According to Decision No. 1719/QD-UBND, dated August 13 of the Provincial People's Committee, the planning for the Hai Hau - Giao Thuy inter-district area to 2040, with a vision to 2050, has a planning area of about 466 km2, including the entire administrative boundaries of the two districts of Hai Hau and Giao Thuy.
The goal and viewpoint of developing the Hai Hau - Giao Thuy inter-district area is to build plans to develop the Hai Hau - Giao Thuy inter-region to become a dynamic marine economic zone of the whole province in the direction of: "Modern - green - clean - sustainable", closely linked with neighboring areas, the Southern Red River Delta, the Northern coastal region; reasonably allocate the locations of industrial parks and clusters; build an economic development zone for urban, high-quality coastal resort tourism and modern industrial production; identify ecological agricultural zones, expand clean agricultural production models; protect and promote the value of Xuan Thuy National Park.
Also according to Decision No. 1720/QD-UBND, dated August 13, 2024 of the Provincial People's Committee, the Construction Planning of the Nghia Hung - Y Yen inter-district area to 2040, with a vision to 2050, has a planning area of about 505 km2, including the entire administrative boundaries of the two districts of Nghia Hung and Y Yen.
The objectives and perspectives of regional development are to concretize the objectives of the Nam Dinh provincial planning project for the period 2021-2030 with a vision to 2050 that have been approved, the socio-economic development strategy, security, national defense and the development strategy of sectors and fields in the same development period in the inter-district areas of Nghia Hung and Y Yen; adjust the urban development space associated with the economic development regional space, urban network, rural residential areas are linked and supported with each other, effectively use land funds, create harmonious and balanced development, manage and control development on the basis of approved planning.
According to Decision No. 1745/QD-UBND, dated August 19, 2024 of the Provincial People's Committee, the Construction Planning of the Nam Truc - Truc Ninh inter-district area to 2040, with a vision to 2050, has a planning area of about 308 km2; including the entire administrative boundaries of the two districts of Nam Truc and Truc Ninh.
The development goal and viewpoint of the Nam Truc - Truc Ninh inter-district area is to develop economic space along traffic routes, connecting the southern districts of the province with Nam Dinh city, planning the development of services and trade along National Highways 21, 37B and provincial roads 487, 488, 490C, 484, focusing on developing industry - handicrafts, stabilizing and increasing the value of agricultural production; sustainable socio-economic development with strengthening national defense and security, strengthening the defense area on National Highway 21.
The project on planning the construction of the inter-district region of Hai Hau - Giao Thuy; Nghia Hung - Y Yen; Nam Truc - Truc Ninh until 2040, with a vision to 2050, approved by the Provincial People's Committee, aims to concretize the objectives of the Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister; is the basis and opportunity to exploit the potential and inter-regional strengths of the districts, making an important contribution to the comprehensive construction and development of the socio-economy of each locality and of the province in the coming time.
The Department of Construction has handed over the Inter-district Construction Planning dossier to the People's Committees of Hai Hau, Giao Thuy, Nghia Hung, Y Yen, Nam Truc, Truc Ninh districts and related units to organize the implementation of management according to the planning.
