Invitation to a distant feast

Right before this year's UN General Assembly session, the US suddenly proposed a new idea for reforming the UN Security Council. According to US Ambassador to the UN Linda Thomas-Greenfield, the US proposed giving Africa two seats and small island nations taking turns holding one permanent seat on the UN Security Council.

Previously, the US supported granting similar status to Germany, Japan and India. Ms. Thomas-Greenfield also affirmed that the US has no intention of expanding the veto power in the UN Security Council to these new permanent members.

In fact, Washington openly intends to win over African countries and divide them from other external partners, just as the US is increasing its influence in Africa, especially Russia and China.

In essence, the US is playing the "A greeting is better than a feast" card. The US invites African countries to a feast that is yet to be served and if it is ever served, it will not be lavish.

As the most important key to UN reform, UNSC reform must include two things: increasing the number of permanent members to increase the representation of the continents and breaking the exclusive veto power currently reserved for only 5 permanent members: the US, Russia, China, the UK and France. UN reform in general and the UNSC in particular both require amending the UN Charter. To do this, it requires the approval of at least 2/3 of the UN members and no permanent member of the UNSC vetoes. The US idea will have difficulty passing these two hurdles because it is still too fragmented for overall UN reform and unfair to other continents, so it will not receive the support of the majority of UN members. Moreover, Russia and China are not willing to help the US "score" in the UN and Africa.
