The Ho Chi Minh City Department of Education and Training is seeking opinions from specialized departments on the draft of class enrollment and enrollment for first-level classes before submitting it to the Ho Chi Minh City People's Committee for approval, which includes new points that candidates in Ho Chi Minh City and the whole country should take note of.

The Ho Chi Minh City Department of Education and Training is collecting opinions on the draft enrollment plan for the first grade classes of the 2025-2026 school year. In particular, for grade 10 enrollment, the draft proposes that students can register for a maximum of 8 grade 10 wishes, including:
- 3 normal 10th grade wishes
- 2 wishes for specialized grade 10
- 3 wishes for grade 10 integrated English
Specifically, according to the draft, the Ho Chi Minh City Department of Education and Training proposed that students registering for admission to grade 10 at public schools and specialized schools will do so entirely online.
Grade 10 admission is carried out in 2 forms:
- Entrance exam: applied to high schools in the city, organized according to the instructions of the Department of Education and Training, ensuring balance between the number of registered candidates and the quota assigned to each unit.
- Admission: private schools, vocational training schools; Thanh An Secondary and High School, Can Gio district (only for students who graduated from secondary school at this school in the 2024-2025 school year).
Admission to grade 10 of public high schools is carried out in 2 phases:
- Phase 1: Students register for 3 priority wishes 1, 2, 3 to take the entrance exam to grade 10 of public high schools (except Le Hong Phong High School for the Gifted, Tran Dai Nghia High School for the Gifted, Ho Chi Minh City National University).
- Phase 2: Depending on the actual application situation at high schools and the needs of high schools, the Department of Education and Training will decide on additional enrollment and issue written instructions to ensure the rights of candidates, on the basis of recruiting enough enrollment quotas for schools that are still lacking many quotas.
Students are not allowed to change their 10th grade preferences after the time allowed for adjusting preferences and after the admission results are available.
Candidates take 3 essay tests including math, literature, test time 120 minutes/subject, foreign language (foreign language 1 being studied at school) with test time 90 minutes.
The test score is the sum of the component scores of each question in the test, calculated on a 10-point scale, with decimal points up to 0.25.
The admission score is the total score of 3 exams and additional points for priority and encouragement candidates. Successful candidates must take all 3 exams and not have any exam with a score of 0.
Students of Tran Dai Nghia High School for the Gifted participate in extracurricular activities in foreign languages
Both Le Hong Phong and Tran Dai Nghia specialized schools also recruit students nationwide.
In the draft of the enrollment regulations of the Department of Education and Training of Ho Chi Minh City, it is stated that: The subjects and conditions for taking the exam are students graduating from junior high school in the 2024-2025 school year in Ho Chi Minh City within the prescribed age with the results of training assessment and learning assessment for the entire school year of grades 6, 7, 8 from good or higher, especially grade 9 is good.
Specialized schools include Le Hong Phong High School for the Gifted and Tran Dai Nghia High School for the Gifted. Both schools are allowed to accept candidates who have graduated from secondary schools from other provinces and cities, provided that these candidates fully meet the requirements according to current regulations of the exam.
Accordingly, in addition to Le Hong Phong High School for the Gifted, which has been recruiting 10th graders nationwide for many years, this year the Department of Education and Training has built a nationwide recruitment scale with Tran Dai Nghia High School for the Gifted. This will be a new point in this year's 10th grade recruitment if this content is approved by Ho Chi Minh City.
Students who register for the specialized exam have 2 priority wishes to enter specialized classes. Arrange in order of priority from high to low (wish 1, 2), if admitted to a wish, they must study in that wish, cannot change wishes.
For the specialized exam, candidates will take 4 essay exams including 3 non-specialized exams in math, literature, foreign language and 1 specialized exam in the subject they registered for.
If not admitted to specialized schools, students can still participate in the entrance exam for regular grade 10 high school according to the 3 regular wishes they registered for the entrance exam.
Admission to grade 10 according to Project 5695
Students can register 3 wishes to take the entrance exam to grade 10 at high schools that teach English programs according to Project 5695.
The admission subjects are students graduating from secondary school in the 2024-2025 school year in Ho Chi Minh City within the prescribed age and must meet the conditions of 1 of the following 2 groups:
Group 1 : Students who have participated in the English Program under Project 5695 from secondary school level in Ho Chi Minh City.
Group 2 : Students who do not participate in the English Program under Project 5695 at secondary school level in Ho Chi Minh City.
Depending on the actual application submission situation, the Department of Education and Training may consider additional enrollment and issue guidance documents after the application submission period ends or organize additional enrollment exams after the end of the 10th grade school year.
After the draft completes the steps of collecting opinions from specialized departments and offices, the Department of Education and Training will submit it to the Ho Chi Minh City People's Committee for promulgation. It is expected that the regulations on admission to grade 10 and first-level classes will be announced at the end of March.
