On the morning of February 24, the Provincial People's Council, term XVII, 2021 - 2026, held the 27th Session (special session), to consider and approve a number of draft resolutions submitted by the Provincial People's Committee. Comrades: Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nong Thanh Tung, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; Ha Nhat Le, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council co-chaired.

At the meeting, delegates listened to the contents of 9 draft resolutions (NQ) including: Establishing the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; establishing the Department of Construction on the basis of merging the Department of Transport and the Department of Construction; establishing the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; establishing the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; establishing the Department of Home Affairs on the basis of merging the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs; establishing the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on religion from the Department of Home Affairs; assigning civil servant payrolls in agencies of the People's Council and People's Committee at the provincial and district levels of Cao Bang province in 2025; approving the total number of employees in public service units and associations assigned by the Party and the State in 2025; Policy on converting forest use to other purposes in the province by 2025.
At the same time, delegates focused on researching, discussing, and contributing ideas to the contents presented at the meeting.

It is a specialized agency under the Provincial People's Committee, performing the function of advising and assisting the Provincial People's Committee in State management of ethnic minority, belief, and religion affairs and performing tasks and powers according to the decentralization and authorization of the Provincial People's Committee and the Chairman of the Provincial People's Committee.
Approving the policy of changing the purpose of forest use to another purpose to implement the Project of Factory producing bamboo blanks, industrial pressed bamboo and bamboo products with an area of 0.82 ha of planted forest belonging to production forest. The Provincial People's Council assigned the Provincial People's Committee to organize the implementation of the resolution and report the results to the Provincial People's Council according to regulations.
Assigning civil servant positions in agencies of the People's Council and People's Committee at the provincial and district levels in 2025, with 2,013 positions, specifically: 1,122 positions at the provincial level; 886 positions at the district level; 5 positions recovered after merging administrative units. The Provincial People's Council assigns the Provincial People's Committee to implement this Resolution and periodically report the implementation results to the Provincial People's Council according to regulations. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Delegation Groups and the Provincial People's Council delegates supervise the implementation of this Resolution.
Approving the total number of employees in public service units and associations assigned by the Party and the State in 2025, accordingly: Public service units (service establishment) 16,335 positions; associations assigned by the Party and the State 76 positions; positions recovered after merging administrative units 1 position. The Provincial People's Council assigned the Provincial People's Committee to implement the resolution and periodically report the implementation results to the Provincial People's Council according to regulations.
Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Trieu Dinh Le proposed: Based on the resolutions passed by the Provincial People's Council, the Provincial People's Committee shall issue administrative decisions on the apparatus and specific personnel so that the newly established departments and branches can operate immediately and continuously. Proactively review, amend, and supplement specific regulations to promptly issue to handle a number of issues related to the operating mechanism and coordination mechanism between relevant agencies to ensure the continuous, smooth, and favorable operation of agencies, organizations, and enterprises when implementing the organizational arrangement.
It is recommended that leaders of departments, branches and district levels, party committees from the party cell upwards, each cadre, party member, civil servant and public employee continue to raise awareness of responsibility, maintain their bravery for the common good, especially those subjects, cadres, civil servants and public employees directly affected by the streamlining of the apparatus need to strictly comply with the mobilization and assignment of the organization and the Party to maintain high solidarity and unity in the process of restructuring the apparatus.
The year 2025 is of great significance, a year of acceleration, breakthrough, and completion in implementing the Resolution of the 19th Provincial Party Congress, and at the same time, the year of Party congresses at all levels. It is recommended that the government, the Fatherland Front and socio-political organizations from the province to the grassroots continue to promote the spirit of solidarity, overcome difficulties, focus on leadership, direction and organization of synchronous and effective implementation of tasks and solutions to successfully implement the goals and tasks of socio-economic development, ensure national defense, security, Party building and the political system, determined to create breakthroughs and changes in the socio-economic development of the province, as a premise for implementing the tasks of the following years. Each department, branch and locality strengthens coordination, solidarity, unity and shared responsibility in implementing the political tasks of the province. Be proactive in following the functions and tasks of each agency and unit, promoting the highest responsibility of the leader in directing and operating each specific task.
Immediately after the session, the delegates of the Provincial People's Council, the delegations of the Provincial People's Council, and the Provincial People's Council Committees informed the voters about the resolutions that had been passed; continued to promote their roles and responsibilities, strengthened supervision to promptly grasp the issues arising in the process of implementing the resolutions and promptly proposed and recommended effective solutions to solve practical problems at all levels and sectors, so that the resolutions could truly come into life, promoting local development.
