In recent times, the Standing Committee of the City Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee have always paid attention to and directed the implementation of effective solutions to improve the quality of Party cell activities. This aims to contribute to consolidating and improving the leadership capacity and fighting strength of grassroots Party organizations.
Define content and activities
The model Party cell meeting of the Internal Medicine 2 Clinical Party Cell, the Party Committee of Children's Hospital 1 (under the Party Committee of the Ho Chi Minh City Department of Health) recently impressed the delegates with its clear process, quality discussion content, and the resolution of many issues. All party members participated in contributing their opinions at the meeting. Many delegates expressed their impressions with the content of the assessment of the implementation of Resolution 4 of the 12th Central Committee in conjunction with the implementation of Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle. The Internal Medicine 2 Clinical Party Cell also told stories about Uncle Ho, relating to the practical tasks of the industry through vivid films, creating a strong spread.
Attending the meeting, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Phuoc Loc highly appreciated the way the Clinical Party Cell of Internal Affairs 2 demonstrated in each content. This is one of five model Party cell meetings in the field of health and education organized by the Ho Chi Minh City Party Committee.
Previously, some localities also proactively followed the instructions and guidance of the Central Organizing Committee on organizing pilot party cell activities to improve the quality of party cell activities in their localities. In Tan Phu district, through organizing pilot party cell activities, Party committees and Party members in the district Party Committee have increasingly fully and deeply understood the purpose and significance of improving the quality of party cell activities. According to Deputy Head of the Organizing Committee of Tan Phu District Party Committee Tran Huu Manh, through the process of comrades in the Standing Committee, cadres and civil servants of the district's Party blocs and mass organizations attending party cell activities at affiliated party cells and grassroots party cells, they realized that party cell activities were not unified. Therefore, the Standing Committee of Tan Phu District Party Committee requested to develop a plan to survey the activities of party cells.
On that basis, 255 subordinate Party cells were divided by Tan Phu district into groups of the same or similar type of Party cells, namely: neighborhood Party cells; agencies and public service units; schools; private enterprises; armed forces. Each group selected 2 Party cells to organize regular and thematic activities. Tan Phu district Party Committee also established a working group to attend the activities of some Party cells and assigned Party cell secretaries of the same or similar type to attend these activities. After that, the working group commented and evaluated the content, form, and organization order of activities at the pilot Party cells and drew experiences for better implementation in other Party cells.
Gradually overcome the problem of party members being afraid of opinions
According to the Organizing Committee of Tan Phu District Party Committee, after organizing pilot activities, the quality of activities of the Party cells has improved a lot. Mr. Duong Van Do, Secretary of Party Cell 8 (Hiep Tan Ward, Tan Phu District), said that after the pilot activities, with the comments and close guidance of the Party Committees at all levels in the district, the activities of the Party cell in the neighborhood have ensured quality, especially in evoking and promoting the opinions of Party members in the Party cell.
Deputy Head of the Organizing Committee of Tan Phu District Party Committee Tran Huu Manh commented that up to now, the process, content and form of activities of the Party cells under the District Party Committee have basically been ensured. However, there are still some contents that need to be improved, especially the situation where Party members in the Party cells are reluctant to participate in contributing their opinions. “Some Party cells have initiatives such as developing programs and content of activities and printing them to send to each Party member, including the opinion of the Party members. Some Party cells assign Party members to prepare in advance the content to express their opinions at the meeting. Thanks to that, Party members prepare more complete content, avoiding the case of unclear statements,” comrade Tran Huu Manh shared.
The above method also limits the situation where party members do not express their opinions at the party cell meeting but speak elsewhere..., as the spirit that Head of the Ho Chi Minh City Party Committee's Organization Board Van Thi Bach Tuyet thoroughly emphasized when attending the model party cell meeting in the field of education that just took place. In addition, one of the contents that Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Phuoc Loc repeatedly noted in the model party cell meetings is to integrate, connect, and fully incorporate Party documents to improve the quality of party cell activities. These are documents on setting an example, on the role of the head, and documents on party cell activities of the Central and Ho Chi Minh City.
According to the Organizing Committee of the Ho Chi Minh City Party Committee, the organization of model Party cell activities was organized by the Ho Chi Minh City Party Committee to implement Instruction 12 of the Central Organizing Committee guiding a number of issues on improving the quality of Party cell activities; Instruction 02 of the Standing Committee of the Ho Chi Minh City Party Committee on the content of activities and criteria for evaluating the quality of Party cell activities.
Through the meetings, the Standing Committee of the City Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee's Organization Board commented on the positive aspects and the contents that need to be focused on to make the meetings more quality. Also from the model Party cell meetings, the Ho Chi Minh City Party Committee will draw experience and find solutions to raise awareness and responsibility of Party committees and organizations at all levels regarding the role and position of Party cells and Party cell meetings; at the same time, help Party committees and Party cell secretaries grasp the principles and regulations on the procedures and methods for organizing Party cell meetings according to regulations.
