According to Mr. Pham Tuan Anh, Director of the Department of Agriculture and Rural Development, the province has taken many early actions to adapt to the regulations of the EUDR. However, there is still a large amount of work to be done to meet the various criteria.

Specifically, the implementation of the EUDR regulation still faces many difficulties and challenges. That is, the guidance documents and related documents are still limited.

The database on forests and growing areas of the province is not synchronized and detailed down to each plot and garden. Tracing the origin and registering the code of the growing area of ​​the province is facing many difficulties.

The participation and support of relevant parties; purchasing and exporting enterprises are still limited. Resources and techniques to implement the necessary contents and solutions of the province in dealing with EUDR regulations are facing difficulties.

5 important steps

According to experts, there are 5 important steps that Dak Nong needs to do immediately to adapt to EURD regulations: building and recognizing a database of growing areas; establishing zoning criteria according to the level of risk suitable to the local reality for each industry; building a database of orchards; building and implementing a system to trace the origin of products by region; building a mechanism to share and respond to product information.

First of all, Dak Nong needs to quickly build a standard data set on forests and non-deforestation growing areas. This data set needs to be specific, accurate, ensure consistency, and be updated annually to facilitate businesses in exporting coffee.

Regarding this, at the Workshop on EUDR regulations held in Gia Nghia City in November 2024, Mr. Bui Duc Hao, representative of the Vietnam Sustainable Trade Initiative (IDH), said that having a synchronized data set on forests and planting areas is very important.

According to Mr. Hao, IDH has implemented a project to build a database of growing areas in Lam Dong and Dak Lak. IDH has built a data framework on forests and growing areas.

The data includes the foundation of agricultural and forestry land use planning; forests, cadastral records, and land without cadastral records. These are experiences and methods that Dak Nong can learn from, refer to, and shape appropriate methods in meeting EUDR regulations.

Also at the workshop, Mr. Bach Thanh Tuan, Vice President of the Vietnam Coffee - Cocoa Association, said that Dak Nong has actively taken action to adapt to EUDR, but the most important thing is still coordination to produce a standard data set on forests and growing areas.

Dak Nong needs to support localities and businesses to propose the action framework of the Ministry of Agriculture and Rural Development on EUDR regulations and legalize it to put it into practice in a systematic way.

The application of science and technology is necessary to digitize and accurately obtain domestic and international data on the province's agricultural production areas.

Mr. Truong Tat Do, Department of Forestry, Ministry of Agriculture and Rural Development said that the Department will actively coordinate with Dak Nong to build a map of growing areas according to the model of good response, risk, high risk. Dak Nong authorities and functional agencies will soon confirm the specific agricultural production area of ​​each area to ensure consistency and legality of data.

From here, the province has a database and map of the area of ​​deforestation origin after December 30, 2020. The province builds a map of forests and forest land for the whole province to integrate into the national database, creating a system of data, maps and forest information that meets the requirements of EUDR regulations.

From the data set, the province can easily take the next steps to build and recognize a database of growing areas; build a database of orchards including GPS and Polygon positioning for each orchard; build a mechanism for sharing and providing information feedback...

In the immediate future, the two sides agreed to implement in 1-2 districts in Dak Nong. From these models, they will orient and propose intervention solutions to support other areas.

Within the framework of the Project on Comprehensive Sustainable Landscape Management through a Deforestation-Free Sustainable Development Approach in Lam Dong and Dak Nong, Vietnam (iLandscape), the Department of Agriculture and Rural Development, with the support of the Ministry of Agriculture and Rural Development, IDH and UNDP, reached a consensus on building a provincial coffee industry forum.

This is one of the strategic steps to strengthen coordination among stakeholders, ensuring sustainable coffee production and trade, in accordance with EUDR regulations.
