In 2024, the Provincial Federation of Labor set 13 targets to strive for; as a result, 12/13 targets were achieved and exceeded, of which 7 targets were exceeded, 5 targets were met, and 1 target was not achieved. Regarding the 7 targets committed to the Provincial Party Committee Standing Committee, they were achieved and exceeded (6 targets exceeded, 1 target met). Regarding the targets committed to the Vietnam General Confederation of Labor, 15/17 targets were exceeded and met, and 2 targets were not achieved.
In 2024, the Provincial Federation of Labor established 29 grassroots unions and trade unions with 2,646 union members. The situation of evasion and arrears of social insurance, health insurance and unemployment insurance still occurs, greatly affecting the rights of workers. Currently, 334 enterprises owe social insurance 30 billion VND, 24 grassroots unions in the enterprise sector have dissolved or stopped operating, and 31 grassroots unions are facing difficulties due to enterprises operating at a low level; 4 enterprises owe salaries to 167 workers, with a total debt of 311 million VND; the number of union members in the enterprise sector has decreased by nearly 1,808 people.
Attention was paid to the work of caring for and protecting the legitimate and legal rights and interests of union members and workers. Focus was placed on negotiating and signing collective labor agreements (CLAs) in newly established enterprises and re-signing expired CLAs. As a result, 26 CLAs were signed for the first time and 70 CLAs (amended and supplemented) were re-signed.
During the 2024 Lunar New Year, trade unions at all levels supported 14,622 union members with a total amount of 6.1 billion VND. The Provincial Federation of Labor supported the construction of 33 "Union Shelters" worth nearly 1.2 billion VND, and 5 public housing rooms for teachers in mountainous areas worth 1.1 billion VND. Campaigns and emulation movements to promote initiatives, improve techniques, and improve labor productivity have been widely developed, with 3,652 initiatives, experiences, and 737 works and products implemented by union members and grassroots trade unions.

Regarding the direction and tasks for 2025, the Provincial Federation of Labor determined: Striving to complete and achieve the targets assigned by the Vietnam General Confederation of Labor on developing union members and establishing grassroots unions; at least 92% of enterprises and units with trade union organizations sign the Collective Labor Agreement; over 200 grassroots unions in the enterprise sector have activities responding to Workers' Month and the "Tet Sum Vay" program...

Speaking at the conference, Vice Chairman of the Provincial People's Council Nguyen Tran Huy acknowledged and highly appreciated the achievements of the Provincial Federation of Labor in 2024. He requested that the Provincial Federation of Labor continue to research and propose effective solutions to overcome existing problems and limitations so that trade union activities can achieve better results.
Regarding the issue of social insurance debt and employee salary debt, the Provincial Federation of Labor needs to proactively coordinate with relevant departments, branches, units and enterprises to handle this issue. In addition, the Provincial Federation of Labor, districts, towns and cities always closely accompany and accompany enterprises to clearly understand the advantages and difficulties in production and business activities, thereby having effective coordination in implementing the work of protecting the rights and interests of employees.
Focus on doing a good job of organizing and streamlining affiliated trade unions, first streamlining the internal apparatus at the provincial Confederation of Labor and local industry trade unions in accordance with the direction of the Vietnam General Confederation of Labor and the Provincial Party Committee.

On this occasion, the Vietnam General Confederation of Labor awarded Emulation Flags to 2 collectives and certificates of merit to 9 collectives and 16 individuals; the Chairman of the Provincial People's Committee awarded certificates of merit to 5 collectives and 5 individuals; the Provincial Confederation of Labor awarded Emulation Flags to 13 collectives with many achievements in building a strong trade union organization in 2024.
