On the morning of May 30, continuing the program of the 5th session of the 15th National Assembly, delegates held a plenary session in the hall to discuss: some contents with different opinions of the draft Law on Electronic Transactions (amended); Decision on investment policy for the traffic route project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting with Lam Dong and Ninh Thuan; Adjustment of investment policy for the Ka Pet Reservoir Project, Ham Thuan Nam district, Binh Thuan province.
Discussing the investment policy of the projects, the majority of opinions agreed on the necessity of investing in the traffic project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan and adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province. There were opinions suggesting further research on the authorization mechanism for projects related to forest conversion similar to the two projects to avoid having to submit to the National Assembly multiple times.
Regarding the investment policy for the road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan, delegates suggested carefully studying the route to ensure savings and efficiency, carefully calculating the plan for site clearance, migration and resettlement to avoid problems during implementation.
Discussing some contents with different opinions of the draft Law on Electronic Transactions (amended), delegates focused on giving opinions on the scope of application, explanation of terms, State management responsibilities for electronic transactions, digital signatures for public service, State management responsibilities for digital signatures for specialized use, electronic identification accounts, etc.
In the afternoon, the National Assembly discussed in groups the draft Resolution on taking a vote of confidence, a vote of no confidence for people holding positions elected or approved by the National Assembly and People's Councils (amended); the draft Resolution of the National Assembly on piloting a number of special mechanisms and policies for the development of Ho Chi Minh City. The delegation of the National Assembly of Ninh Binh province participated in the discussion in group 12 with the delegations of the National Assembly of Hung Yen, Quang Tri provinces and Can Tho city.
Discussing in groups about the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, delegate Nguyen Thi Thanh, member of the Party Central Committee, member of the National Assembly Standing Committee, Head of the Delegation Work Committee, Deputy Head of the Central Organization Committee (National Assembly Delegation of Ninh Binh province) agreed with the issuance of the Resolution, considering this the desire not only of voters and people of Ho Chi Minh City but also of people across the country, thereby creating momentum for the development of the city and the whole country. However, the delegate also suggested that in addition to the content and solutions that have been developed, it is necessary to consider the pilot implementation time, the policies need to have a longer-term vision and be more innovative for Ho Chi Minh City, ensuring that when the pilot ends, the issued policies are truly effective.
Discussing the draft Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils (amended), delegate Nguyen Thi Thanh clarified the reasons for some amended regulations such as: the regulation that some positions elected or approved by the National Assembly and People's Councils are not eligible for a vote of confidence; the addition of a regulation that no vote of confidence is taken for people who are on leave to treat serious illnesses...
Also participating in the discussion in the group, delegate Tran Thi Hong Thanh (Deputy Head of the National Assembly Delegation of Ninh Binh Province) agreed with the issuance of the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. In addition, delegates specifically participated in: the effectiveness and efficiency of the pilot policy; inter-regional development issues; financial mechanisms and policies; carbon credit market transactions, etc.
