A big transformation!

Reorganizing and streamlining the organizational apparatus is likened to a “revolution”, capable of creating a major transformation, changing old concepts and structures that are no longer suitable. However, to be able to bring this “revolution” to success, it is necessary to have an appropriate approach and, above all, a very high political determination to be able to overcome challenges and barriers.

The merger of Dong Son district into Thanh Hoa city contributes to opening up new development space for the provincial urban area.

As the head of our Party, General Secretary To Lam is particularly interested in streamlining the apparatus in a streamlined, effective and efficient manner. The General Secretary posed three questions to the heads of the Party Committee and the Central cadre organization system, namely: How can we have an efficient, effective and effective Party apparatus and State apparatus? How can we have a team of cadres who are enlightened and dedicated to the country, the people and the Party's cause? Why does our Party have to choose cadres as the key? Having reasonable answers to these three big questions is also the premise and basis for carrying out a major transformation in the apparatus organization of the entire political system. At the same time, successfully carrying out the "revolution" of streamlining the apparatus organization will create a solid foundation and driving force to push our country into an era of strong development.

Playing such an important role, the arrangement and streamlining of the organizational apparatus has never been easy, if not very difficult and complicated. Because the arrangement is not only to reduce the bulkiness, many levels, many focal points, and overlaps of the organizational apparatus; but also directly affects the interests, thoughts, and aspirations of the staff, civil servants, public employees, and workers. For that reason, the arrangement of the organizational apparatus associated with streamlining the payroll must be done carefully, objectively, democratically, methodically, with a high sense of responsibility and for the common good. In particular, it is necessary to clearly identify the arrangement and streamlining of the apparatus as an inevitable and urgent requirement at this time. Because when the organizational apparatus is still bulky, has many levels, and even has "deficiencies", it will reduce flexibility and even limit leadership, management, and operation capacity. At the same time, if the limitations and weaknesses of the organizational apparatus are slowly overcome, it will create the risk of wasting resources and reducing people's trust in the leadership of the Party and State.

In response to that request, the 6th Conference of the 12th Central Executive Committee issued Resolution No. 18-NQ/TW dated October 25, 2017 on a number of issues regarding continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently. Resolution No. 18-NQ/TW with specific viewpoints, goals, tasks and solutions has contributed to orienting and promoting the process of reorganizing and streamlining the apparatus of the entire political system. Thanh Hoa is one of the localities that has been seriously and methodically implementing Resolution No. 18-NQ/TW and has achieved many very important results.

A notable mark of Thanh Hoa in implementing Resolution No. 18-NQ/TW is the impressive results in the arrangement of administrative units at the commune and village levels. Specifically, in the period of 2016-2021, the province merged 143 communes to establish 67 communes, reducing 76 communes; merged 3,100 villages and residential groups to establish 1,522 villages and residential groups, reducing 1,578 villages and residential groups. With this result, Thanh Hoa is one of the localities implementing the most arrangement of administrative units at the commune and village levels in the country.

Implementing the arrangement of district and commune-level administrative units for the period 2023-2025 according to Resolution No. 939/NQ-UBTVQH15 dated December 13, 2023 and Resolution No. 1238/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee, the province has successfully merged Dong Son district into Thanh Hoa city. Thereby, contributing to opening up new development space for the provincial urban area, soon turning Thanh Hoa city into a smart, civilized, modern city and one of the top 5 provincial cities in the country. With the merger of Dong Son into Thanh Hoa city and the merger of 23 communes to establish 11 communes, Thanh Hoa province has 26 district-level administrative units (22 districts, 2 towns and 2 cities) and 547 commune-level administrative units.

In addition, in the 2016-2021 period, Thanh Hoa province has exceeded the target of streamlining the payroll in accordance with the spirit of Resolution No. 39-NQ/TW (reducing over 10% of the payroll of cadres, civil servants and public employees). In addition, the province also correctly implemented the roadmap and plan for streamlining the payroll in the 2022-2026 period, with a reduction of 5% of cadres, civil servants and 10% of public employees receiving salaries from the State budget...

The results achieved from the implementation of Resolution No. 18-NQ/TW will be the basis for Thanh Hoa to continue to make efforts and be determined to carry out new goals and tasks. One of them is to merge departments, agencies, branches and units according to the Central's direction; at the same time, streamlining the apparatus with streamlining the payroll and restructuring the staff with sufficient qualities, capacity, and equal to the task. This will be a difficult and complicated task. Therefore, ideological work must go one step ahead to change thinking, vision and perception; at the same time, it requires courage, will and a very high spirit of solidarity and unity of the entire political system. And, more than ever, it is necessary to promote the spirit of "putting public service first" for the common good.

General Secretary To Lam emphasized: “The time of 100 years of our country under the leadership of the Party and 100 years of the founding of the country is not far away. To achieve strategic goals, not only requires extraordinary efforts, outstanding efforts, but also does not allow us to be slow, lax, inaccurate, unsynchronized, or uncoordinated in every step. To do so, it is necessary to urgently carry out a revolution in streamlining the organizational apparatus of the political system”. Thus, the “revolution” of streamlining the organizational apparatus at this time is a story of determination to do and do it effectively, not a story for discussion. And only then can we truly create a great transformation, contributing to building a new foundation, potential, position, and prestige of the nation.
