N MANY YEARS UNABLE TO RECRUIT

Mr. Vu Manh Hung, Vice Principal of the Central College of Transport III, said that one of the most difficult majors to recruit at the school is welding. "For many years, there have been no students in this major. The school has tried to maintain and recruit every year but has not been able to open any classes. Many businesses have come to the school to place orders but there are no students to meet the demand," Mr. Hung informed.

There are many businesses that need to recruit in technical fields but few people study them.

In addition to welding, the number of students majoring in road and bridge construction at this school is also decreasing, with only one class opened each year (about 30 students), although according to Mr. Hung, the recruitment needs of businesses are very large. "To solve the problem of human resources, when there is a project somewhere, construction companies must select local unskilled workers and then train on-site for capable workers to do the work of engineers or department managers...", Mr. Hung added.

At Vinh Phuc Vocational College, Master Phan Thi Hang, Head of Training Department, also said that many businesses came to the school to order welding training for students but the school could not enroll students. Ms. Hang said: "Now we only try to maintain this profession at the intermediate level with very few students, and there are no classes at the college level. Businesses are willing to pay welding workers 4-5 million VND higher than other professions, but there are still very few people enrolling."

In the same situation, Bac Ninh College of Construction and Electromechanics is located near the industrial park, so it is often ordered by businesses to train a number of technical majors, including welding, but last year only 2 candidates registered, leading to a serious shortage of human resources. The construction and completion of irrigation works major had a quota of 15 but only 8 candidates registered.

The welding and civil electronics, metal cutting majors of Hanoi Industrial College have been almost unable to recruit for the past 4-5 years. If in 2017 the welding and metal cutting major had 3 classes, in 2019 there were 2 classes and in 2022 there was only 1 class.

Welding at Cao Thang Technical College is considered more difficult to recruit than many other majors, so the school only opens one class (35 students) each year.

DUE TO STUDENTS NOT HAVING ENOUGH INFORMATION?

Speaking to Thanh Nien reporter, Mr. Nguyen Tan Quang, Director of Viet Steel Company, said: "Many businesses need to recruit welding workers, but vocational schools that train in this field currently have very little output, because there are no students, making it extremely difficult for businesses. To have workers, businesses must recruit graduates from other fields and train them at their facilities, then the centers will test their skills and issue certificates. This costs businesses a lot of time and money, but there is no other way."

It is known that a factory of Viet Steel Company has about 200 workers, of which welding alone accounts for 30%. According to Mr. Quang, the salary that the company pays to welding workers is about 20% higher than other professions. New college graduates are paid 12 million VND/month, after a few months it can increase to 15 - 18 million VND/month.

Decree 81 on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, and support for learning costs, stipulates that learners of some arduous, toxic, and dangerous occupations in vocational education according to the list of arduous, toxic, and dangerous occupations by the Ministry of Labor, Invalids and Social Affairs will receive a 70% reduction in tuition fees. These include occupations such as welding, metal cutting, mechanics, etc. Upon graduation, those working in these occupations are also entitled to 40 days of annual leave and are entitled to allowances and in-kind compensation according to regulations.

"I think young people rarely choose welding and some other technical fields because they think these fields are hard and toxic. Besides, they choose fields based on trends, looking for fields that are easier and seem more attractive. In fact, the working environment of the welding industry is harsher than some other professions, but today with the development of technology, workers no longer have to directly contact with toxic environments but are mainly controlled by modern machines and equipment. Or the mechanical industry is no longer as difficult with noise or dust as before. It's just that students have not researched the information carefully," Mr. Quang commented.

Few people study welding because they think it is a hard and toxic job. However, modern technology today makes it less difficult for workers.

Mr. Phan Chau Tuan, Head of Human Resources Training Department of Lap Phuc Company, also said that technological equipment has helped welding workers today to have less hardship than before. However, compared to other industries, it is still somewhat difficult, so in addition to salary, they also receive additional benefits.

Ms. Pham Quang Trang Thuy, Principal of Hung Vuong Technical and Technology College, also said that students today still think that technical professions are hard and tiring. "To recruit students for professions such as metal cutting, mechatronics, and CNC machine maintenance, the school has to spend more effort because candidates do not have information or do not understand correctly. Currently, compared to actual needs, the number of students is still not enough. Businesses still come to our school to "reserve places" as soon as students enroll," Ms. Thuy shared.
