Outstanding results of the education sector in the 2023-2024 school year

1. The entire education sector has organized a review of 10 years of implementing Resolution No. 29-NQ/TW of the 11th Party Central Committee on fundamental and comprehensive innovation in education and training; thereby, comprehensively assessing the results of 10 years of innovation and proposing orientations for education and training development in the next period, in line with the domestic and international context.

The Ministry of Education and Training has advised the Government to submit to the Politburo for promulgation Conclusion No. 91-KL/TW, dated August 12, 2024, to continue implementing Resolution No. 29-NQ/TW, with 8 key tasks and solutions to continue promoting fundamental and comprehensive innovation in education and training to meet the requirements of national development in the new period, contributing to bringing Vietnamese education and training to the advanced level of the Asian region by 2030 and to the advanced level of the world by 2045.

2. The education sector continues to perfect institutions and create a legal corridor to carry out fundamental and comprehensive innovation in education and training according to the requirements of Resolution 29 of the Central Committee; advise the Government and the Prime Minister to issue decrees, resolutions, projects and plans on education and training development.

The Departments of Education and Training have advised the Provincial Party Committee, People's Council, and People's Committee of the province and city to issue policies for the development of education and training in the locality; promptly and effectively implement the guidelines and policies of the Party, the State, and the Ministry of Education and Training in the field of education. The Ministry of Education and Training is actively completing the Draft Law on Teachers to submit to the National Assembly for consideration and comments at the 8th Session (October 2024).

3. The work of universalizing preschool education, primary education, secondary education and illiteracy eradication continues to receive attention from localities, creating favorable conditions to mobilize the maximum number of school-age children, especially children in difficult circumstances and children with disabilities. The network and scale of schools and classes continue to receive investment attention. Localities review and consolidate small schools, merge small schools to focus on investment, ensure education quality; focus on maintaining and expanding the number of classrooms and adding solid and semi-solid classrooms and reducing the number of temporary and borrowed classrooms to facilitate people, ensure students' learning rights and be consistent with the planning and requirements of local socio-economic development; focus on investing in purchasing equipment and teaching aids to serve the requirements of implementing the Preschool Education Program and the General Education Program 2018.

4. The 2018 general education program with many new points has been implemented synchronously with all subjects and educational activities for grades 1, 2, 3, 4, 6, 7, 8, 10, and 11 nationwide.

The organization of textbook compilation and appraisal is implemented according to the roadmap, ensuring quality and progress. The implementation of "one program, many textbooks" has been effectively deployed, promoting outstanding advantages to help change from the root of teaching and learning to transfer knowledge to teaching and learning to develop students' qualities and abilities.

Difficulties and obstacles in assigning teachers and organizing teaching of new subjects have been basically resolved. Innovation in teaching methods is implemented in all educational institutions; students promote initiative and creativity, teachers play the role of organizers, inspectors, and orienters; forms of teaching organization are diverse, and advanced technology is gradually applied.

In particular, the effort to reduce the cost of textbooks from the 2024-2025 school year has affirmed the role and responsibility of the education sector before the new school year, helping to reduce the burden on society, especially for parents and students in ethnic minority areas and areas with especially difficult conditions. In addition, many activities such as donating bookcases including textbooks and teacher's books to educational institutions; price support programs, donating textbooks and educational equipment to students such as "Journey of giving books - Wings of dreams", "Green library" ... have contributed to supporting students in difficult circumstances to have enough textbooks to study.

5. The quality of mass and key education continues to be improved. The Ministry of Education and Training has successfully organized the 2024 High School Graduation Exam, ensuring seriousness, honesty, objectivity, safety, compliance with regulations, and convenience and fairness for candidates.

Vietnamese students continue to achieve many high achievements in international science and technology competitions in the United States; regional and international Olympiads. The delegation participating in the 2024 International Science and Technology Competition in the United States won 1 Second Prize - the highest prize that Vietnamese students have won since 2013; the teams participating in international and regional Olympiads won 10 Gold Medals, 14 Silver Medals, 9 Bronze Medals and 1 Certificate of Merit. The International Biology Olympiad team ranked 3rd out of 81 and the International Chemistry Olympiad team ranked 2nd out of 89 participating countries and territories.

6. Autonomy in higher education is gradually becoming more substantial, associated with the implementation of accountability, publicity and transparency of information according to regulations; the school management system is given priority to be improved and perfected; scientific, technological and innovative activities continue to be promoted. The number of higher education institutions, internationally recognized training programs and the number of international articles by domestic scientists are increasing, gradually affirming the position of Vietnam's higher education on the international education map.

Accreditation and quality assurance conditions are increasingly being paid attention to by higher education institutions, the number of accredited higher education institutions and training programs has increased sharply. Continue to promote the training of high-quality human resources in high-tech fields, especially human resources for the semiconductor chip industry in Vietnam. Higher education institutions have proactively, actively and responsibly implemented many solutions to prepare well for the training of human resources for the semiconductor chip industry in Vietnam; forming a cooperative alliance group of leading universities in engineering and technology in Vietnam. The number of university enrollment registrations in 2024 increased significantly with nearly 25,000 applications for semiconductor microchip majors; nearly 125,000 applications for related majors.

7. To gradually overcome the surplus and shortage of teachers, the Ministry of Education and Training continues to coordinate with the Ministry of Home Affairs to supplement 27,826 positions for the 2023-2024 school year; on that basis, localities have organized the recruitment of 19,474 teachers. The Ministry of Education and Training has submitted to the Government a proposal to draft a National Assembly Resolution on allowing the recruitment of people with college degrees to teach a number of subjects according to the 2018 General Education Program to gradually remove difficulties and shortcomings in the recruitment of teachers to teach subjects according to the 2018 General Education Program. Up to now, the teaching staff has been developed in quantity, gradually overcoming shortcomings in structure, implementing regular training for each group of subjects; implementing the training roadmap according to the provisions of the 2019 Education Law.

8. The whole sector continues to promote digital transformation, applying information technology in management, direction and operation, and in teaching and learning activities. To date, the construction of 100% of the education sector's databases from preschool to general education has been completed, connecting the sector's database with the national database on population and insurance. The promotion of applications on the education sector's database to serve students, teachers and educational institutions has contributed to promoting the construction of a digital society in the Government's National Digital Transformation Program.

9. Effectively implement physical education and school health care, ensure school safety. Successfully organize student sports competitions: 13th Southeast Asian Student Sports Festival; National Phu Dong Sports Festival; Running competition for students "S-Race 2023"; ...
