This was confirmed by Chief of the General Staff of the Russian army Valery Gerasimov to the press on February 18.
“In general, the topic of arms control is a thing of the past, because a return to a minimum level of trust is impossible due to the double standards of the West. And without trust, it is impossible to create an effective mechanism of mutual control,” said Valery Gerasimov.

The Russian military chief also stressed that the deployment of US missiles in Europe and Asia is fueling a strategic offensive arms race and the buildup of US forces in the Philippines is of particular concern to Russia.
In 2019, the US decided to withdraw from the Intermediate-Range Nuclear Forces (INF) Treaty signed by the US and the Soviet Union in 1987, citing Russia's violation of the treaty, which Russia denied. Russia later announced that it was terminating the treaty.
Russian President Vladimir Putin suspended Russia’s participation in the New Strategic Arms Reduction Treaty (New START) in 2023, which limits strategic nuclear weapons on both sides, blaming US support for Ukraine. However, Russia still adheres to the same limits on warheads, missiles and bombers under the agreement as the US.
Ready to discuss normal relations with the US
Meanwhile, Russian state news agency TASS quoted Deputy Foreign Minister Sergei Ryabkov today (December 18) as saying that Russia is ready to consider any proposal from the US to bring bilateral relations back to "normal".
Regarding the appointment of Russia's new ambassador to the US, the Russian Deputy Foreign Minister said that Russia has not yet received a response to the US's approval of Russia's new ambassador to the country.
Russian President Vladimir Putin also previously said that Russia is ready to conduct dialogue with US President-elect Donald Trump, but did not specify the form, time and location.
Russia-US relations have fallen to a low point under US President Joe Biden, especially after the Ukraine conflict broke out in 2022. In the context of the US preparing for a new administration change and US President-elect Donald Trump is said to have a more moderate view on Russia-US relations, analysts predict that Russia-US relations will change in the near future.
