Comrade Bui Van Manh, Director of the Department of Tourism, said: In recent years, Ninh Binh province has issued many mechanisms and policies to attract investment resources to develop the tourism industry's technical infrastructure system, build modern cultural institutions imbued with the identity of the ancient capital Hoa Lu with a thousand years of culture; upgrade urban technical infrastructure systems, beautify the landscape; create new values ​​to connect the indigenous and modern characteristics of the past urban area with the future urban area on the basis of effectively, harmoniously and sustainably preserving heritage values.

Along with creating favorable infrastructure for tourism development, Ninh Binh has strengthened state management of culture and festivals, contributing to improving the quality of tourism services. The province and relevant agencies have coordinated with domestic and foreign organizations and individuals to carry out many scientific research projects, projects to restore and embellish historical-cultural relics, invest in facilities to serve heritage conservation and tourism development; build reasonable tours and routes; promote propaganda and promotion; strengthen training to improve the quality of human resources; pay attention to promoting the production of traditional handicrafts and precious products of each region to serve the needs of tourists...

In particular, in recent years, with the goal of building the cultural and tourism industry into a key economic cluster, the Department of Tourism and tourism businesses in the area regularly organize cultural, scientific and artistic events of national and international significance, attracting a large number of tourists, experts and domestic and foreign artists to participate.

Many domestic and foreign film producers have chosen Ninh Binh as a film production location, promoting economic development, expanding exchanges and cooperation to create highlights for cultural tourism spots in Hoa Lu city, thereby promoting to the world the image of a friendly ancient capital rich in cultural traditions.

Cultural, tourism and sports events that have attracted great attention include: Ninh Binh Tourism Week "The Golden Color of Tam Coc - Trang An"; Ninh Binh Festival; art programs celebrating the 1050th and 1055th anniversaries of Dai Co Viet State; the 200th anniversary of the name Ninh Binh and the 30th anniversary of the re-establishment of the province; the art program to open the National Tourism Year - Ninh Binh 2021, annual art programs at Hoa Lu Festival, Trang An Festival, Bai Dinh Festival; Ninh Binh Xam Singing Festival 2019, 2022, 2023; White Reeds Live Show 2023; Live Concert "Brilliant Horizon" by singer Ha Anh Tuan 2023...

Creating world-class heritage tourism products

According to many experts, it is undeniable that the heritage economic model in Ninh Binh has been affirming its brand and position in the economic structure of the province. Most of the cultural heritages have been researched, identified, clarified, and voluntarily and consciously preserved and promoted by the people in social life. Many tourism products associated with Trang An Heritage, Hoa Lu Ancient Capital and intangible cultural heritage values ​​have been affirmed in the domestic and international markets, becoming attractive, typical products, pillars of the province, attracting a large number of domestic and international tourists, contributing to building the Ninh Binh tourism brand such as: Trang An Eco-tourism Area, Tam Coc-Bich Dong Tourist Area, Hoa Lu Ancient Capital, Thung Nham Eco-tourism Area, Mua Cave...

Ninh Binh tourism continues to receive great recognition through many prestigious awards from international organizations and websites, notably: Top 10 most attractive experiences in 2024; Top 10 friendliest destinations in the world; Forbes international magazine ranked Ninh Binh 4th in "Top 10 wonders of the world for people who don't like crowds"; Trang An scenic complex was voted as "influential destination in the world".

In addition to the achieved results, cultural tourism and heritage tourism activities still have some limitations, such as the lack of depth in linking tourism with cultural heritage and the lack of breakthrough products. Investment resources to improve the quality of cultural tourism and heritage tourism products for tourism are still limited. Cultural tourism products have not been effectively exploited, there is a lack of high-quality products and services, low competitiveness, many products are still overlapping, monotonous and saturated in the market...

According to Director of Ninh Binh Department of Tourism Bui Van Manh: To overcome challenges and ensure sustainable heritage economic development, Ninh Binh province needs to focus on promoting heritage conservation. Increase investment in research and conservation of historical, cultural and natural values ​​at heritage sites. Use digital technology such as virtual reality (VR) to recreate cultural values ​​and reduce pressure on original relics. Encourage eco-tourism models, use renewable energy and minimize negative impacts from plastic waste. Businesses and tourists need to be encouraged to use environmentally friendly products.

Along with that, Ninh Binh needs to focus on attracting resources to upgrade smart infrastructure. Integrating smart technology into tourism management, such as online ticket booking applications, digital tourism maps and visitor number control systems. This not only helps improve the experience for visitors but also better manages impacts on heritage.

Promote the image of Ninh Binh through international cultural, sports and tourism events. Creative communication campaigns on digital platforms such as social networks and video channels will help expand the international tourist market.

One of the important factors for Ninh Binh to develop its heritage economy is to expand specialized training programs for tourism personnel, especially tour guides and service staff. Improve foreign language skills and raise awareness of heritage conservation in the community. Strengthen cooperation with international organizations such as UNESCO, provinces and cities across the country to share experiences and mobilize resources for sustainable tourism development. Ninh Binh with its special potential and heritage values ​​has proven its important role in developing Vietnam's tourism economy.

However, to develop sustainably and affirm its international position, the province needs to continue to invest strategically in heritage conservation, upgrade infrastructure and create unique tourism products.

The coordination between the government, businesses and local communities will be the key factor to help Ninh Binh province become a model of heritage economic development not only in Vietnam but also in the world.
