Establish a working group to adapt to adjustments in US economic and trade policies

Politburo member and Prime Minister Pham Minh Chinh has just signed Decision No. 713/QD-TTg dated April 3, 2025 to establish a Working Group on strengthening cooperation and proactively adapting to adjustments in US economic and trade policies (Working Group).

The Deputy Head of the Working Group is the Minister of Industry and Trade.

Members of the Working Group include: Minister of Finance; Governor of the State Bank of Vietnam and leaders of the following ministries and agencies: Foreign Affairs, National Defense, Public Security, Agriculture and Environment, Science and Technology, Construction, Health, Culture, Sports and Tourism, and the Government Office.

The working group is responsible for helping the Prime Minister closely monitor developments in the world and the region, especially adjustments to US economic and trade policies, to proactively advise, propose, and recommend measures to the Government and the Prime Minister.

This is to adapt flexibly, promptly, appropriately, and effectively to the world and regional situation and to the US's policy adjustments in the coming time, overcome challenges, seize opportunities, and continue to maintain a peaceful and stable environment and a favorable foreign situation.

Maximize external resources for national growth and development; direct and coordinate among ministries, agencies and localities to carry out assigned requirements and tasks.

The Ministry of Industry and Trade is the standing agency of the Working Group, responsible for presiding over and coordinating with the Ministry of Finance, the Ministry of Foreign Affairs and relevant agencies and using the existing apparatus to organize the implementation of tasks assigned by the Working Group, ensuring that the Ministry's staffing is not increased as assigned by competent authorities.

The Ministry of Foreign Affairs is responsible for directing Vietnamese representative agencies abroad to regularly monitor the situation, update, exchange information, make proposals and recommendations; promptly synthesize and report to the Head of the Working Group on related issues.

Relevant ministries and agencies are members of the Working Group according to their functions and tasks, regularly review and promptly provide information, proposals and recommendations to the Ministry of Industry and Trade and the Ministry of Foreign Affairs for synthesis and reporting to the Head of the Working Group.

Every third week or upon request of the Working Group Leader, the Standing Body of the Working Group shall synthesize and report to the Prime Minister and the Working Group Leader on the implementation of assigned tasks.

Previously, on April 2, 2025 (local time), US President Donald Trump issued a decree on reciprocal taxes applied to goods exported to the US from countries and territories around the world. In particular, President Donald Trump announced a 46% tax on Vietnamese goods exported to the US.

Immediately after the US announced tariffs on Vietnamese goods, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries and branches to find solutions to respond after the US announced tariffs on other countries, including Vietnam.

The Minister of Industry and Trade also sent a diplomatic note requesting the US side to temporarily postpone the decision to impose taxes.
