The seminar was attended by representatives of institutes under the Ministry of Science and Technology; leaders of many departments and branches of provinces and cities in the Southern region. At the seminar, Prof. Dr. Su Dinh Thanh, Director of Ho Chi Minh City University of Economics, said that this seminar is especially aimed at provinces and cities in the Southeast, Central Highlands and South Central Coast regions. Along with the whole country, these localities have both restructured administrative boundaries and promoted the enhancement of science and technology, innovation and digital transformation capacity to promote sustainable socio-economic development. In practice, provinces and cities in the region are making strong movements in restructuring growth models, transforming economic structures and digitizing key areas such as public administration, production, business, education, healthcare and public services, thereby making important contributions to the overall development of the country.

The presentations at the seminar focused on topical and highly practical topics such as: viewpoints on building and implementing Resolution 57 and Resolution 03/NQ-CP promulgating the Government's action program to implement Resolution 57; strategies to promote local-level innovation according to the pillars and global innovation index; solutions to improve the effectiveness of digital transformation in the public sector, focusing on infrastructure institutions and organizational capacity; developing the digital economy associated with the smart city model along with international lessons; the aspiration for double-digit GDP growth in the 2026-2030 period demonstrates Vietnam's determination to make a breakthrough in the new era...
The opinions presented at the seminar also pointed out a number of difficulties and proposed mechanisms and policies to remove barriers to promote the development of science and technology. Representatives of the University of Economics Ho Chi Minh City also expressed their commitment to accompany localities in activities to implement and concretize Resolution 57.
