the draft law may not be perfect, may not anticipate all practical requirements that may arise in the future, or may not fully meet all requirements, multi-dimensional perspectives, and different interests of all organizations and individuals. For example, major goals and policies such as offshore wind power development, nuclear power, and electricity trading mechanisms may not have specific regulations as desired in this draft law because these are new areas that need further research, improvement, and synchronization with other related laws.
However, one of the outstanding advances of this draft law is to decentralize more power to the Government, the Ministry of Industry and Trade, and competent authorities in issuing decisions, procedures, and regulations related to the specific characteristics of the electricity industry. Legal documents supporting this Electricity Law will be updated and changed more flexibly and frequently to meet rapid changes in technology, electricity demand, economic development as well as the design and operation of electricity market mechanisms and corresponding electricity systems. Thereby, increasing the feasibility and stability of the draft law in the face of changes in practice.
“ The bill needs to be passed and promulgated by the National Assembly soon so that the new Electricity Law can soon support the development of electricity and Vietnam's socio-economy, ” Dr. Hoang Cau expressed his opinion.
Dr. Hoang Cau also noted that with a commercial electricity output of over 250 billion kWh/year (2023), Vietnam's current power system is very large in scale, ranking second in Southeast Asia (after or similar to Indonesia) and in the top 25 in the world. Power Master Plan VIII forecasts Vietnam's electricity growth to be very high, nearly double and five times the demand in 2023, respectively in 2030 and 2050 to meet the forecast of expected average GDP growth of 7%/year in the period 2021-2030 and 6.5-7%/year in the period 2031-2050. The total estimated investment in power sources and grids is very large, nearly 135 billion USD for the period 2021-2030, and 399-523 billion USD for the period 2031-2050.
