On June 22, continuing the program of the 5th session of the 15th National Assembly, delegates held a plenary meeting in the hall to discuss and vote to pass a number of draft laws and resolutions.
Accordingly, after listening to reports explaining, accepting and revising the draft, the National Assembly voted to pass the Law on Electronic Transactions (amended); Law amending and supplementing a number of articles of the Law on People's Public Security.
The National Assembly voted to pass the following draft resolutions: on capital allocation for the Socio-Economic Recovery and Development Program; on allocation and adjustment of the medium-term public investment plan for the Central budget for the 2021-2025 period and allocation of the Central budget investment plan for 2023 of the National Target Programs; and on resolutions on the establishment of the National Assembly's Thematic Supervision Delegation in 2024.
During the day, the National Assembly discussed in the hall the draft Law on Telecommunications (amended) and the Law on Citizen Identification (amended). Through the discussion, delegates agreed on the necessity of amending the Law on Telecommunications to overcome the shortcomings and limitations of the current law, institutionalize the construction and development of information technology infrastructure and digital infrastructure; supplement new policies, promote the development of telecommunications infrastructure and telecommunications services; expand development space for socio-economic fields; meet the requirements of building a digital government and digital economy.
Delegates also contributed many opinions on the provisions to complete the draft law, such as: scope, subjects of regulation, especially the expansion of the scope of regulation to new areas such as basic telecommunications services on the Internet, OTT, central services, cloud computing services, policies, business conditions, management for these new services. Consistency, synchronization with the relevant legal system, compatibility with international treaties. The right to participate in telecommunications activities, the right to ensure telecommunications safety for both service providers and service users; fair competition in telecommunications activities... National Assembly delegates were also interested in the basis, basis, purpose of establishing the Public Telecommunications Service Fund, efficiency, and operating principles of the fund...
Discussing the draft Law on Citizen Identification (amended), delegates agreed on the need for amendments to remove difficulties and obstacles in implementing the 2014 Law on Citizen Identification and meet current requirements and tasks, creating a legal basis for implementation, creating a breakthrough in digital transformation in our country. At the same time, serving the settlement of administrative procedures and providing online public services; socio-economic development; building digital citizens; perfecting the ecosystem serving the connection, exploitation, supplementation and enrichment of population data; serving the direction and administration of leaders at all levels. In addition, many delegates gave specific comments on the name of the law; on integrating information into the ID card; regulations on management, issuance of ID cards for people under 14 years old and issuance of ID certificates for people of Vietnamese origin; on electronic ID cards...
