A secondary school has signs of using fake licenses, police recommended to get involved

The Inspectorate of the Department of Labor, War Invalids and Social Affairs (DOLISA) of Ho Chi Minh City has just concluded an inspection on the implementation of regulations of the law on vocational education (VET) at Ton That Tung Medical and Pharmaceutical College (Go Vap District).

The inspection conclusion shows that Ton That Tung Medical and Pharmaceutical College registered for vocational training activities and was granted Certificate No. 04/GCNĐKHĐ-LĐTBXH by the Department of Labor, Invalids and Social Affairs of Ninh Binh province on August 24, 2023, training location in Ninh Binh city, Ninh Binh province.

However, the school is not registered for vocational education in Ho Chi Minh City. Therefore, the school is not allowed to train in vocational education and training at elementary and higher levels in Ho Chi Minh City.

In 2016, the school prepared a profile according to regulations and was issued Official Letter No. 2904 by the Department of Education and Training of Ho Chi Minh City on short-term training at 86 Nguyen Kiem, Ward 3, Go Vap District - Military Hospital 175 and the Southern Military Preventive Medicine Center.

Up to now, the school has not converted Official Dispatch 2904 to a certificate of registration for vocational education activities under the management of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City.

The inspection conclusion clearly stated that the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City did not issue certificate 346 on registration of vocational education activities for this school.

The Department Inspectorate said that the school had signs of using fake certificate 346, providing it to Go Vap District Social Insurance to participate in health insurance for students, violating the provisions of Article 341 of the Penal Code dated November 27, 2015.

The conclusion pointed out that the responsibility for the violation belonged to the Chairman of the School Board of Directors, Mr. Pham Minh Doi, for signing the Health Insurance Contract between Go Vap District Social Insurance and the school; Form D03-TS was sent to Go Vap District Social Insurance to participate in health insurance for students.

The inspection team also went to the theoretical teaching address registered on certificate 346 but saw no signs of the school's activities.

With signs of suspected use of fake documents, the Department Inspectorate recommended that the Investigation Police Agency, Ho Chi Minh City Police receive the inspection team's records to investigate and handle according to the provisions of law.
