Continuing the program of the 17th Session of the Provincial People's Council, term XV, term 2021-2026, on the afternoon of December 6, the Provincial People's Council carried out the procedure of taking a vote of confidence for the person holding the position elected by the Provincial People's Council.
Attending the meeting were comrades: Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Also attending were members of the Provincial Party Standing Committee, the Provincial People's Council Standing Committee, leaders of the Provincial People's Committee; leaders of departments, branches, sectors, and organizations of the province; Secretaries of district and city Party Committees and affiliated Party Committees; Chairmen and Vice Chairmen of People's Councils, Chairmen of People's Committees, Chairmen of Vietnam Fatherland Front Committees of districts and cities; and grassroots voters.
At the beginning of the afternoon session, delegates divided into groups to discuss issues related to the person subject to the vote of confidence. Taking a vote of confidence is an important supervisory activity, carried out in accordance with Resolution No. 96/2023/QH15 of the National Assembly "on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly or People's Council".
The vote of confidence for those elected by the Provincial People's Council aims to improve the effectiveness and efficiency of the National Assembly and the People's Council's supervisory activities; improve the quality and efficiency of the State apparatus; contribute to assessing the prestige and results of the implementation of assigned tasks and powers of those who are voted for, and vote for, confidence, helping them see their level of trust to continue to strive, practice, improve the quality and efficiency of their work; serve as a basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres.
At this session, the Provincial People's Council took a vote of confidence for the position holders elected by the Provincial People's Council according to Resolution No. 96/2023/QH15 of the National Assembly "on taking a vote of confidence, voting for confidence for the position holders elected or approved by the National Assembly, People's Council". According to the provisions of Clause 5, Article 2 of Resolution No. 96/2023/QH15: "No vote of confidence shall be taken for the position holders specified in Clause 1 and Clause 2 of this Article who have announced their resignation pending retirement or have been elected or appointed in the year of taking the vote of confidence". After reviewing and comparing the regulations, there are 6 people holding positions elected by the Provincial People's Council who are not subject to a vote of confidence and 24 people are subject to a vote of confidence with the following positions: Vice Chairman of the Provincial People's Council; Heads of Committees of the Provincial People's Council; Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee; Members of the Provincial People's Committee. Of the 24 people who were voted on, 4 were from the Provincial People's Council and 20 were from the Provincial People's Committee. The vote of confidence has 3 levels of assessment: "High confidence", "Trust", "Low confidence".
Next, the Provincial People's Council met in the hall to listen to the Standing Committee of the Provincial People's Council report summarizing the results of discussions at the Group on the content related to the vote of confidence; electing the Vote Counting Committee.
With a high sense of responsibility, impartiality, prudence, and objectivity, the Provincial People's Council delegates conducted a vote of confidence for the positions elected by the Provincial People's Council for the 2021-2026 term by secret ballot. The total number of delegates participating in the vote was 46/49 Provincial People's Council delegates.

The results of the vote of confidence were announced at the meeting. Accordingly, all 24 people who were voted on had a "high confidence" vote of 38 or more. In the Provincial People's Council, the person with the highest number of "high confidence" votes was comrade Le Thu Ha, Head of the Culture - Social Affairs Committee, Provincial People's Council with 42 "high confidence" votes (accounting for 91.3% of the total votes collected), 3 "confidence" votes (accounting for 6.52% of the total votes collected), 1 "low confidence" vote (accounting for 2.17% of the total votes collected). In the Provincial People's Committee, the person with the highest number of "high confidence" votes was comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, with 46 "high confidence" votes (accounting for 100% of the total votes collected). This was also the only delegate with an absolute number of "high confidence" votes. (See results here)
After the results were announced, the Provincial People's Council voted to pass a Resolution confirming the results of the vote of confidence for those holding positions elected by the Provincial People's Council at the 17th session, term 2021-2026.
Next, the Provincial People's Council carried out the process of electing additional members of the Provincial People's Committee for the 2021-2026 term. The Provincial People's Council unanimously elected additional members of the Provincial People's Committee for comrade Pham Thi Phuong Hanh, Director of the Department of Health.

Also in the afternoon session, the Provincial People's Council heard reports on: issuing a Resolution on the results of monitoring the implementation of legal provisions on Social Insurance, Health Insurance, Unemployment Insurance for employees at enterprises in Ninh Binh province from 2020-2022; establishing a delegation to monitor the State management of waste treatment in accordance with the law in Ninh Binh province; approving a Resolution on the Plan for organizing regular meetings in 2024 of the 15th Ninh Binh Provincial People's Council, term 2021-2026.
Listen to the group's reports on approving and adjusting investment policies for public investment projects; adjusting the Public Investment Plan for the 2021-2026 period (6th time); allocating the 2024 public investment plan from local budget capital; approving the Regulation on preferential policies on land use for socialized activities in the fields of education - training, vocational training, health, culture, sports, environment, judicial appraisal in Ninh Binh province; approving the final settlement of the State budget of Ninh Binh province in 2022...
