Replicating effective models of preventing and responding to gender-based violence

The stories and practical lessons learned at the Workshop on sharing experiences in implementing models for preventing and responding to gender-based violence in Vietnam and ASEAN countries, co-organized by the Ministry of Labor, Invalids and Social Affairs and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) in Vietnam on December 5 in Hanoi, were truly valuable. This event contributed to effectively implementing the goal of “working together to create a culture of zero tolerance for gender-based violence, working together to eliminate violence from the home to schools, public places, workplaces and cyberspace”.

Many effective models

A series of good models in the prevention and response to gender-based violence were shared at the workshop. These models include: “Safe and friendly city for girls”, “Responsible father”, “Community mobilization to prevent violence against women”, “Friendly investigation room in handling cases and incidents related to minors”, “Peaceful house”, “Sunshine house”, “One-stop center to support women and children who are victims of violence and abuse”…

Sharing about the effectiveness of community mobilization to prevent and respond to violence against women and children, Vice President of the Women's Union of Da Nang City Luong Thi Dao said: In Da Nang City, the highlight in building a model and mobilizing men in the community to participate in preventing and responding to violence against women and children is the "Men Pioneers in Preventing Violence Against Women and Children" Club. Established on a pilot basis since 2014 from the project "Mobilizing the community to prevent and respond to violence against women and children" with technical support from UN Women, up to now, this model has been replicated in the city's police agency and districts, bringing the total number to 21 Clubs. Thereby, strengthening the role of men in preventing violence against women and children, building a core force, actively propagating and supporting the resolution of cases related to violence against women and children in residential areas. At the same time, mobilize men to become pioneers in campaigning for violence prevention, joining hands to build a safe city - free of violence against women and children.

One of the models that has been maintained effectively and for a long time is the “Peaceful House” model. According to Nguyen Thuy Hien, Deputy Director of the Center for Women and Development, Central Committee of the Vietnam Women's Union, the “Peaceful House” model in Vietnam was officially established in 2007, aiming to provide timely, urgent and comprehensive support to victims, help restore physical and mental health, protect legitimate rights, and create conditions for safe and sustainable reintegration. When coming to the “Peaceful House”, temporary residents are provided with a comprehensive support service package, including: Safe accommodation; examination and treatment, physical health recovery; counseling on stabilization and mental health recovery; counseling and legal support to protect rights and interests; cultural support and vocational training, job referrals; guidance and training in life skills. Victims of domestic violence and sexual abuse will be supported for 3 months and returning victims of trafficking will be supported for 6 months. However, if safety conditions and related issues are not met, the temporary residents will continue to be supported for a further period. After leaving the safe house, temporary residents will be supported and monitored for repatriation for 24 months.

After 16 years of operation, “Peaceful House” has received and supported 1,644 people from 56 provinces and cities and 17 ethnic minority regions. Those who come to “Peaceful House” often suffer from severe, long-term violence and serious psychological effects, so 100% of victims are supported with psychosocial counseling (an average of 16 times/person); followed by legal support services (an average of 7 times/person) to ensure rights to child custody, property division, and re-issuance of legal documents... Empowerment activities through the provision of life skills and skills to prevent and combat gender-based violence are provided regularly (an average of 4 times/person); more than 90% of children are supported to attend school on time, without interruption (except in cases where children are unsafe when going to school); 70% of unemployed women have been trained and have jobs suitable to their abilities and circumstances.

Affirming the commitment to work together to eliminate gender-based violence, Ms. Caroline Nyamayemombe, Acting Representative of UN Women in Viet Nam said: “This year, the Global Solidarity Campaign highlights the importance of financial investment in gender-based violence prevention. Globally, it is estimated that implementing prevention and response programmes to end gender-based violence in 132 low- and middle-income countries by 2030 will cost US$42 billion. Investing in early violence prevention is not only better for women, children and households, but also brings sustainable benefits to the economy.”

Acknowledging that gender-based violence still exists in Vietnam, both in the family and in the community, Le Khanh Luong, Director of the Department of Gender Equality, Ministry of Labor, Invalids and Social Affairs, emphasized: “One of the effective solutions is to maintain and expand effective operating models, effectively operate the Network of Action Partners to Prevent and Respond to Gender-Based Violence, at the same time, develop and publish a Directory of agencies and organizations providing services to support women and children who are victims of violence and abuse; develop and promulgate standards for service providers. In the coming time, the Department of Gender Equality will promote policy consulting, research, amend the Law on Gender Equality, supplement the concept, acts of gender-based violence, mechanisms for receiving and handling cases... Along with that, it is necessary to propose amendments and supplements to related specialized laws; advise on promulgating inter-sectoral coordination regulations in preventing and responding to gender-based violence"...

In the coming time, based on the effective lessons learned from the models, the work of preventing and responding to gender-based violence promises to have new steps forward, in which, focusing on promoting the one-stop model to support women and children, closely linking hospitals - social work centers, promptly consulting, providing appropriate service packages to promptly assist victims in identifying and responding to acts of violence and abuse, at the same time, proactively intervening and providing emergency assistance to patients of violence but unable to protect themselves, helping to rescue patients./.
