Veteran revolutionary Nguyen Van Hoan was born in 1907 in Nam Dinh city. In 1926, he joined the Vietnam Revolutionary Youth Association. After that, Nguyen Van Hoan went to Guangzhou (China) to attend a political training class taught directly by Nguyen Ai Quoc. In April 1927, Nguyen Van Hoan was sent back to the country by the Northern Region Committee to work and build up the association's bases in Nam Dinh, Ninh Binh, and Ha Nam. He was elected by the provisional provincial executive committee as Secretary of the Nam Dinh-Ninh Binh-Ha Nam inter-provincial committee. At the same time, Nguyen Van Hoan established the Vietnam Revolutionary Youth Association branch in Lu Phong commune, now Lu Phong village, Quynh Luu commune, Nho Quan district. In October 1927, Nguyen Van Hoan was sent to Coi Tri to inspect the revolutionary movement and, together with comrade Ta Uyen, established the second Party branch in Ninh Binh, then continued to establish the Party branch in Truong Yen commune, Gia Khanh district. Nguyen Van Hoan and his comrades then held a conference to announce the establishment of the Indochinese Communist Party Committee of Ninh Binh province and Nguyen Van Hoan was elected to hold the position of Secretary of the Provisional Executive Committee of the Ninh Binh Provincial Party Committee, then elected as Secretary of the Inter-provincial Committee of the Vietnam Revolutionary Youth Association of Nam Dinh-Ninh Binh-Ha Nam.
Under the leadership of Nguyen Van Hoan and his comrades, revolutionary ideology was strongly spread in the three provinces of Nam Dinh - Ninh Binh - Ha Nam. In particular, in Ninh Binh, Nguyen Van Hoan directed many revolutionary activities that caused great resonance. During his activities, revolutionary Nguyen Van Hoan was also twice imprisoned by the enemy in Ninh Binh Prison and Con Dao Prison. When the August Revolution broke out, Nguyen Van Hoan was Chairman of the Provisional Revolutionary Committee of Nam Dinh City. During the resistance war against the French, he was Vice Chairman of the Inter-Vietnam Inter-Zone 3 Committee. After the revolution, he held the following positions: Chief Justice of the Hanoi Appellate Court, Deputy of the Central Party History Research Board, Deputy Director of the Vietnam Revolutionary Museum until his retirement. Mr. Nguyen Van Hoan passed away in 1991.
For his contributions, veteran revolutionary Nguyen Van Hoan was awarded the Ho Chi Minh Medal by the State Council during his lifetime. His name was also given to a street in Ninh Binh city (now Hoa Lu city).
To commemorate the merits of the revolutionary predecessor, the Vietnam Historical Science Association, the “Past and Present” Magazine in collaboration with the Ninh Binh Provincial Historical Science Association have implemented the casting of a statue of Nguyen Van Hoan through the program “Each person, one drop of bronze to cast a statue of a famous person” and presented the portrait statue of this revolutionary to the Ninh Binh Provincial Museum.
At the ceremony, witnessed by relatives of the revolutionary veteran Nguyen Van Hoan, representatives of the Vietnam Historical Science Association, the magazine "Past and Present", the Ninh Binh Historical Science Association presented the portrait statue of the revolutionary to the Ninh Binh Provincial Museum; performed the ceremony of placing the statue at the permanent display area of the Provincial Museum.
