Many dike incidents occurred.
Due to the high water level of the Tich River, the Tich River embankment in many communes in Thach That district has been overflown. Notably, in Dong Truc commune, a landslide of 5m of the Go Sui embankment was recorded.
In Thanh Oai district, on September 11, two landslides were recorded on the left bank of the Day dike. Of which, the landslide at location K31+680 to K31+760 is now stable, while the landslide at location K29+500 to K29+590 has occurred.
On the Nhue River system in Phu Xuyen district, the 168m long dike slope in the downstream of Dong Tien village (Phuong Duc commune) also collapsed. Along with that, there was a 70m long dike slope in the downstream of Trung Lap village (Tri Trung commune).
Also in Hong Minh commune (Phu Xuyen district), local authorities recorded a landslide and dike surface upstream of Dong village of 200m long; a landslide downstream in Van Tu commune of 30m long and a concrete road surface on the bank of Nhue river with a crack of 25m long.
Meanwhile, in Chuong My district, the impact of heavy rain has caused the Go Khoam dike (My Luong commune) to have a 100m long extrusion and bubbling line, posing a risk of being unsafe. On the Ta Tich dike section through Ngoc Liep commune (Quoc Oai district), there is also a phenomenon of cracks along the dike surface about 50m long, nearly 60cm deep.
Immediately after the dike incidents occurred, local authorities focused on mobilizing resources, human resources, and equipment to promptly handle the first hour. Currently, the landslide, cracked, and damaged locations have all been safely controlled.
District and commune leaders are responsible for dike safety.
Currently, the flood situation in Hanoi is very complicated. Monitoring data shows that the water levels of rivers are currently high. While the Red River, Duong River, and Day River are at alert level 2 and continue to rise, the water levels of the Tich River, Bui River, Cau River, and Ca Lo River are still at alert level 3.
However, according to the assessment of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City, the patrol and guarding of dikes in some localities is currently subjective and not strictly following regulations. This leads to unpredictable risks of dike insecurity.
Deputy Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Hanoi City Nguyen Xuan Dai said that to ensure the safety of dykes, proactively respond to adverse developments of floods and rains, and minimize damage caused by natural disasters, on the morning of September 12, Hanoi City issued a document requesting districts, towns, and cities to strictly carry out patrolling and guarding to protect dykes.
Accordingly, Hanoi City requested localities to organize forces, strengthen inspection, patrol, and guard the protection of dykes according to the provisions of the Law on Dykes and the guidance of the Ministry of Agriculture and Rural Development in Circular No. 01/2009/TT-BNN; promptly detect and handle natural disasters from the beginning according to the motto "4 on-site".
Localities focus on inspecting and reviewing all dike guard posts in the management area; fully prepare necessary conditions to be able to organize permanent duty at the posts. At the same time, review and supplement equipment, books and professional and technical instructions for patrol and guard teams...
The Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City also requested that the leaders of the People's Committees of districts, towns and cities take full responsibility before the Hanoi People's Committee if there are incidents of dike safety loss due to failure to patrol and guard the dikes according to the provisions of law.
To ensure the safety of dykes and riverside residential areas, the Hanoi Steering Committee for Natural Disaster Prevention, Control and Search and Rescue requests that irrigation enterprises continue to strictly follow the directive not to pump water into the three rivers: Nhue, Bui, and Tich. The water level of these rivers is still above alert level 3, the risk of insecurity is still very high.
