Important recommendations on the $4 billion metro line connecting Can Gio

The Department of Transport and Public Works of Ho Chi Minh City has just sent a document to departments and branches about the metro line plan connecting the center of Ho Chi Minh City with Can Gio district (metro line No. 12).

Accordingly, this metro line is about 48.7 km long, starting at Nguyen Van Linh Street (District 7), ending at a 39-hectare land plot near Can Gio coastal tourist urban area.

The planning of this route has been updated in the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, expected to be submitted to the Prime Minister for approval. The Prime Minister has directed the study and implementation of the project through announcements from the Government Office.

According to the Ho Chi Minh City Department of Transport, Resolution No. 188 of the National Assembly on piloting special mechanisms and policies to develop the urban railway system in Hanoi and Ho Chi Minh City has not yet included this route in the list of projects entitled to special mechanisms. However, the Government has the authority to adjust the list according to Ho Chi Minh City's proposal. If the project is added, the investment process will be accelerated.

Therefore, the Department of Transport and Public Works proposed that the City People's Committee recommend the Prime Minister to agree on the policy of adding this route to the project list to implement according to Resolution No. 188.

According to Vingroup's proposal, the urban railway connecting the center of Ho Chi Minh City to Can Gio passes through District 7, Nha Be District and Can Gio District. The project has a scale of double track, 1,435mm gauge, elevated with a length of 48.5km, infrastructure designed with a speed of 250km/h, axle load of 17 tons/axle. Regarding passenger transport capacity, the train can carry 30,000 - 40,000 people/hour.

According to preliminary research, the project has a total investment of about VND102,370 billion (USD4.09 billion).

This project is expected to be invested in the form of public-private partnership (PPP) - BOO (build - own - operate) contract. Vingroup Corporation will invest in the construction with its own capital and capital mobilized according to the provisions of law, own and exploit, operate the project after completion.

Regarding progress, the project is being prepared for investment since this year, including the steps of organizing the preparation and completion of the pre-feasibility study report, submitting it to competent authorities for inclusion in the urban railway development plan and approving the investment policy. Next is organizing the preparation and appraisal of the Feasibility Study Report and deciding on project investment. At the same time, organizing the preparation, appraisal, approval of the Construction Design and estimate and implementing the site clearance compensation work.

The project implementation phase is expected to be from 2026-2028. Construction will be from 2026-2027, trial operation and project handover will be in 2028.

Preparing to build Thu Thiem - Long Thanh railway

The Ho Chi Minh City Department of Transport and Public Works has just sent a document to the Department of Finance, Justice, Construction and the City Urban Railway Management Board requesting comments on the investment plan for the Thu Thiem - Long Thanh railway line.

Currently, the Ministry of Construction is preparing for investment in this railway line. The Ministry is also preparing a pre-feasibility study report, expected to submit it to the National Assembly for approval of the investment policy in October 2025.

The Ho Chi Minh City People's Committee stated that the Thu Thiem - Long Thanh railway is a national railway, under the investment responsibility of the Ministry of Construction. Assigning the locality as the competent authority to implement the investment is under the consideration and decision of the National Assembly.

Currently, the Ministry of Construction is completing the Pre-Feasibility Study Report and is expected to submit it to the National Assembly for approval of the investment policy in October 2025 or earlier.

Ho Chi Minh City believes that the Ministry of Construction will continue to preside over the project, and at the same time propose to consider assigning Ho Chi Minh City as the investment management agency, ensuring compliance with current regulations.
