According to delegate Trinh Xuan An (Dong Nai delegation), Standing member of the National Assembly's Defense and Security Committee, voters raised concerns and made many questions and recommendations related to salary reform and fluctuations in gold prices. In particular, Mr. An said that there was a policy and the National Assembly also gave opinions on salary reform. The current issue is to implement the reform in substance, reflecting the aspirations and needs of the people, civil servants and businesses.
When meeting with voters, there are two issues that arise: the reform must ensure income and living standards, meeting the set goal of income not being lower than the current level. The construction of a new salary scale must aim to serve the right needs and aspirations of workers and people.
“I think the Government is also having very specific solutions and calculations. Wages affect life, the market, inflation… so the issue of wages must be placed in this overall context. Wages must be commensurate with labor, commensurate with the input that makes up that wage,” said Mr. An.
With the "dancing" fluctuations of gold prices, delegate Trinh Xuan An said that there is no true "gold market" and price management must be very calm, and there must be a clear viewpoint on gold.
“I don’t like to use the term “gold market” because we don’t have a real market. We shouldn’t, because of the needs and psychology of a small group in society who want to hoard, trade gold, and make profits from gold bars, take actions that are not market-oriented. In particular, we shouldn’t encourage the transformation of gold bars into a commodity,” Mr. An emphasized.
According to Mr. An, this is a conditional business and gold is a special object. Therefore, it is necessary to calculate very carefully and have a more systematic management mindset, not to act hastily, not to follow the needs and psychology of a small group in society.
Mr. An said that it is necessary to study and recalculate the current monopoly of gold bars by brand, in order to avoid smuggling and dependence on a few distributors: “The government is giving very close instructions. In my opinion, the right direction is to summarize and evaluate very carefully to revise Decree 24. We must consider whether the monopoly of gold and the sale of SJC is correct or not? Auctioning to bring down the price of gold is also not a good solution. Because in reality, auctioning does not solve the problem of gold prices.”
The National Assembly member from Dong Nai delegation said that if it is considered a gold market, it is necessary to consider what the market depends on, it must return to the rules of the market, there must be supply and demand, there must be factors that make up the price that are universal in the rules of the market. According to Mr. An, if this is a discouraged item or if it is too complicated to manage, then let the market regulate and discourage the form of trading and owning gold bars.
Delegate Trinh Xuan An expressed a cautious viewpoint, carefully evaluating the operation method and having to properly manage gold bars in the current conditions: “Of course, we have to calculate the roadmap. Personally, I think that, if necessary, we can completely ban the trading of gold bars. We cannot turn gold bars into a storage tool, because it greatly affects the exchange rate, foreign exchange and affects the regulation and macro-management. This disrupts the economy. We should let the market regulate and manage it as a conditional business. The State should not spend a large amount of foreign currency to import gold to stabilize prices.”
