Speaking at the opening of the 9th Session of the People's Council of Dong Thap province, term X, 2021 - 2026, on December 6, assessing the socio-economic situation of the province in 2024, Mr. Phan Van Thang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Dong Thap province, said that thanks to the drastic participation of the entire political system, the business community and the people in the province, along with the close and profound leadership of the Party Committee; all levels, sectors and localities have closely followed the policies and practical situation, focused on directing the drastic, flexible and effective implementation of tasks and solutions in all fields, so the socio-economic situation of Dong Thap province continues to recover positively and achieve many important results.

“It is expected that by the end of 2024, the province will achieve and exceed 20/22 targets compared to the annual plan, of which 8 targets will be exceeded and 12 targets will be achieved. Each sector and field will be more prosperous than in 2023…”, Mr. Thang affirmed.

In the agricultural sector, the production and consumption of agricultural products are favorable. The added value of the agricultural - forestry - fishery sector in 2024 is estimated at VND 21,967 billion, the growth rate is 3.05% (equivalent to an increase of VND 651 billion). All crops in 2024 are completed according to plan, with stable productivity, high production efficiency and are shifting in the right direction of restructuring, going into depth towards improving quality, reducing costs, adapting to the market, developing sustainably, contributing to improving farmers' income.

It is expected that by the end of 2024, the whole province will have 621 products recognized as 3-star or higher OCOP products (an increase of 168 products compared to 2023), 379 OCOP products will be traded on e-commerce platforms.

Industrial production is recovering and growing steadily after the decline in 2021, creating momentum for a breakthrough in the following year. The added value of the industrial sector is estimated at VND 12,598 billion, with a growth rate of 8.53%. In particular, the processing and manufacturing industry continues to play a key role, accounting for 18.28% of GRDP.

Trade and service activities are bustling through festivals, consumer stimulus programs, trade fairs, and e-commerce. The trade and service situation has recovered positively with total retail sales of goods and consumer services estimated at VND 141,500 billion, up 11.88% compared to 2023. The added value of the trade and service sector reached VND 28,225 billion, a growth rate of 6.83% (equivalent to an increase of VND 1,806 billion) - the highest increase in the past 5 years.

The export turnover of goods (excluding temporarily imported and re-exported goods) in 2024 is estimated at 1.850 billion USD, an increase of 42.27% compared to 2023, reaching 132.14% of the plan. Border trade import and export activities are quite active, with an estimated turnover of 740 million USD, equal to 137.38% compared to 2023, reaching nearly 235% of the plan.

In recent times, Dong Thap province has focused on improving the quality of tourism services associated with building local images, linking development with localities in the region. Along with that, continuing to invest in completing tourism infrastructure, developing diverse tourism products. Completing a number of new models and tourist destinations in localities such as: Tien Sen tourist destination (Thanh Binh district), Hoang Son eco-tourism destination (Chau Thanh district); supporting the formation and development of new tourism models such as: Tram Chim rural market model (Tam Nong district), weaving village fair (Hong Ngu district); Nhu Farmstay tourist destination (Lap Vo district); sightseeing tour "Tram Chim National Park - There is a place like that" ...

The province has successfully organized the first Sa Dec Flower and Ornamental Festival, the 157th anniversary of the death of General Vo Duy Duong and Commander Nguyen Tan Kieu at the Go Thap Relic Site, the second Dong Thap Lotus Festival, the second Mekong Delta Startup Forum, and the Tra Fish Festival, creating momentum to promote tourism and other service industries.

It is estimated that in 2024, the whole province will attract 4.2 million tourists, an increase of 4.22% compared to 2023, reaching 100% of the annual plan; of which, the number of international tourists increased 5.4 times compared to the previous year; tourism revenue is estimated at 2,000 billion VND, an increase of 5.26% compared to the previous year.

In 2024, the total state budget revenue in the area is estimated to reach VND 9,675 billion, an increase of 15.9% compared to 2023, reaching 100% of the annual estimate. This result shows that the province's state budget revenue sources have basically recovered, especially revenue from import-export activities.

The implementation of public investment projects and works has been focused and prioritized, with 100% of the 2024 plan having been detailed. As of November 25, 2024, the disbursement result was VND 4,528,837 billion/VND 7,137,083 billion, reaching 63.46%. For the remaining time of the year, investors are urgently completing the implementation volume and making payments according to regulations, striving for the target of 100% disbursement.

Reaching many targets for the period 2021 - 2025

Reporting on the results of implementing the general objectives of the 5-year socio-economic development plan (2021 - 2025), the People's Committee of Dong Thap province said that the province has maintained an equal and favorable investment and business environment, which has been highly appreciated by the business community and people through the PCI, PAPI, PAR Index, SIPAS indexes, attracting many resources for socio-economic development. The average economic growth rate (GRDP) in the period of 2020 - 2025 is estimated at 5.44%/year, the average GRDP per capita reached 85.14 million VND (1.6 times higher than in 2020).

All three economic sectors have grown and expanded in scale. In particular, agriculture has played a supporting and central role in the economy, industry - construction and trade - services have recovered quickly and regained good growth momentum, promoting the province's key industries to restructure in depth, with increasing value. Taking advantage of opportunities from the integration process, the province's key products (fresh and processed agricultural products, processed seafood, animal feed, garments, footwear, rice products...) continue to be widely supplied in the market, especially for export.

Tourism has recovered well after the pandemic and continues to make positive contributions to the economy and promote the local image. Infrastructure is increasingly improved, especially transport infrastructure with many regional expressway projects being implemented. State budget revenue in the 2021-2025 period is estimated at VND 43,206 billion, an average increase of 3.7% per year, an increase of 15.6% compared to the 2016-2020 period.

The quality of cultural activities is increasingly improved. The quality of education has changed compared to the period 2015 - 2020, some indicators have exceeded the common level of the Mekong Delta region. The material and spiritual life of the people continues to improve, the income of workers is increasing. Social security is well implemented, national defense and security are maintained.

Compared to the 5-year targets (2021 - 2025), up to now, the province has achieved and exceeded a number of targets. Specifically, the poverty rate is 1.08% (target below 3%); the number of newly established cooperatives in the period has reached 37 cooperatives (target of 35 cooperatives).

In addition, some component indicators of the new rural construction indicator group such as the number of communes achieving new rural standards is 115/115 communes, reaching 100% (target 90%), of which, 49/115 communes meet advanced new rural standards, reaching 42.6% (target 30%), the number of district-level units completing the task of building new rural areas and achieving new rural standards is 11/12 units (target 10 units).

It is expected that by the end of 2024, the whole province will have 650 newly established enterprises (reaching the plan), with a total registered capital of more than 5,100 billion VND and 160 re-established enterprises, bringing the total number of operating enterprises to about 5,400 enterprises (exceeding the target of 5,300 enterprises of the term).
