After successfully auctioning car license plates, the Ministry of Public Security is proposing to auction motorbike license plates.

According to this proposal, the starting price of a motorbike license plate put up for auction is not less than 5 million VND, with a step price of 10% of the starting price.

The remaining information expected about the process and method of organizing the auction of this type of license plate has not been announced by the authorities.

Mr. Le Anh, a person who owns an old motorbike with a lucky license plate, said that up to now, beautiful motorbike license plates have always been bought and sold for much higher prices than normal license plates.

"Many people are willing to spend tens of millions, hundreds of millions of dong, even billions of dong to buy a motorbike with a nice license plate they like. If people could auction the license plate, the price would probably be cheaper," he said.

In the market, many motorbike license plates are bought, sold and transferred at very high prices. For example, the owner of a motorbike shop on Lang Street (Hanoi) said that the shop once imported the motorbike license plate 29N1 - 999.99 for more than 1 billion VND.

In September 2022, a Vespa 946 Christian Dior with a license plate of five 6s was put up for sale for 3.5 billion VND; in August 2022, a Honda Super Cup C125 in Da Nang with a license plate of five 9s was offered for 1.2 billion VND...

"If the motorbike license plate is auctioned, there will be a lot of people participating because the starting price of 5 million VND is low, the step price is also low, while the number of people in need is very large," said Mr. Tran Quang Hai, residing in Cau Giay district, Hanoi.

Need sanctions to prevent deposit abandonment

Agreeing with the proposal to auction license plates, National Assembly delegate Nguyen Quoc Han, member of the National Assembly's Law Committee, acknowledged that after several months of piloting the auction of car license plates, it has proven to be effective both economically and in meeting people's needs.

The figures just announced by the Ministry of Public Security show that from September 15, 2023 to the end of February 2024, nearly 1,400 billion VND has been collected for the State budget. This amount is equivalent to a year's budget revenue in some provinces.

"This is a positive signal economically. Socially, when implementing the auction of car license plates, it also meets the needs of the people. This also prevents negative behavior in the process of issuing license plates. Therefore, it should be quickly applied to motorbike license plates," said Mr. Han.

Sharing the same view, delegate Pham Van Thinh, member of the National Assembly's Economic Committee, said: "Auctioning motorbike license plates is both beneficial to the State budget and meets people's wishes, so we need to implement it soon."

Lawyer Phan Van Chieu, Director of Ha Chau Law Company Limited, acknowledged that the recent car license plate auctions have left quite impressive results.

However, before expanding to other subjects, competent authorities need to research and issue specific legal regulations.

In addition to learning from previous pilot auctions of car license plates, units need to study auction models of other countries, thereby perfecting the legal system.

Regarding the situation of deposit abandonment that has occurred in some car license plate auctions, Mr. Chieu stated that the effective solution is to stipulate binding responsibilities for auction participants.

"There is a regulation that the fine for forfeiting a deposit must be many times the deposit amount, or even a percentage of the amount they won the auction for," the legal expert advised.

Recently, the Ministry of Justice also said it is studying amendments to the Law on Property Auction, expected to be submitted to the National Assembly for approval at the next session.

Accordingly, this agency will focus on solving the problem of increasing the responsibility of auction participants and enhancing the management role to ensure publicity and transparency.

One of the solutions to limit the situation of deposit abandonment is to add a form of administrative penalty for those who win the auction but do not fulfill their financial obligations.

The Ministry of Public Security said that after more than 4 months of auctioning car license plates, the total amount of successful auctions was more than 2,052 billion VND. Of which, 14,062 winning license plates were paid by customers for a total of nearly 1,400 billion VND, and nearly 840 billion VND was collected to pay to the State budget.

"The auction of car license plates has met the needs of the people, created fairness for those in need, and at the same time, effectively exploited public assets, increasing revenue for the State budget," the Ministry of Public Security acknowledged.
