The Cherry Blossom Festival hosted by Dien Bien Phu City, scheduled to take place in January 2024, is an event to celebrate the 50th anniversary of the establishment of Vietnam - Japan diplomatic relations.
At the beginning of the working session, comrade Tran Quoc Cuong emphasized that the delegates should give their opinions on a number of contents, in order to promptly organize the Festival to achieve cultural and diplomatic effectiveness, promote and activate a series of tourism activities. Consider this as an opening for many major political, cultural and tourism events of the province in 2024; to do better and successfully organize the National Tourism Year in Dien Bien and celebrate the 70th anniversary of Dien Bien Phu Victory.
With such an important role, the People's Committee of Dien Bien Phu City reported on the preparations for the Festival. Accordingly, the City People's Committee has drafted a plan to organize the Cherry Blossom Festival with 2 parts: ceremony and festival. The opening ceremony with the theme "Experience Pa Khoang - Cherry Blossom Viewing" is scheduled to take place on the evening of January 12, 2024 at 7/5 Square. Activities on the flower island as planned include: Cultural exchange performances between the two countries, "Sa Ke - Mong Pe" wine party; giant hot pot typical of Dien Bien - Japan, vegetable and fruit market and exhibition of high-quality agricultural products, culinary competition, sports exchange, "Dien Bien Phu Marathon 2024" cross-country race, extended kayak racing, experiential activities...
The Provincial Party Secretary assessed that Dien Bien Phu City has built a detailed, diverse plan with connected events. However , there are some contents that need to be discussed, adjusted and supplemented. Delegates considered the event name to best promote the meaning of the event and the image of Dien Bien land; gave opinions on the expected guests. Along with that, the booths need to diversify typical agricultural products of districts, towns and cities, pay attention to introducing brocades and handicrafts of the province. Regarding traditional culture, promote the introduction of beauty through folk songs, folk dances, and unique folk music of ethnic minorities... It is necessary to learn about Japanese culinary culture to have appropriate connections in culinary activities.
Along with that , delegates suggested that it is necessary to clarify the presiding agency and coordinating agency; to combine Japanese tea ceremony with Tua Chua Shan Tuyet tea into the Festival activities; to note that activities on Pa Khoang Lake need to be controlled and managed to ensure absolute safety. Special attention should be paid to ensuring traffic flow to Hoa Island. It is expected that electric cars can be used. Along with that, electric cars should be divided into major routes in the center of Dien Bien Phu City (to historical sites in the city), on the island and plans should be made for details such as parking lots, toilets for visitors, electricity, clean water, waste, etc.
Comrade Le Thanh Do accepted the opinions of the Provincial Party Secretary and delegates. The Chairman of the Provincial People's Committee proposed the name "Dien Bien Phu Cherry Blossom Festival " . At the same time, he said that , having upgraded the event to a festival, inviting leaders of the Party, State and foreign countries, it is necessary to raise the scale of organization from the city to the provincial level. The scale and content of activities need to be specified in an implementation plan. The province will establish an organizing committee; Dien Bien Phu City People's Committee will coordinate with the Department of Culture, Sports and Tourism to advise the Provincial People's Committee to issue an organization plan, which must be submitted to the Provincial People's Committee on November 23. The city will still preside over and implement the main activities; departments and branches will coordinate and be assigned specific tasks for each part of the work.
Concluding the meeting, the Provincial Party Secretary agreed to upgrade the festival to a provincial scale, assigning Dien Bien Phu City to organize and name the Festival. The Provincial People's Committee directed departments and branches to advise and implement the program plan. He requested departments and branches to coordinate with the city to prepare and organize well the aspects of culture, diplomacy, tourism; traffic management scenario in the city center on January 12, the flower island area, Pa Khoang lake on January 13; closely organize and ensure the safety of the cross-country race; ensure the highest security during the Festival... Along with that , the locality and units need to focus on plans to ensure accommodation, food for guests and tourists. The city, together with the Department of Culture, Sports and Tourism, the Department of Transport , worked with Tran Le Cherry Blossom Joint Stock Company to agree on the contents at the flower island; The consulting company will coordinate with the Japanese business association and entrepreneurs to agree on the contents that need support and commit in writing. The Propaganda Department, the Department of Foreign Affairs, the Department of Culture, Sports and Tourism will soon agree on the list of guests to advise the Provincial People's Committee...
