On the afternoon of January 4, the Ho Chi Minh City People's Committee held a conference to announce the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050.
Attending the conference were Prime Minister Pham Minh Chinh, Permanent Deputy Prime Minister Nguyen Hoa Binh, and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen.
Ho Chi Minh City planning shows long-term vision
Speaking at the conference, Prime Minister Pham Minh Chinh repeatedly expressed his satisfaction with the planning of Ho Chi Minh City. “The contents of the new planning have clarified the locality’s foresight, vision, innovative thinking, and deep thinking to do great things,” the Prime Minister emphasized.
According to the Prime Minister, the planning clearly demonstrates the great efforts in thinking, methodology, approach and solution of Ho Chi Minh City. The remaining issue is how to organize and implement the planning to create wealth, material and specific products. People must be the subjects to enjoy and be brought happiness and prosperity from this planning.

Planning plays a very important role, creating new opportunities, new values, long-term impacts, and is an important driving force in the development of the country in general and of each locality in particular. The Prime Minister said that planning is a shortcut and a preemptive measure. Good planning will bring good consultants, good projects, good investors and bring good development to Ho Chi Minh City.
In the coming time, the Prime Minister suggested that Ho Chi Minh City make good use of high-altitude space, sea space, and underground space. These are three spaces that help the locality promote its distinct potential, outstanding opportunities, competitive advantages, and provide solutions to overcome challenges in the context of limited land, large population, and limited area.

“Recently, we have formed an urban railway line both underground and above ground, which has been well received by the people. We need to continue exploiting this underground space. A large enterprise is very enthusiastic about implementing a metro system from the center of Ho Chi Minh City to Can Gio. I strongly agree and suggest that Ho Chi Minh City continue to study assigning work to large enterprises,” the Prime Minister shared.
“1 focus, 2 enhancement, 3 pioneering”
In the implementation and deployment of the planning, the Prime Minister requested that HCMC focus on implementing "1 key, 2 strengthening, 3 pioneering".
“One focus” is to build mechanisms and policies to mobilize and effectively use all legal resources for development, including State resources, private resources, public-private partnerships, direct and indirect investment and resources from the International Financial Center. The mobilization of city resources must be linked to regional resources, regional resources must be linked to national resources, and national resources must be linked to international resources.
“Two enhancements” include: increasing investment, developing human factors (improving people's knowledge, training high-quality human resources, nurturing talents, ensuring social security, fairness, social progress, leaving no one behind); enhancing regional, regional, domestic and international connectivity through connecting transportation systems, digital transformation, production and supply systems in chains, diversifying products, supply chains, and markets.
“Three pioneers” include: pioneering the development of strategic infrastructure systems including both hard and soft infrastructure; pioneering the application of science and technology, promoting innovation and digital transformation according to Resolution 57 of the Politburo; pioneering in developing high-quality human resources, attracting, training and retaining talent.

In addition, during the planning process, the city needs to adjust issues to suit reality, constantly innovate, demonstrate foresight, and avoid conservatism. Along with that, it is necessary to build mechanisms and policies so that the staff can confidently innovate and surpass themselves.
“Without mechanisms and policies to protect, no one dares to create and innovate. When we innovate, create and experiment, we must accept risks, losses and sacrifices to achieve success. In the process of building policies, competent authorities need to pay more attention to opening up creative space, along with conditions to protect our brothers who work for pure motives and for common development,” said the Prime Minister.
The Prime Minister also noted the special importance of the International Financial Center, Can Gio International Transit Port, the project connecting Tan Son Nhat Airport with Long Thanh Airport, and the urban railway network among the major projects in Ho Chi Minh City in the new period.
The Prime Minister also emphasized that the planning of Ho Chi Minh City is not only a local issue but also a common task of the Government, ministries, branches, and the entire political system. Agencies need to support the city to implement this planning with clear direction, vision, and message.
In particular, for the people, businesses, and investors, it is necessary to disseminate and thoroughly understand the extensive planning. The Prime Minister suggested that Ho Chi Minh City build a Planning Exhibition Palace to affirm the vision, aspiration, and enhance the pride of the people.
At the same time, increase publicity and transparency so that all people and investors can understand and grasp, thereby supporting the planning, following the planning, supervising the implementation of the planning and enjoying the results of the planning; this is also a tourism product that attracts tourists and can exploit many other services.
Emphasizing that the Government will always stand side by side with Ho Chi Minh City in the development process, the Prime Minister shared: “I am determined that every time I go to the city, I must solve something. If I haven’t solved something, I will still feel guilty and worried. We need to think honestly, speak honestly, do honestly, be effective and let the people enjoy it. Ministries and branches should also follow the same spirit, don’t just go to the city to meet briefly but must wholeheartedly work to solve problems within their functions and powers, don’t kick back and forth.”
Love the image of "village in the city, city in the village"
Reviewing the planning of Ho Chi Minh City, which has identified development corridors, sub-regions, determined space, and formed a multi-center structure including the inner city area, Thu Duc City and suburban districts, Prime Minister Pham Minh Chinh was particularly impressed with the image of "villages in cities, cities in villages" when rearranging the districts of Ho Chi Minh City.
“Building villages in the city is greening the city, and the city in the village is urbanizing the countryside. This concept is very simple, easy for people to understand, easy for businesses to understand, very interesting and rich in identity” – the Prime Minister expressed.
