Improving the quality and effectiveness of supervision in Nam Po

People of Moi 2 village, Cha Cang commune expressed their opinions and recommendations to the delegation of Nam Po district People's Council.

To improve the effectiveness of supervision, based on the program of activities, receiving opinions and recommendations from voters, the Standing Committee of the District People's Council has developed a plan, clearly defining the time and content of supervision for each topic. On that basis, the Standing Committee of the District People's Council coordinates with the District Party Committee and the District People's Committee to agree on the content and program of supervision, and carry out preparation steps so that the supervision sessions are implemented according to plan.

Mr. Cheo A Xoang, Vice Chairman of the People's Council of Nam Po district, said: "Determining supervision is one of the basic functions of the People's Council, is the basis for the People's Council to consider and decide on major policies and orientations for the socio-economic development of the district. Therefore, the supervision activities of the People's Council, the Standing Committee of the People's Council, and the People's Council committees of the district continue to be innovated in terms of content and organization; thematic supervisions are organized in accordance with the process from the stage of deciding to establish a supervision team, developing a plan, developing an outline and reporting the results of supervision as well as organizing and implementing supervision at agencies and units are all carried out seriously and according to requirements". Thanks to that, the quality of supervisions is improved, promptly detecting shortcomings and inadequacies in performing tasks, many recommendations are considered and resolved promptly.

Notably, in the first 6 months of the year, the Standing Committee of the District People's Council directed the implementation of thematic supervision according to Resolution No. 35/NQ-HDND of the District People's Council on "purchase, management and use of public assets in Nam Po district in 2022" (referred to as Resolution No. 35); surveyed some contents of budget allocation for asset procurement in 2023. Through supervision, the implementation results of all levels and sectors were assessed, pointing out the limitations, causes of the limitations that need to be overcome and the responsibilities of relevant agencies and units for the shortcomings and limitations; at the same time, recommendations were made to overcome the shortcomings and limitations in the coming time. In addition, the Standing Committee of the District People's Council regularly monitors, reviews and supervises the implementation of resolutions issued by the District People's Council, focusing on monitoring the implementation of socio-economic development goals, the implementation of policies for ethnic minorities and the implementation of a number of programs and projects in the district.

For example, in Resolution No. 35, the People's Council of Nam Po district pointed out: The procurement, management and use of public assets in the district still have some shortcomings and limitations such as: Some agencies and units register their procurement needs not close to reality, the procurement list is unclear, and there are assets of limited quality. The management and handover of some works and projects after investment is not guaranteed (no procedures, no records)... The responsibility for the above shortcomings and limitations belongs to the agencies, units, People's Committees of communes, the Department of Finance - Planning and the People's Committee of the district. The People's Council of the district requests the People's Committee of the district to strengthen inspection, supervision, urging and guiding agencies, units and People's Committees of communes in the procurement, management and use of public assets; promptly and strictly handle according to the provisions of law, organizations and individuals with violations. Make final settlement on time for completed projects; finalize final settlement for projects completed from 2022 and earlier.

Along with monitoring activities, Nam Po district has proposed many solutions to improve the quality of voter contact activities. In the first 6 months of the year, the Standing Committee of the District People's Council coordinated with the Vietnam Fatherland Front Committee of the district to organize voter contact meetings before and after the 14th Session of the District People's Council in 15/15 communes; listening to voters' opinions and recommendations. Most of the opinions and recommendations were fully discussed and explained by the authorities and delegates, with specific solutions. From voter contact activities, it can be seen that the delegates of the Nam Po District People's Council have been active, demonstrating the responsibility of the People's Council delegates. The vast majority of People's Council delegates have a firm grasp of and well applied the Party's guidelines and policies and the State's laws, are close to the masses to listen to the thoughts and aspirations of voters and honestly reflect them to the People's Council at meetings. This is the bridge between delegates and voters, contributing to improving the effectiveness of the People's Council delegates' activities.
