According to the Head of the Delegation Affairs Committee, the process of taking a vote of confidence is strict, confidential, and the vote counting is done by machine, coordinated by the Military Science and Technology Institute.
On the afternoon of October 24, the National Assembly began the process of taking a vote of confidence for 44 positions elected and approved by the National Assembly. Head of the Delegation Affairs Committee (under the National Assembly Standing Committee) Nguyen Thi Thanh answered VnExpress about this content.
- How was the preparation for the vote of confidence carried out, madam?
- At the 5th session, the 15th National Assembly issued Resolution 96 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly or People's Council. On that basis, on August 18, 2023, the National Assembly Standing Committee issued Plan 597 to implement the work of organizing a vote of confidence for people holding positions elected or approved by the National Assembly at the 6th session opening on October 23.
The National Assembly Party Delegation has reported this content to the Politburo; the National Assembly Standing Committee has sent an official dispatch to the person who has been voted for confidence in the National Assembly so that they can prepare a report on their work results since the beginning of the term and a declaration of assets and income.
We have received the full report from the person who was voted for a vote of confidence and sent it to the National Assembly deputies since October 2. During the working session on the afternoon of October 12, the National Assembly Standing Committee also spent 1.5 hours listening to the Delegation Work Committee report on all the preparations, especially the vote counting.
The ballots will be divided into 8 categories with 3 options including high confidence, confidence and low confidence. Of which, 6 types of ballots have titles including Chairman of the National Assembly, Prime Minister, Vice President, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General. Two types of ballots have many titles including Vice Chairmen of the National Assembly, members of the National Assembly Standing Committee and Deputy Prime Ministers, members of the Government.
Unlike the usual counting committees consisting of only 15 people, this counting committee will consist of 25 people; the voting process by machine will be coordinated by the Military Science and Technology Institute and the General Staff (similar to the Party Central Committee counting votes for those who are voted for at the Central Executive Committee). The technology of counting votes by machine ensures absolute accuracy, good security, and fast speed.

- What information have National Assembly deputies been provided with to have a basis for assessing the confidence of positions elected or approved by the National Assembly?
- To assess the level of confidence, National Assembly deputies will rely on the full report on the performance of the individual being voted on; the report synthesizing the opinions and recommendations of voters and people related to the person being voted on, compiled by the Central Committee of the Vietnam Fatherland Front.
In the process of studying these documents, if a National Assembly delegate finds any issues that need to be clarified regarding the person being voted on for confidence, he/she may send a document to the National Assembly Standing Committee to request the competent authority to verify, respond, or request the person being voted on for confidence to clarify the contents of the basis for assessing the level of confidence.

- In addition to exercising legislative power, the National Assembly also exercises supreme supervision and decides on important national issues, including personnel work. Through the vote of confidence, the National Assembly exercises the people's authorization to supervise and evaluate the performance of assigned tasks of strategic-level cadres, thereby having appropriate policies in the management, use, planning and training of cadres.
The most important point of this vote is clearly stated in Resolution 96, which specifically stipulates the consequences for the person who is voted for. If the person voted for has more than half to less than two-thirds of the total votes for "low confidence", he/she can resign; if he/she does not resign, the National Assembly Standing Committee will submit to the National Assembly for a vote of confidence at that session or the nearest session.
If the person voted for has two-thirds or more of the total votes rating him/her as having "low confidence", the agency or person with the authority to recommend that person for election or approval by the National Assembly shall be responsible for submitting to the National Assembly the dismissal or approval of the proposal for dismissal at that session or the nearest session.
This regulation contributes to ensuring the effectiveness and enhancing the role of taking a vote of confidence and voting for confidence.

- How to make the vote of confidence objective, without favoritism or avoidance?
- I have participated in three National Assembly terms, the 13th term voted twice, the 14th term voted once. I also participated in the vote of confidence for positions in the Central Executive Committee and the agencies that I participated in such as the Central Organizing Committee.
I find that the content of Regulation 96 of the Politburo and Resolution 96 of the National Assembly on taking a vote of confidence is very objective; the process is strict and democratic.
The secret ballot leaves no trace of who is judging, and the delegates' opinions are kept absolutely confidential. This helps eliminate favoritism, failure to express opinions, and failure to fulfill the delegate's responsibilities.
The three previous votes also showed that the results of the confidence vote honestly and objectively reflected the opinions of the delegates. Officials whose work results were not highly appreciated all had a high number of "low confidence" votes.
- The vote of confidence is still evaluated at three levels: "high confidence", "confidence", "low confidence", meaning everyone is trusted. Why doesn't the National Assembly vote with only two levels: "confidence" and "no confidence"?
- Personnel work is very important, so taking a vote of confidence to evaluate cadres also needs to be strictly regulated, implemented scientifically, ensuring objectivity, prudence and consistency in the political system. Regulation 96 of the Politburo on taking a vote of confidence stipulates three levels: high confidence, confidence and low confidence.
When a person subject to a vote of confidence has a "low confidence rating" of two-thirds or more of the total votes, he/she will be considered for dismissal; when the low confidence rating is from more than half to less than two-thirds of the total votes, he/she will be put to a vote of confidence with two levels: confidence and no confidence.
The two-level evaluation of cadres, namely, taking a vote of confidence and a vote of no confidence, will ensure that cadre work is carried out carefully, objectively, and scientifically; ensuring that the evaluation of nearly 500 National Assembly deputies is strict and accurate. This experience has been summarized in three voting sessions in the 13th and 14th terms.
From 4 p.m. on October 24, National Assembly deputies will listen to the report, then vote to approve the list of people to be voted on using the electronic voting system. National Assembly deputies will discuss in groups after the list to be voted on is approved.
On the morning of October 25, the National Assembly heard a report on the results of the discussion and established a Vote Counting Committee, organizing a vote of confidence by secret ballot. The Vote Counting Committee reported the vote counting results in the afternoon of the same day, after which the National Assembly voted to pass a resolution confirming the results of the vote of confidence.
