From the experience of 2023, Binh Thuan province has built a socio-economic development scenario for 2024 in a context of mixed difficulties and advantages, still hiding many unpredictable challenges ahead.
Entering 2024, there are many difficult and challenging contexts of instability in the world, but with the proactive and drastic management of the Government, ministries, branches and localities have started working right from the beginning of the year and implemented a number of solutions to promote economic growth, thereby helping the Vietnamese economy achieve many positive highlights. This will be an important foundation for our country's economy to have new steps of development in 2024.
Binh Thuan identifies 2024 as an important year in completing the goals of the 5-year socio-economic development plan 2021 - 2025. The province identifies the goal of exploiting the advantages of the 3 economic pillars, continuing to exploit and effectively use resources; improving the effectiveness and efficiency of the state administrative apparatus from the provincial to the communal level. Promoting the restructuring of the provincial economy in association with growth model innovation, gradually increasing labor productivity and economic competitiveness, focusing on developing industry, tourism, and high-tech agriculture, contributing to exploiting comparative advantages to develop the provincial economy in the future.
Binh Thuan has set a target of increasing GRDP to 8 - 8.5% in 2024, of which: Industry - construction increases from 11.5 - 12.4%; services increase from 9.5 - 10%; agriculture, forestry and fishery increase from 3 - 3.2%. In addition, the gradually completed domestic and foreign transport infrastructure, the "special" applied policy mechanisms "promise" to be factors creating growth momentum for Binh Thuan's economy in the key economic region of the Southeast.
Faced with the requirements and tasks set out in the term and in 2024, at the first meeting of the year, the Standing Committee of the Provincial Party Committee requested and proposed that departments, branches, localities and the entire political system must immediately start each specific task right from the first days of the year and from the first working day after Tet. With the spirit of innovation, creativity, unity, discipline and responsibility; with high determination, proactive from afar, early on, clearly identifying risks and challenges; promoting innovative thinking, creativity, strategic vision, setting out tasks and solutions for strict, scientific leadership and management, with high determination to complete and exceed the 2024 plan targets, creating momentum for the entire term.
The Provincial Party Secretary requested leaders of departments, branches, localities, cadres, civil servants and public employees to focus on solving the tasks requested by people, businesses, investors and organizations. Strive to organize and implement well the key tasks in 2024, in which it is determined to improve competitiveness, increase the satisfaction of people, businesses and investors, prioritize improving the PCI, SIPAS, PAR INDEX, PAPI indexes to promote the rapid and sustainable development of Binh Thuan province's economy in the coming time. The Standing Committee of the Provincial Party Committee also determined that in order to develop the socio-economy in 2024, the 2020-2025 term and in the future, the entire political system of the province and its leaders must set an example, must participate with greater determination in both awareness and action, with the spirit that is: Creative government, innovative civil servants, public employees, digital citizens, circular economy, green growth and daring to think, daring to do, advising on the organization to implement correctly, accurately and effectively is the measure for leadership and direction based on the actions of the heads of departments, branches, sectors and localities, together with a commitment to act in 2024 with high determination.
To do so, the entire political system of the province, the heads of departments, branches, localities and the team of cadres, civil servants and public employees must have high determination, continue to make more efforts, work with both responsibility and emotion, have heart and vision, dare to think, dare to do, dare to take responsibility, take work efficiency, the satisfaction of people, businesses, investors on the basis of the socio-economic development of the province as the most "effective" measure of the level of task completion of organizations, individuals and above all, the responsibility and honor of Binh Thuan citizens.
With high determination from the changes and lessons learned in 2023 and the first days of 2024. The Standing Committee of the Provincial Party Committee requested departments, branches, sectors and localities to review the tasks, programs and plans of their agencies, units and localities to organize effective implementation, especially the programs, resolutions and conclusions of the Provincial Party Committee, the plan of the Provincial People's Committee for the first half of the term, and the programs for the period 2021 - 2025. At the same time, pay attention to each specific target in the socio-economic development program in 2024, especially exploiting the advantages of the province's three economic pillars, in terms of public investment, attracting investment and developing enterprises, building new rural areas, developing green and sustainable tourism, etc.
Without "painting the rosy picture", but with enough confidence that Binh Thuan's economy in 2024 and the coming period will steadily overcome the "headwinds" in the hope of being able to "take off" with other provinces and cities in the country. It can be seen that entering 2024 with difficulties and challenges that need to be faced ahead, but we are completely confident that with the leadership of the Provincial Party Committee, the cooperation and consensus of the entire political system, with a high sense of responsibility, continued innovation and creativity of each cadre, civil servant, public employee, business community and people of Binh Thuan, along with the socio-economic development plan for 2021 - 2025 and 2024 that has been clearly defined in advance, Binh Thuan will soon successfully implement the set goals and tasks.
