On the morning of August 31, in Da Nang, the National Committee on Digital Transformation (NCD) held an online conference on “Improving the efficiency of providing and using online public services”. Attending the conference at the Thanh Hoa Provincial People's Committee Headquarters were comrade Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Thanh Hoa Provincial Steering Committee for Digital Transformation, and representatives of leaders of functional departments and branches.

According to the report of the Ministry of Information and Communications (MIC), Vietnam has gone through two development phases of online public services (ODS) since 2011. Phase 1 is the initial phase when the number of high-level DVS deployed nationwide is very small; Phase 2 is the phase of extensive development, when there is a breakthrough in the number of DVS.

In particular, the full-process public service brings real efficiency when people and businesses can simply and conveniently perform the entire process online and do not have to be present at government agencies, demonstrated through the rate of full-process online records. To enter phase 3 - In-depth development, it is necessary to focus on popularizing the full-process public service to all people and businesses, the goal is to have the rate of full-process online records reach 70%.

In recent times, the Government, the Prime Minister, ministries, branches and localities have resolutely directed and operated to deploy the provision of public services to serve people and businesses. In the programs, strategies and plans on digital transformation, digital government, digital economy and digital society of the country, public services are always the focus, one of the most important measurement indicators in digital transformation, e-government development, digital government, when taking people as the center, as the service object.

Regarding technology infrastructure, the technology factor is ready for the deployment of public services. Currently, 100% of state agencies have deployed a specialized Data Transmission Network to the commune level to exchange and share data between state agencies. National databases that create the foundation for the development of e-Government and Digital Government (Residents; Enterprises; Civil Servants; Land; Insurance; Finance) have been built, connected, shared, and exploited effectively. 100% of ministries, branches, and localities have been equipped with an Information System for handling administrative procedures; on a national scale, there is a National Public Service Portal. Nationwide, 82.2% of households use broadband fiber optic Internet; 84% of mobile phone subscribers use smartphones; 55.25 million VNeID electronic identification accounts have been activated, reaching nearly 73% of the total electronic identification records.

Although the implementation of public services has been successful, it is not uniform among ministries, branches and localities; besides the units with high results, there are still many units with very low results, especially in the entire online application process. Some localities have achieved a very high rate - up to 69%, however, there are still many localities with a very low rate - below 5%, the average of the local block has only reached 17.9%.

To deploy online public services in the new phase, develop in depth, essentially popularize online public services in the direction of full online, ministries, branches and localities need to achieve the goal of developing full online public services in 2024 and by 2025.

To achieve the above objectives, the Ministry of Information and Communications has developed a Framework for implementing public services to guide ministries, branches and localities in universalizing public services throughout the process. This framework will guide state agencies to: Optimize steps and processes for providing public services through reviewing and perfecting institutions; Develop tools, platforms and digital applications to provide public services based on digital infrastructure, digital data, which can be measured, monitored online and ensure information security and network security; Develop digital human resources; Requirements and standards that need to be met in implementing public services.

The framework includes the following main contents: Restructuring processes and components of records in administrative procedures; improving the quality of information systems for handling administrative procedures; developing digital infrastructure; building digital data warehouses; ensuring network safety and security; and implementing online measurement and monitoring.

The conference listened to experiences in implementing public services of ministries, branches and localities; tasks and solutions to improve the efficiency of providing and using public services in the coming time.

Discussing at the meeting, representatives of ministries, branches and localities analyzed and clarified the advantages, difficulties and challenges arising in the process of providing and using public services.

Speaking at the conference, Prime Minister Pham Minh Chinh commended and highly appreciated the participation and drastic direction of ministries, branches, localities, and the support of the business community and people in providing and using public services in recent times.

Prime Minister Pham Minh Chinh emphasized that all levels, sectors and localities need to promote the implementation of "3 key breakthroughs", "4 no's", "5 steps to strengthen". Focus on building and perfecting institutions, mechanisms and policies; remove difficulties and obstacles, promptly decentralize and delegate power to localities to carry out administrative procedures; promptly issue decrees and instructions on administrative procedures. Focus on improving the quality of public services, greening public services; promote restructuring of processes, reuse of interconnected data; strive to complete the provision of 53/53 public services according to Project 06. Form an ecosystem of administrative procedures for people and businesses. Continue to innovate and improve the quality of operations of the Public Administration Service Center, One-stop Department. Promote the digitalization of administrative procedures, continue to upgrade the National Public Service Portal... Strive by 2024, for ministries and sectors: the rate of online records throughout the process will reach at least 70%; For localities: reach at least 30%. By 2025, for ministries and branches: the rate of online records throughout the process will reach at least 85%; for localities: reach at least 70%.
