National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the meeting.

Speaking at the opening of the session, National Assembly Chairman Vuong Dinh Hue said that the 31st session will take place over 3.5 days, giving opinions on a number of important contents.

Regarding legislative work, the National Assembly Standing Committee said it will review, explain, accept and revise seven draft laws before seeking opinions from the conference of full-time National Assembly deputies and submitting them to the National Assembly at the seventh session, including the draft Law on the Capital (amended); Law on amending and supplementing a number of articles of the Law on Property Auction; Law on Social Insurance (amended); Law on Roads; Law on Road Traffic Order and Safety; Law on National Defense Industry, Security and Industrial Mobilization; Law on Organization of People's Courts (amended). "The progress of preparation of draft laws by the Government and relevant agencies has been more active and earlier than in previous sessions," said the National Assembly Chairman.

Regarding the draft Law on the Capital (amended), comrade Vuong Dinh Hue said that the National Assembly Party Delegation worked with the Standing Committee of the Hanoi Party Committee, with the participation of many central ministries and branches; then the National Assembly Standing Committee announced its conclusion on this issue. "Compared to the draft Law submitted previously, the draft Law has been further improved, absorbing the maximum opinions of the National Assembly Party Delegation, the National Assembly Standing Committee and National Assembly deputies," the National Assembly Chairman said, affirming that this is a particularly important Law project, not only meaningful to the Capital but also to the whole country when the Capital Hanoi plays the role and position of the heart and development locomotive of the whole country.

In addition, the National Assembly Chairman said that the National Assembly Standing Committee plans to spend one day (March 18) during the 31st session to organize questioning and answering activities of National Assembly deputies on the fields of finance and diplomacy.

The session also reviewed the National Assembly's report on people's petitions in February 2024; reviewed and decided to establish An Dien and An Tay wards in Ben Cat town and establish Ben Cat city in Binh Duong province; established and arranged wards in Go Cong town and established Go Cong city, Tien Giang province; and reviewed personnel work.

With a focus on drafting laws to be submitted to the National Assembly at its seventh session, the National Assembly Chairman said that in March 2024, the National Assembly Standing Committee will continue to hold a thematic session on law.

Immediately after the opening session, the National Assembly Standing Committee gave opinions on explaining, accepting and revising the draft Law on the Capital (amended).
