Building a legal corridor to encourage literary development

Speaking at the opening ceremony of the workshop, Deputy Minister Ta Quang Dong said that today, as the world enters the digital age, literature is also undergoing strong changes. Electronic publishing platforms, digital books, online literature, artificial intelligence, etc. pose new challenges and opportunities for writers. Literature is not simply pages of paper but has expanded to more diverse forms of expression, reaching a wider audience, but at the same time also poses requirements for preserving artistic values ​​and creative orientation in a volatile environment. In addition, building a legal corridor to encourage literary development has become urgent, ensuring that literature both maintains traditions and approaches new creative trends.

According to the Deputy Minister, the Draft Decree regulating the encouragement of literary development is a State management document of strategic significance for the development of Vietnamese literature in the new context.

Looking back at history, we can see that the State has issued many important policies to encourage the development of literature: These are the Party's Resolutions on culture, literature and art such as: Resolution No. 23-NQ/TW in 2008 of the Politburo on continuing to build and develop literature and art in the new period has affirmed the important task of encouraging and creating conditions for artists to create. Most recently, the 9th Central Conference of the 11th term (2014) continued to raise the issue of building an advanced culture, imbued with national identity, including literature. Policies to support creation, organize writing camps, and literary awards aim to honor and encourage writers. The mechanism for protecting copyrights is increasingly being improved to protect the rights of creators.

"However, given the rapid changes in life and the development of technology, these policies need to continue to be adjusted and supplemented to suit new realities," Deputy Minister Ta Quang Dong commented.

Overview of the Workshop

The workshop is also an opportunity for us to look back at the development of Vietnamese literature, evaluate the achievements and issues that need to be further resolved.

"Hopefully, with the dedicated contributions of delegates, the draft Decree will be completed and become a practical policy, contributing to promoting Vietnamese literature to reach further in the new era," the Deputy Minister expressed.

The draft Decree consists of 7 chapters.

According to the report of Deputy Director of the Department of Performing Arts Tran Huong Duong, the Draft Decree regulating the encouragement of literary development includes 07 Chapters and 34 Articles.

Accordingly, regarding general provisions: The Draft Decree stipulates the basic contents including: scope of regulation and subjects of application; explanation of terms; State policies on encouraging literary development (in which, it affirms that the State supports and invests in literary creation activities; organizes literary creation camps; organizes literary creation competitions; national literary awards; introduces and promotes literature; translates literature; disseminates literature); basic contents on state management of literature; stops organizing literary activities, revokes awards and implementation costs for literary activities.

Regarding literary works creation: The Draft Decree focuses on regulating the support mechanism, investment, criteria, and process for selecting authors for the State to support, invest in the creation, acceptance, and literary works using state budget funds to support and encourage organizations and individuals to participate in literary creation activities, while attracting socialized resources for literary creation activities in Vietnam.

Regarding the organization of literary creation camps: The draft Decree specifies the activities of literary creation camps, including: Criteria for organizations to meet when organizing a literary creation camp, in which it affirms that the Ministry of Culture, Sports and Tourism is the agency responsible for organizing literary creation camps periodically every year to create a mechanism to encourage not only materially but also spiritually, creating motivation for authors participating in the camp to enthusiastically create literary works; stipulates the notification procedure and the competent state agency to receive the notification before organizing a literary creation camp; specifies the content of the Literary Creation Camp Regulations, the Literary Creation Camp Professional Council. At the same time, the draft Decree specifies the criteria for camp members and the responsibilities of agencies and organizations when organizing literary creation camps.

Regarding the literary composition contest: The draft Decree regulates the organization of literary composition contests, which affirms that the Ministry of Culture, Sports and Tourism is the agency responsible for organizing literary composition contests periodically every 3 to 5 years for each literary genre in order to create a mechanism to encourage not only materially but also spiritually, creating motivation for authors in creating top literary works; stipulating the competent agency to receive the contest notice, the contest organization project; the contest jury and the responsibilities of agencies and organizations when organizing literary composition contests.

Regarding the National Literature Award: The draft regulations on the National Literature Award clearly affirm the role of the Ministry of Culture, Sports and Tourism in selecting works of high artistic value worthy of national awards; stipulates the rights and obligations of authors whose works are honored.

Regarding the introduction, promotion and dissemination of literary works: The draft Decree stipulates criteria for selecting representative works of Vietnamese literature for introduction, promotion and support for participation in fairs and exhibitions abroad.

Introduce quality works representing Vietnamese literature to participate in competitions, introduce participation in prestigious international literary awards; build an electronic information page on Vietnamese literature to popularize, introduce and promote Vietnamese authors and literary works;

Building a database, innovating, and digital transformation in the field of literature in Vietnam to contribute to perfecting the legal framework and state management mechanism for related fields, contributing to gathering focal points and resources to promote the introduction, promotion, and development of literature in depth and effectively...
