Provincial leaders inspect site clearance for two expressway projects - Lang Son Newspaper

- On March 27, Comrade Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee for compensation and site clearance for key provincial projects inspected the actual implementation of site clearance for two expressway projects in Cao Loc, Van Lang and Trang Dinh districts.

Comrade Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council inspected the project in Thuy Hung commune, Cao Loc district.

Attending the event were Mr. Luong Trong Quynh, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches; leaders of Van Lang, Cao Loc, Trang Dinh districts and representatives of project enterprises.

According to the report, as of March 26, the compensation and site clearance work for the Huu Nghi - Chi Lang border gate expressway project and the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project had been effectively implemented by the People's Committees of the districts.

The representative of the construction unit reported to the Standing Deputy Secretary of the Provincial Party Committee on the construction site situation of the project at the branch line in Hong Phong commune, Cao Loc district.

As a result, at the Huu Nghi - Chi Lang border gate expressway project, the districts have handed over 502.6/557.8 hectares, reaching 90.11% of the area to be recovered. For the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project, Van Lang district has handed over 177.6/210.5 hectares, reaching 84.3%, but there are still many housing locations that have not been relocated; Trang Dinh district People's Committee has handed over 206.21/247.91 hectares, equivalent to 83.62% of the plan.

The work of moving technical infrastructure, clearing dumping sites, and moving graves was effectively carried out by the districts, basically meeting the set progress requirements.

Discussing at the inspection session, representatives of project enterprises proposed that the Provincial People's Committee direct the People's Committees of districts to urgently relocate housing projects on the route; complete the relocation of remaining infrastructure on the route before March 31; speed up site clearance at dumping sites; and implement measures to stabilize prices of common construction materials for project construction.

Representatives of departments and branches requested the People's Committees of districts to urgently disburse capital for site clearance and resettlement; the construction of infrastructure relocation needs to be urgent and synchronous so that the infrastructure connection after relocation is convenient. At the same time, departments and branches requested project enterprises to increase human resources and construction equipment on cleared sections and conduct acceptance of completed volume to disburse allocated budget capital.

The Standing Deputy Secretary of the Provincial Party Committee delivered a concluding speech at the inspection session.

Speaking at the conclusion of the inspection, the Standing Deputy Secretary of the Provincial Party Committee commended the districts and cities for their drastic efforts in site clearance for expressway projects, especially Cao Loc district which has many positive changes. However, the site clearance work still has problems such as moving houses, building infrastructure for resettlement areas, moving graves, infrastructure and construction work still not meeting the progress requirements.

Regarding the tasks in the coming time, he requested the People's Committees of the districts to continue to resolutely direct agencies and units to accelerate the progress of site clearance for residential land areas; complete the relocation of infrastructure works in March 2025. At the same time, the People's Committees of the districts and cities urgently accelerate the construction progress of resettlement areas and site clearance of dumping sites to serve the project's dumping needs.

Departments and branches, according to their functions and tasks, urgently appraise the project's technical design, advise the Provincial People's Committee to issue a decision to change the purpose of forest use to another purpose, and manage the quality of the project according to the provisions of law...

On the side of the project enterprises, the Standing Deputy Secretary of the Provincial Party Committee requested that the enterprises uphold their responsibilities, mobilize sufficient machinery and equipment to construct the items, speed up the design and construction progress, and propose rest stops along the route in accordance with regulations. At the same time, the investor coordinates with representatives of competent state agencies to accelerate project adjustments, and add connecting bridge locations to the project dossier in accordance with regulations.
