Dak Nong proactively implements EUDR regulations

On May 16, 2023, the European Council adopted the Bill “European Union Deforestation Zero Regulation”. Accordingly, this European market prohibits the import of agricultural and forestry products such as: livestock, cocoa, coffee, palm oil, rubber, soybeans and wood produced on land originating from deforestation and forest degradation from December 31, 2020.

The EUDR regulation was then adjusted to 30 December 2025 for large enterprises and 30 June 2026 for micro, small and medium enterprises.

From the regulation date, businesses cannot export coffee to the European market if they cannot prove that the product is not related to deforestation after December 31, 2020.

Dak Nong is one of the key areas for agricultural exports, especially coffee. The province has about 143,000 hectares of coffee, of which the harvested area is about 131,000 hectares, with an output of about 360,000 tons.

Dak Nong's coffee area and output currently rank third in the country as well as in the Central Highlands, after Dak Lak and Lam Dong provinces. 90% of the province's coffee output is for export, including the European market.

The implementation of the EUDR regulation is important for coffee as well as other agricultural products of the province, especially ensuring that the supply chain is not broken and improving farmers' lives.

Realizing the importance of that, the Provincial People's Committee has directed all levels and sectors to urgently organize the implementation of EUDR regulations and initially achieved certain results. In particular, Dak Nong soon issued an action plan framework to adapt to EUDR.

According to Mr. Pham Tuan Anh, Director of the Department of Agriculture and Rural Development, the timely issuance of the action framework demonstrates the concretization of the Central Government's directives, detailing tasks suitable to the province's reality, and the roadmap for implementing EUDR regulations.

In parallel, the province has established a provincial public-private working group to implement the EUDR adaptation action plan framework in the province.

The Provincial People's Committee directs departments, branches and localities to strengthen propaganda, dissemination, and develop plans to organize and implement specific regulations for EUDR regulations.

With a key role, the Department of Agriculture and Rural Development has coordinated with relevant parties to organize many conferences and workshops to find feasible solutions regarding EUDR regulations.

Through conferences and seminars, the Department of Agriculture and Rural Development received many opinions and messages to find the best solutions to implement the EUDR regulations. The stakeholders reached a high consensus in the implementation strategy and adaptation to the EUDR regulations.

Good premises

According to Director of the Department of Agriculture and Rural Development Pham Tuan Anh, before EUDR, Dak Nong had implemented many solutions on sustainable forest management and protection, and agricultural products did not cause deforestation.

For many years, the province has seriously implemented the Central Government's policy of "closing natural forests". The Provincial Party Committee and Provincial People's Committee have closely directed the work of sustainable forest development.

In recent years, deforestation for farming has been drastically prevented, reducing both the number of cases and the area of ​​deforested forest.

For areas of forest that are destroyed, encroached upon, or cultivated, functional forces and local authorities will organize enforcement, clearance, and handover to forest owners for forest restoration according to regulations.

At the same time, the functional sector updates the area of ​​deforestation cases after December 31, 2020 on the annual forest monitoring map system. This helps the province proactively monitor, inspect, evaluate and handle deforestation.

By 2024, Dak Nong will have forest cover of more than 41%.

Dak Nong has prioritized the protection of existing forest areas and the development of new plantations. By 2024, the province will have planted over 3,000 hectares of new forests. This is an important step forward to help Dak Nong comply with the requirements of the EUDR regulations and preserve environmental resources.

Dak Nong actively applies high technology in coffee production, focusing on producing high-quality coffee, specialty coffee, environmentally friendly, helping to increase productivity and save resources.

In 2024, Dak Nong coffee will win the price of over 100 million VND/ton of beans.
Dak Nong currently has over 23,500 hectares of coffee with international and organic certifications.

Of which, businesses, cooperatives and people are producing about 23,500 hectares of coffee meeting international certification standards such as GlobalGAP, Rainforest Alliance, UTZ Certified or Organic with an output of over 82,000 tons/year. This is an important tool for Dak Nong coffee to penetrate the European market.

The province’s coffee production is also shifting towards organic. The province has about 100 hectares of organically certified coffee and hundreds of hectares are applying organic production processes.

Organic farming is a trend of the province's agricultural sector, helping to improve product quality and meet the strict requirements of the European market.

Make use of all resources

The leader of the Department of Agriculture and Rural Development said that Dak Nong pays special attention to international cooperation in agricultural production and EUDR implementation.

Typically, the locality is coordinating with large organizations such as the United Nations Development Program (UNDP) and the Sustainable Trade Initiative (IDH) to implement coffee production projects.

These projects focus on sustainable landscape management, forest protection, and improving coffee productivity and quality.

International cooperation has facilitated the province in complying with EUDR regulations. The results achieved in coffee production today help Dak Nong comply with EUDR regulations, opening up opportunities for sustainable development for agricultural products.

Regarding this content, Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen said that through many activities, the province has gradually raised awareness of all levels, sectors, farmers and businesses about the provisions of the EUDR regulation.

The province has quickly mobilized the participation of all levels and sectors not only within the province but also outside the province. Dak Nong is aware that the implementation of the EUDR regulation is not a temporary measure but requires a long-term, sustainable strategy.

Implementing the EUDR regulation is not just a slogan but an action, aiming to quickly adapt systematically, flexibly and sustainably to Dak Nong agriculture.

The province's implementation of specific measures to meet agricultural standards against deforestation and forest degradation is taking place promptly and effectively.

Mr. Gozalo said that the EUDR regulations are both a challenge and an opportunity for the province's agriculture. The best opportunity is to develop high-quality agricultural products, clean and sustainable agriculture. Meeting the EUDR standards is the basis for increasing commercial opportunities for the province's agricultural products in the market.
