After reform, salary increased by an average of 7%/year
Regarding salary reform for cadres, civil servants, public employees and armed forces (public sector), Resolution 27-NQ/TW in 2018 of the Central Executive Committee stated the abolition of the current basic salary and salary coefficient, and the establishment of a basic salary with a specific amount in the new salary table.
According to the National Assembly's Resolution on the state budget estimate for 2024, the total central budget source for salary reform is expected to be about 132,000 billion VND. The accumulated source of local budgets is about over 430,000 billion VND.
Thus, 562,000 billion VND has been allocated, ensuring enough to synchronously reform salary policies from July 1, 2024, in accordance with the spirit of Resolution 27.
Basic information about the plan, the Ministry of Home Affairs said, from the time of reform implementation, it is expected that the average salary of cadres, civil servants and public employees will increase by about 30% (including basic salary and allowances).
This salary will continue to be adjusted to increase annually, with an average increase of about 7% per year from 2025.
The highest "fixed" salary exceeds 21 million VND/month
One of the breakthroughs of the new salary policy is the removal of the salary calculation formula based on basic salary, coefficient, and salary scale as before. Instead, there will be 5 new salary tables based on job position, title, and leadership position.
Each position will have a specific salary, clearly showing the hierarchy. In addition, the salary relationship is also expanded from the range of 1-2.34-10 to 1-2.68-12.
Accordingly, the average starting salary of civil servants and public employees with university degrees will increase from a coefficient of 2.34 to 2.68.
Currently, civil servants and public employees with university degrees have a starting salary of more than 4.2 million VND/month. Just counting the increase in coefficient to 2.68, the salary of the group of newly hired civil servants and public employees will reach at least nearly 5 million VND/month.
The highest salary of civil servants and public employees at level 3, corresponding to senior experts, has also been expanded from a coefficient of 10 to 12. Therefore, the new highest salary of civil servants and public employees in this category is expected to far exceed the current figure of 18 million VND.
Also counting the coefficient increase alone, the salary of this group of public sector workers will increase beyond 21 million VND/month.
In addition to this basic salary, the new salary regime also rearranges allowances to a maximum of 30% of the total salary fund and 10% of bonuses.
According to Resolution 27, there are 9 types of allowances under the new salary regime including: Concurrent allowance; Seniority allowance beyond the framework; Regional allowance; Job responsibility allowance; Mobility allowance; Occupational allowance; Allowance for work in particularly difficult areas; Allowance according to administrative unit classification; Allowance applied specifically to the armed forces.
