Attending the ceremony, on behalf of the Party and State leaders, there were comrades: General To Lam - Politburo member, Minister of Public Security; Tran Quoc Vuong - Former Politburo member, former Standing member of the Secretariat of the Party Central Committee; Phung Quoc Hien - Former member of the Party Central Committee - Former Vice Chairman of the National Assembly of the Socialist Republic of Vietnam; representatives of leaders of central departments, ministries and branches.

On the side of Lai Chau province, there were comrades: Giang Pao My - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council, Head of the Provincial National Assembly Delegation; Vu Manh Ha - Alternate Member of the Party Central Committee, Permanent Deputy Secretary of the Provincial Party Committee; Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of Lai Chau province, departments, branches and sectors through the periods; comrades of the Standing Committee of the Provincial Party Committee; leaders of departments, branches and sectors of the province, along with a large number of people and tourists.

Also attending the ceremony were leaders of the provinces: Dien Bien, Yen Bai, Bac Ninh, Lao Cai, Phu Tho, Lang Son, Tuyen Quang, Son La, Ha Giang and Ho Chi Minh City.

In his speech at the ceremony, Comrade Giang Pao My - Secretary of the Provincial Party Committee emphasized: 115 years ago, on June 28, 1909, the Governor-General of Indochina issued a Decree to establish Lai Chau province, this is a historical milestone marking the name Lai Chau associated with the level of a provincial administrative unit. Through the struggles against French colonialism and American imperialism, the Party Committee, government and people of all ethnic groups in Lai Chau united, destroyed bandits and traitors, contributing with the army and people of the whole country to achieve the historic victory in the spring of 1975 and fulfilling international obligations to the friendly country of Laos.

To promote the province's potential and strengths in socio-economic development and meet the people's aspirations, at the 4th session, the 11th National Assembly passed Resolution No. 22/2003/QH11 on adjusting the administrative boundaries of a number of provinces, accordingly, Lai Chau province was divided into two provinces, Lai Chau and Dien Bien, and came into operation from January 1, 2004. This is an important event, opening a new chapter in the history of the Party Committee and people of the province.

In the early days of separation and establishment, Lai Chau was the most difficult province in the country; the socio-economy was underdeveloped; infrastructure was lacking and not synchronized; and the staff was lacking. However, with the efforts and determination to overcome difficulties of the Party Committee, the government and the people of all ethnic groups in the province, up to now, Lai Chau has achieved many important results in all fields. In particular, the economy has developed remarkably with an average growth rate of over 9%/year in 20 years; budget revenue in the area increased 70 times, from 31 billion VND to over 2,000 billion VND. Concentrated agricultural commodity production areas have been formed and expanded. Forestry has developed sustainably, with a forest coverage rate of over 52%. The appearance of urban and rural areas has improved a lot; by the end of 2023, the whole province will have 41.5% of communes meeting new rural standards, an average of nearly 14 criteria/commune.

The Party Committee and political system of the province are increasingly strong with 12 subordinate Party Committees, 551 grassroots Party organizations and over 30 thousand Party members. The organizational apparatus at all levels has been streamlined, operating effectively and efficiently. Inspection, supervision, prevention and combat of corruption and negativity have been strengthened, and Party discipline has been maintained.

The comprehensive development of Lai Chau province today has affirmed the correct policy of the Party and State on the separation and establishment of the province; the Party Committee, government and people of all ethnic groups in the province always remember and well implement Uncle Ho's advice in the letter to the people and cadres of Lai Chau 70 years ago. This is a solid premise and important motivation for Lai Chau to continue to develop more strongly in the new journey of striving to achieve the goals: "By 2030, strive to make Lai Chau a province with average development in the midland and mountainous region of the North; by 2050, become a province with a socio-economic level above the national average".

On behalf of the President of the Socialist Republic of Vietnam, General To Lam - Politburo member, Minister of Public Security, awarded the First Class Labor Medal of the President to the Party Committee, government and people of all ethnic groups in Lai Chau province.

Recognizing the results of Lai Chau province's efforts and endeavors over 20 years of separation and establishment, at the ceremony, authorized by the President of the Socialist Republic of Vietnam, General To Lam - Politburo member, Minister of Public Security awarded the First Class Labor Medal of the President to the Party Committee, government and people of all ethnic groups in Lai Chau province for their outstanding achievements in preserving and promoting the fine traditional cultural identities of ethnic groups associated with tourism development in Lai Chau province, contributing to the cause of building socialism and defending the Fatherland.

Speaking at the ceremony, General To Lam - Politburo member, Minister of Public Security acknowledged, highly appreciated and warmly commended the efforts and outstanding, proud achievements that the Party Committee, government, army and people of all ethnic groups in Lai Chau province have achieved over the past time. At the same time, he emphasized: Lai Chau is a mountainous province in the northwest border of the Fatherland, a vital fence, with a strategic position in terms of national defense and security. It is an important source and protection area for the country's large hydropower plants, as well as ensuring water security for the sustainable development of the Northern Delta region.

To achieve the set goals, Minister To Lam requested the Party Committee, government and people of all ethnic groups in Lai Chau province to continue to maintain and foster solidarity and unity within the Party Committee and the entire provincial political system, creating consensus among all classes of people; join hands, unite, strive, turn challenges into opportunities, turn difficulties into will and determination to act. Effectively implementing Party building work is key, building a clean and strong political system, associated with studying and following Uncle Ho and his teachings in the letter to the people and cadres of Lai Chau. Effectively organizing and implementing resolutions, directives and conclusions of the Party Central Committee, the National Assembly and the Government on socio-economic development, national defense, security and foreign affairs, focusing on resolutely and effectively implementing the Resolution of the 13th National Party Congress.

Strengthening the exploitation of potentials and advantages to promote rapid and sustainable socio-economic development, focusing on continuing to develop agricultural production associated with high-tech agricultural products. Developing the energy industry, exploiting minerals associated with environmental protection. Consolidating, strengthening and promoting the strength of the great national unity bloc; focusing on preserving and promoting the fine traditional cultural identities of ethnic minorities associated with the development of cultural tourism, community tourism; ensuring national defense - security and foreign affairs...

Responding to the direction of Minister of Public Security To Lam, on behalf of the Party Committee, government and people of all ethnic groups in Lai Chau province, Chairman of the Provincial People's Committee Le Van Luong affirmed that throughout the process of construction and development, Lai Chau province has always received the attention, monitoring, leadership, direction and facilitation of the Central Party Committee, the National Assembly, the Government, and central ministries and branches. Expressing gratitude, accepting and understanding the opinions and directions of General To Lam, the Chairman of the Lai Chau Provincial People's Committee promised that Lai Chau province will soon concretize them into programs and plans for effective implementation in the coming period.

Right after the award ceremony was the Art Program with the theme "Lai Chau - Imprints of a Journey". The program had the participation of performances from the People's Police Academy, Soldiers of Lai Chau Provincial Military Command, Provincial Cultural and Art Center, students of Lai Chau City High School and artists, singers...

Through the art program, it affirms the innovation, along with the aspiration to rise of the Party Committee, government and people of all ethnic groups of Lai Chau throughout the 20-year journey of separation and establishment of the province and the new journeys to come under the leadership and guidance of the Party, State, the help of central departments, ministries, branches and provinces and cities across the country.

At the end of the Celebration, delegates from the Party, State, Central ministries and branches, Lai Chau province leaders, artists, actors and people joined hands in a great solidarity circle.
