In 2025, the Ministry of Industry and Trade will focus on implementing many tasks and plans for science, technology and innovation activities.

Stick to the research and development focus

Sharing with reporters of the Industry and Trade Newspaper about a number of tasks and plans for science, technology and innovation (S&I) activities that the Ministry of Industry and Trade will focus on implementing in 2025, Mr. Ly Quoc Hung - Director of the Department of Science and Technology (Ministry of Industry and Trade) - said that in 2025, the Ministry of Industry and Trade will focus on promoting the implementation of the tasks of the Strategy on Science, Technology and Innovation to serve the development of the Industry and Trade sector to 2030 on the basis of summarizing and evaluating the implementation results of the period 2021 - 2025, at the same time identifying the tasks that need to be focused on implementing, the bottlenecks that need to be removed in the next phase to ensure the completion of the strategy's goals.

Scientific and technological research activities in units of Industry and Trade

The Ministry of Industry and Trade will direct and guide institutes to develop and implement the Development Plan for the period 2026 - 2030, closely following the key research and development, application and technology transfer focuses to serve the development of the Industry and Trade sector, ensuring consistency with the Party and Government's orientation on industry development and priority areas of the Industry and Trade sector.

For example: Resolution No. 23-NQ/TW dated March 22, 2018 of the Politburo on the orientation of building a national industrial development policy to 2030, with a vision to 2045; Resolution No. 29-NQ/TW dated November 17, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045; Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on the orientation of Vietnam's National Energy Development Strategy to 2030, with a vision to 2045; Conclusion No. 76-KL/TW dated April 24, 2024 of the Politburo on the implementation of Resolution No. 41-NQ/TW dated July 23, 2015 of the Politburo on the orientation of the Vietnam Oil and Gas Industry Development Strategy to 2025, with a vision to 2035 and some orientations for the new period...

At the same time, direct the Institutes to continue reviewing and rearranging the organizational structure of the unit towards streamlining, professionalism and efficiency in accordance with the direction of Resolution No. 18-NQ/TW.

In addition, the Ministry will strengthen connections, encourage research institutes and universities to promote the signing and implementation of international cooperation and integration activities on science, technology and innovation; increase participation in international research programs, bilateral and multilateral cooperation tasks with strong foreign institutes, schools and enterprises to solve practical problems in Vietnam.

Support businesses in applying and transferring new technology

Another task is that the advisory units in the Ministry will work with science and technology organizations to focus on reviewing and identifying priority investment projects to enhance potential for implementation in the Medium-Term Investment Plan for the period 2026 - 2030, ensuring the implementation of development plans of the institutes.

Many businesses have applied modern technology in production and business activities.

At the same time, the Ministry will focus on upgrading and perfecting the management system of science and technology activities in a synchronous and transparent manner; facilitating management and implementation, in accordance with the requirements of the digital transformation process of the Ministry of Industry and Trade and the country.

Continue to innovate and improve the management of science and technology activities of the Ministry. In 2024, the Minister of Industry and Trade issued the Regulation on management of science and technology tasks at the Ministry level of the Ministry of Industry and Trade (Decision No. 1320/QD-BCT); guiding a number of state budget norms for implementing science and technology tasks at the Ministry level of the Ministry of Industry and Trade (Decision No. 1002/QD-BCT).

Currently, the Ministry of Industry and Trade is focusing on strengthening the Ministry's guiding and directing role through the Ministry's Science and Technology Council in developing and implementing annual science and technology plans. These are important factors to ensure that the management and implementation of science, technology and innovation in 2025 and the following years will continuously improve quality, efficiency, and comply with legal regulations.

Effectively implement the Science and Technology Plan for 2025, in which, continue to prioritize the implementation of science and technology tasks that provide scientific and practical evidence to serve the Ministry's advisory work, policy development and completion.

In addition, continue to prioritize the allocation of resources to carry out tasks and projects to support businesses in applying and transferring new and modern technologies, promoting innovation and digital transformation; encourage cooperation activities, support businesses in searching, transferring, mastering and developing technologies from abroad into Vietnam to serve the development of domestic production.

Continue to integrate support contents on science and technology market development into national science and technology programs in programs, projects and tasks chaired by the Ministry of Industry and Trade.

In particular, the key task is to implement Decision No. 1158/QD-TTg dated July 13, 2021 of the Prime Minister on approving the National Science and Technology Market Development Program to 2030; focusing on building a number of contents such as: Developing the intermediary organization force of the science and technology market; promoting the commercialization of research results; communicating the development of the science and technology market at home and abroad; organizing promotion activities, connecting supply and demand, supporting consulting activities on technology transfer and innovation.

In 2025, the Department of Science and Technology (Ministry of Industry and Trade) will complete and submit to the Ministry's leaders for approval the Ministry's Action Plan to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and Conclusion No. 69-KL/TW dated January 11, 2024 of the Politburo on continuing to implement Resolution No. 20-NQ/TW dated November 1, 2012 of the 11th Party Central Committee on science and technology development to serve the cause of industrialization and modernization in the context of a socialist-oriented market economy and international integration and the Government's Resolutions to implement the Resolutions and Conclusions of the Politburo.
