Not only is it a cultural space, a community activity, a place for performing arts and sports, but it is also a place to transmit, preserve and promote the effectiveness of heritage. Therefore, in the process of perfecting the criteria for cultural facilities, many localities in the province have had creative ways to promote and mobilize community participation in building cultural institutions.
Van Trang village, Thuy Van commune (Thai Thuy) mobilizes social resources to contribute to improving and enhancing people's spiritual life.
Good model, effective way
Binh Minh village, Bach Thuan commune (Vu Thu) is one of the localities with newly built cultural institutions and sports areas, spacious, clean and beautiful, meeting the needs of meetings, community cultural activities, meeting new rural standards (NTM). In the process of implementing cultural criteria, all work of the village is brought up for discussion and is public and transparent during the implementation process.
Having been the Head of Binh Minh Village for more than 10 years, Mr. Tran Van Hoa shared: In the movement to build a new rural area, the people have enthusiastically supported. The people know, the people discuss, the people work together with the village grassroots, so for nearly 10 years the village has achieved the title of cultural village. During the time of building the village cultural house, after meetings and consultations, not only the people in the village but also the children living far from home agreed and supported. The village cultural institution was built and completed with a total cost of more than 700 million VND. Since the cultural house was built, the spiritual life of the villagers has been significantly improved, there is a spacious meeting place, a sports field, cultural and artistic activities, everyone is excited.
Together with effectively promoting socialized resources, in Thai Thuy, in the past 3 years, the total investment cost for building cultural houses in villages and residential groups was nearly 66 billion VND, of which socialized resources accounted for over 60%. Residential areas started building cultural institutions in difficult financial conditions, but with the attention of the District Party Committee, the District People's Committee and specific guidance from the cultural sector, especially the determination of the Party Committees and authorities of communes and towns, the active participation of the village and residential group front working committees, the construction of cultural and sports institutions in villages was completed on schedule, achieved high quality and received the joint efforts of all classes of people. In particular, children far from home in Thuy Hung commune invested more than 2 billion VND to build a cultural house in Cao Duong Ha village; children far from home in Thuy Dan commune invested 4.5 billion VND to build a cultural house in An Dan village; Tan Lap village cultural house, Thai Do commune was invested with 3.2 billion VND, Van Trang village multi-purpose gymnasium, Thuy Van commune was invested with 2.6 billion VND... In addition, there were contributions in terms of working days to build and complete facilities and equipment, creating a new look for the village cultural house and residential group.
The spacious cultural institution system with folk dance, sports, chess, health care activities... has practically improved the spiritual life of the people.
Ms. Nguyen Thi Thuy, Head of the Department of Culture and Information of Thai Thuy district, said: Determining that building model village cultural houses is a regular task with no stopping point, Thai Thuy district continues to propose many solutions for implementation, striving to build 100% of model village and residential group cultural houses by the end of 2025.
Mobilizing the participation of the whole society
Implementing the criteria on cultural facilities, in the whole province, 100% of villages have places for cultural activities, entertainment, and physical training that meet the prescribed standards, ensuring adequate conditions to serve cultural, artistic, and physical training activities of the village. However, among these, there are still villages that are using communal houses or communal cultural houses and sharing communal sports grounds or those of other villages. In general, most of the village cultural houses have met the criteria of having a planned land area of 300m2 or more; a construction scale of 100 seats or more; having equipment and interior decoration to ensure solemnity, suitable for community cultural activities. Village sports grounds are basically planned to have an area of 500m2 or more, with surrounding ditches, and have popular and traditional sports equipment suitable for the needs of use and mass sports movements in the locality.
According to statistics, in the 4 years of 2021 - 2024, through the implementation of the project to support and improve the operational efficiency of the model of cultural houses, village sports areas, and residential groups in the province, 406 villages and residential groups have received support from the provincial budget of 33 billion VND, mobilizing more than 50 billion VND in socialized resources to purchase cultural and sports equipment, distribute documents, organize training for the management board of mass art and sports clubs...
Implementing the province's project, the People's Committee of Thai Binh city has issued a project to build and improve the quality of cultural houses, hamlets, and residential groups in the city for the period 2022 - 2030, in which each cultural house, hamlet sports area, and residential group implementing the province's project will be supported with 30 million VND.
Ms. Ha Thi Thu Phuong, Vice Chairwoman of the City People's Committee, shared: The city has reviewed 100% of grassroots cultural institutions, invested in construction, upgrading and repairing with a budget of tens of billions of VND each year for village cultural houses, residential groups, and cultural works in 19 wards and communes.
The cultural sector has identified one of the key solutions for perfecting cultural and sports institutions in villages and residential groups associated with building advanced new rural areas and model new rural areas as mobilizing socialized funding sources to invest in construction, renovation, repair and purchase additional equipment and facilities; at the same time, organizing the exploitation of a variety of cultural, sports and entertainment services at the institutions to create self-funded revenue and maintain the operations of the institutional system. From the efforts to implement the criteria in building new rural areas of localities, grassroots cultural and sports institutions are increasingly accompanying the spiritual life of the people, expressing the cultural appearance of each residential area and contributing to the comprehensive development of people. Thereby, not only is the rate of cultural families and cultural residential areas improved, but it is also practically oriented towards the common interests of the community and society.
The cultural house of Thuong Phuc village, Thuy Son commune (Thai Thuy) is one of the cultural institutions that has been invested in and built spaciously, meeting the criteria of a model residential cultural house.
