In Tam Diep city, the Standing Deputy Secretary of the Provincial Party Committee and the working delegation inspected the embankment section of the underpass area, residential group 12, Tan Binh ward. This area is one of the completed works of the North-South expressway project, designed and constructed with a flood control elevation of +2.5m. In this area, during the rainy season, the water level of Ben Dang river often rises, causing water to overflow, causing localized flooding in agricultural production areas, residential areas and directly affecting the water pumping capacity of Quang Hien pumping station.
Faced with the above situation, Tam Diep city proposed to deploy a plan to install water regulating sluice gates in the Quang Hien underpass drainage area and build a spillway embankment connecting the underpass to the intersection of the expressway's curb.
Checking at the intersection of the expressway with the East-West road (Quang Son commune), the delegation noted that this is a drainage system that collects water from the East-West road, designed to collect water mainly from the road surface, the water is collected into the general water collection system along the road and a number of discharge points are arranged. However, at some points where drainage outlets have been arranged, there is currently no drainage system to drain the water but it is discharged directly into the pineapple production land of workers of Dong Giao Food Export Joint Stock Company and members of Quang Soi Cooperative. Therefore, it is necessary to have a suitable drainage plan to ensure long-term drainage for workers and members of the Cooperative to feel secure in production.
The delegation inspected the right dike of Cau Do River (from Dam Khanh Dong village to Yen Thang Commune Pumping Station), Yen Binh Ward. The right dike of Cau Do River, section Km0+900+Km1+500, is 600m long; the current low dike surface does not ensure flood protection according to the design task and needs to be upgraded. Tam Diep City proposed a plan to upgrade the dike to ensure an elevation of +3.5m.
Next, the Standing Deputy Secretary of the Provincial Party Committee and the working delegation inspected natural disaster prevention and control works in Hoa Lu city, namely: Tam Dong pumping station, Ninh Van commune, Vuon Lieu pumping station (Ninh Hoa commune), Chanh river lock (Truong Yen commune), Cam Gia sluice (Ninh Khang commune).
Tam Dong pumping station (Ninh Van commune) was built in 1976, the pumps are old, the discharge tank walls are peeling, cracked, the pumps vibrate, and make loud noises. The efficiency of the pumps is only 75%. Vuon Lieu pumping station (Ninh Hoa commune) was built in 2010, currently the flat roof of the station has deteriorated, the walls around the station are peeling, cracked, the roof is leaking, the floor is sunken, the discharge tank is close to a house, the current state is cracked, water overflows, affecting the surrounding houses; the pumps are old, dilapidated, make loud noises, efficiency is 75%.
Chanh River Lock was built in 1957 and repaired in 2005. Currently, the lock body has shown signs of insecurity such as cracks and seepage areas. The lock is considered a weak structure under the dike that does not ensure flood protection. On the other hand, the width of the top of the lock is smaller than the width of the dike surface, which does not meet the requirements of rescue work and dike protection during the rainy and stormy season. A protection plan needs to be developed.
Cam Gia culvert (Ninh Khang commune) was built in 1984 on the Day right dike, a key project for natural disaster prevention. The culvert is in a state of disrepair; the culvert body is short, the valve system is seriously damaged, the steel flap is rusty, the rubber gasket is old and no longer watertight, water leaks through the flap and underground through the bottom. The culvert flap is rusty, opened and closed by hand-cranked screw, a new construction is necessary.
After inspecting the actual situation of natural disaster prevention and control works in the area, the Standing Deputy Secretary of the Provincial Party Committee and the working delegation listened to the leaders of Hoa Lu city report on the current status of degraded works, and proposed plans for new construction and repair to ensure service for natural disaster prevention and control work in 2025 and the following years.
At the working session with the leaders of Hoa Lu city and Tam Diep city, Vice Chairman of the Provincial People's Committee Nguyen Cao Son assessed: The disaster prevention and control works in Tam Diep city and Hoa Lu city that were inspected are all key disaster prevention and control works that were built a long time ago, some items have degraded and need to be renovated and upgraded to ensure safety before the upcoming storm season. Hoa Lu city and Tam Diep city directed departments, offices and localities to promptly develop plans to protect the works in 2025. Ensure the safety of key dykes, the drainage system operates effectively to serve people's lives, serve production and create urban landscapes.
Through on-site inspection and listening to reports from sectors and localities, Deputy Secretary of the Provincial Party Committee Mai Van Tuat acknowledged the current status and recommendations from localities on proposed works, recommendations for new construction and repair to serve the work of natural disaster prevention and control. He emphasized that these are important works that both serve the work of natural disaster prevention and control and are essential infrastructure works serving traffic and creating landscape highlights for localities. Therefore, the Department of Agriculture and Environment presides over and coordinates with localities and relevant provincial authorities to review and carefully assess the current status and urgency of the works to advise and report to the Provincial People's Committee as soon as possible. On that basis, the Provincial People's Committee will assess the priority order of the works to report to the Standing Committee of the Provincial Party Committee for direction.
For projects under the capital allocation scheme with the Ministry of Agriculture and Environment as the investor, sectors and localities need to closely coordinate with investors to speed up project implementation progress and soon put the project into service for local disaster prevention and control.
In addition, the Standing Deputy Secretary of the Provincial Party Committee also requested that in the immediate future, sectors and localities pay attention to the safe operation of works; review vulnerable points, especially on dikes. At the same time, proactively develop and complete appropriate response plans for each level of natural disaster, ensuring mobility, sensitivity, practicality and effectiveness. Implement well the "4 on-site" motto, ensuring safety during the 2025 storm season.
* On the morning of April 10, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue (PCTT&TKCN) inspected natural disaster prevention and control work in Nho Quan and Gia Vien districts.
Also attending were comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of a number of relevant departments, branches, sectors and localities.
In Gia Vien district, Chairman of the Provincial People's Committee Pham Quang Ngoc and the delegation inspected the implementation of the Gia Tran Pumping Station Upgrade Project. The project was approved by the Provincial People's Committee in January 2025, with a total capacity of 40,000 m3/h; the goal is to ensure safety, meet drainage requirements for flood and storm prevention, ensure the safety of people's lives and property, businesses, factories, and production facilities in the area north of the Hoang Long River dike in general and the Gian Khau urban area in particular.
Next, the delegation inspected the drainage system for Gian Khau Industrial Park. Currently, the drainage system of Gian Khau Industrial Park consists of 3 major key works: Gia Tran Sewer and Pumping Station with a total capacity of 32,500 m3/h; Cung Soi Pumping Station with a capacity of 25,900 m3/h; Gia Tan Sewer and Pumping Station with a capacity of 18,500 m3/h.
Also in Gia Vien district, the Chairman of the Provincial People's Committee and the delegation inspected some sections on the left dike of Hoang Long River. During the 2024 storm season, floods occurred on Hoang Long River above alert level III and some sections on the dike experienced leakage and seepage. Currently, the contractor and construction unit are urgently handling grouting and waterproofing at these locations to ensure safety before the 2025 storm season.
In Nho Quan district, the delegation inspected 3 large lake and dam routes in the area: Thuong Sung lake, Yen Quang lake and Dong Chuong lake. According to reports from the locality and functional agencies: The main dam route of Thuong Sung lake was built in 1974, has been invested in renovation and upgrading, however, the construction has not been completed yet, it is necessary to soon invest in closing the main dam route and completing some auxiliary items such as lakeside management roads, flood drainage channels and works on the canal.
Regarding Yen Quang Lake, the spillway from Lake 3 to Lake 4, the downstream slope has slipped, causing the spillway to break, causing water loss to Yen Quang Lake 3 and unsafety to Yen Quang Lake 4. It needs to be upgraded and repaired soon to meet the requirements of natural disaster prevention and control.
For Dong Chuong Lake, some water intake culverts and downstream slopes have been seeping and leaking water and need to be repaired, and some sections of the canal and flood drainage culverts need to be reinforced to ensure safety during the rainy and stormy season.
Through inspection and understanding of the reality, Chairman of the Provincial People's Committee Pham Quang Ngoc assigned the Department of Agriculture and Environment to continue to coordinate with localities to strengthen inspection and review all vulnerable points, synthesize reports, and immediately propose solutions to complete before the rainy season. Regarding the drainage of water in Gian Khau Industrial Park, he requested relevant units to continue to coordinate well; strengthen environmental sanitation, avoid water flow blockages, and promptly drain water to ensure safety for production activities of enterprises.
For some lakes and dams under construction, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to direct construction contractors to speed up construction progress, prioritize construction of key points first, and ensure completion before the rainy and stormy season. Emphasizing that Nho Quan and Gia Vien are key areas in natural disaster prevention and control and search and rescue, he requested the two localities to effectively implement the PCTT&TKCN plan according to the "4 on-site" motto; operate and ensure absolute safety for dykes, lakes and dams; promptly detect and immediately direct the implementation of measures to absolutely ensure the safety of lives and property of the State, people and businesses.
